CLINs 7500 and 7501 shall be the CLINs under which the contractor shall bill for all costs associated with the eCMRA requirement. If the offeror proposes to report this data at no additional costs to the Government, the offeror shall indicate "NSP" in the space provided in Section B/Schedule of Supplies-Services for the eCMRA

CLIN. No entry will be considered "NSP" and $0.00 will be used for evaluation purposes.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a single contract resulting from this solicitation to the lowest priced technically acceptable (LPTA) responsible Offeror whose quote conforms to the solicitation in accordance with FAR 13.106.

Offers that do not conform to the requirements of the solicitation may be rejected without further evaluation or discussions. The following factors shall be used to evaluate offers:

(i) Factor I - Technical;

a. Subfactor A - Qualifications

b. Subfactor B – Experience

(ii) Factor II - Price

The basis for award is Lowest Price Technically Acceptable (LPTA).

(b) A rating of no less than “Acceptable” must be achieved for all non-price factors and sub-factors. Receiving a rating of “Unacceptable” in any of the non-price evaluation factors and sub-factors as listed above will result in a rating of “Unacceptable". The non-price evaluation will consist only of determining the acceptability of each offer.

Offers will not be ranked based on the acceptability evaluation.

(c) The Government intends to evaluate offers and award a contract without discussions. Therefore, each initial quote should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

(d) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. This amount will be the total evaluated price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option.

(e) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

3. EVALUATION APPROACH

3.1. Technical Factor and Subfactor Rating Definitions:

ACCEPTABLE - Proposal meets the requirements of the solicitation.

UNACCEPTABLE - Proposal does not meet the requirements of the solicitation.

Factor I - Technical: The Government will evaluate offers based on documentation provided. If quotes received are more than 15 pages, only the first 15 pages of the quote will be evaluated.

a. Subfactor A – Qualifications: This Subfactor is met when the offeror provides resumes or curriculum vitae (CV) in .pdf format for personnel proposed to work under the resultant contract who clearly meet the required minimum qualifications described in the PWS and provides letters of intent of the personnel proposed to perform.

b. Subfactor B - Experience: This Subfactor is met when the offeror provides an individual Reference Information

Sheet for three (3) references within five (5) years (1 Jan 2013 through the issue date of the solicitation) that depicts recent experience of similar size scope and complexity of the PWS.

Recent is considered as the efforts that are completed or ongoing during the past five (5) years (1 Jan 2013 through the issue date of the solicitation).

Relevant means similarity to work contemplated under this Solicitation with respect to complexity, length of performance, scope, type of work, and value (minimum $ 50,000.00 per contract).

3.2 Price Factor:

After determination of technical and past performance acceptability, each quote will be evaluated and award made to the lowest Total Evaluated Price (TEP) quote. The award will be based on lowest price determined to be reasonable, complete (all items are priced), and balanced. Offerors are required to price ) 0001, 1001, 7500, and 7501 listed in the schedule. Offerors must ensure there are no rounding errors to the nearest cent. The Government will evaluate

Total Evaluated Price (TEP) offered for award purposes as shown below.

TEP consists of the total price offered for CLINs ) 0001, 1001, 7500, and 7501 in the price schedule.
