SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
1. BASIS FOR AWARD
a. The Government intends to award a single contract for customer support services to the quote that is determined to be the most beneficial to the Government, price and other factors considered. In order to determine the quote that represents the best value, the Government intends to conduct a comparative analysis of offers IAW FAR 13.106- 2(a)(3).
b. Appropriate consideration will be given to the three (3) evaluation factors: Technical, Past Performance and Price. Technical and Past Performance, when combined, are more important than price. The evaluation process will use entry gate criteria for Technical Certifications. The Government will first evaluate the entry gate criteria for technical acceptability on a pass/fail basis. Among those quotes that first meet the entry gate criteria, the Government will then evaluate the other factors for award. Offerors are cautioned that the award may not necessarily be made to the lowest price quoted, using tradeoff between Technical, Past Performance, and Price.
c. The Government intends to evaluate quotes and award a contract without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
d. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.
Before the specified expiration time of the quote, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
2. FACTORS AND SUB-FACTORS TO BE EVALUATED
(i) FACTOR I – ENTRY GATE CRITERIA – Key Personnel Qualifications
(ii) FACTOR I – TECHNICAL - Experience
(iii) FACTOR II – PAST PERFORMANCE
(iv) FACTOR III – PRICE
3. EVALUATION APPROACH
a. All quotes shall be subject to evaluation by a team of Government advisors. Careful, full, and impartial consideration will be given to all quotes received in response to this solicitation. Quotes will be evaluated to determine compliance with all requirements of the solicitation, including any attachments and exhibits. The evaluation criteria will be applied to all quotes in the same manner. The Government will evaluate each quote strictly in accordance with its content and will not assume that performance will include areas not specified in the quote.
b. The Government reserves the right to award to an offeror whose quote is not the lowest price.
c. To be considered for selection a quote must conform to all terms and conditions contained in the solicitation. No quote will be accepted that does not address the total amount of work specified in the solicitation.
d. The Government's primary objective in selecting an awardee is to make a "Best Value" determination by balancing Technical, Past Performance, and Price considerations. Evaluation will be based on the factors and sub-factors listed below. See FAR 52.212-1 “Instruction to Offerors” and its Addendum for detailed instructions on documentation to be submitted with the quote addressing each of the factors.
ENTRY GATE CRITERIA: After initial screening to determine completeness in accordance with the solicitation requirements, the Government will evaluate quotes based on documentation provided. The Government will evaluate the entry gate criteria for Key Personnel Qualifications acceptability on a pass/fail basis.
PASS is defined as the offeror submits documentation for personnel that possess the appropriate qualifications.
FAIL is defined as the offeror does not submit documentation for personnel that possess the appropriate qualifications.
Qualifications: This criteria will be evaluated as PASS when the offeror submits the following documentation:
i. Contract Manager and Alternate Contract Manager: The offeror shall provide a signed letter of commitment from the personnel proposed to perform. The offeror shall provide a Curriculum Vitae (CV) which demonstrates a minimum of one (1) year of experience within the past 10 years, working as a Contract Manager.
ii. On-Site Personnel: The offeror shall provide a signed letter of commitment from the personnel proposed to perform. The offeror shall provide a Curriculum Vitae (CV) which demonstrates that the candidate possesses Level III English proficiency levels in reading, speaking, and writing (reference AE Pamphlet 690-70, Appendix H) and that the candidate can lift and carry items weighing up to 25 pounds. The CV shall also demonstrate one (1) of the following:
a. A minimum of a Bachelor’s Degree in business, human resources, or education and three (3) years of experience performing customer service program management, process improvement, and project management in the English language;
OR
b. Six (6) years of experience relevant to performing customer service program management, process improvement, and project management. At least three (3) of these six (6) years of this relevant experience must have been gained in an English speaking environment.
FACTOR I – EXPERIENCE: The Government will evaluate a minimum of three (3), but no more than five (5), Reference Information Sheets (Attachment 5) for recency and relevancy. The Government will evaluate Technical Experience on an Acceptable/Unacceptable basis.
ACCEPTABLE is defined as the Offeror has submitted Technical Experience that is recent and relevant.
UNACCEPTABLE is defined as the Offeror has not submitted Technical Experience that is recent and relevant.
“Recent” is defined as the efforts that are completed or ongoing during the past five (5) years prior to the issue date of the solicitation.
“Relevant” is defined as similarity to work contemplated under this Solicitation with respect to complexity, length of performance, scope, type of work, and value. The type of work shall be similar in nature to customer service program management, process improvement, and project management. The value for each reference sheet submitted shall be a minimum of €50,000.00.
The Government is not bound by an offeror's opinion of the relevance of its organizational experience.
FACTOR II - PAST PERFORMANCE: The Government will evaluate the offeror’s record of past and current performance to ascertain the ability of the offeror to successfully perform the required efforts of the PWS and to determine offeror’s responsibility in accordance with FAR 9.1. The information presented in the Past Performance Questionnaires and information obtained from other available sources other than those identified by the offeror (such as past performance information obtained from Federal, State and local Government agencies, better business bureaus, published media, and electronic data bases available to the Government) will be the basis for evaluation of this factor.
Past performance is a measure of the degree of quality to which an offeror has satisfied customers in the past, and complied with Federal, state, and local laws and regulations. To be acceptable, information obtained from the offeror, POCs, or other sources must be from recent and relevant performance, and the quality of service must provide the Government a reasonable expectation that the offeror will successfully perform the required effort. The Government will evaluate Past Performance on an Acceptable/Unacceptable basis.
ACCEPTABLE is defined as the Offeror has submitted Past Performance that is recent and relevant, and based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown.
UNACCEPTABLE is defined as the Offeror has not submitted Past Performance that is recent and relevant, or based on the Offeror’s performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.
The Government will determine recency and relevancy by using the data provided in the responses from the questionnaires.
Offerors are cautioned that in conducting the past performance assessment, the Government will use data provided in the offeror's quote and data obtained from other sources such as:
(a) The Government’s knowledge of previous Contractor performance;
(b) Customer surveys, and Reference Information Sheets;
(c) The Government wide Contract Performance Assessment Reporting System (CPARS), System Award Management (SAM), etc.; or
(d) Any other basis that the Contracting Officer determines to be reasonable.
The Government may reject a quote if it is found that any information that has a negative impact on the offeror’s past performance record has been deleted, misrepresented, or withheld.
Offerors shall provide information on problems encountered on the contracts identified in their past performance submissions and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offeror's past performance.
Note: In the case of an offeror without a record of relevant past performance, or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “Acceptable.”
FACTOR III - PRICE: Among those quotes that first meet the entry gate criteria, the Government will then evaluate each price quote. The total evaluated price (TEP) will be evaluated for reasonableness, completeness (all items are priced), and balance. Offerors are required to price the base period, and all Option Periods for CLINs 0001, 1001, 2001, 3001, 4001, 7500, 7501, 7502, 7503, & 7504. Offerors shall not submit a price for the potential six (6) months extension of services period or the six (6) month extended ordering period under FAR 52.217-8. The successful offeror will be contractually bound to all quoted prices. Offerors must ensure there are no rounding errors to the nearest cent.
Options: The Government will evaluate quotes for award purposes by adding the total price for all options, to include the option at FAR 52.217-8, to the total price for the basic requirement. The Government will evaluate the Option at FAR 52.217-8 by taking the prices submitted for Option Period 4 and prorating them for an additional six
(6) months. This amount will be the total evaluated price. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options.
