Questions and Answers The Government has received the following questions concerning the solicitation and provides the following answers to these questions:
Question #1: In Paragraph C004 – API Marking and ABS Classification & Certification, it appears that USACE wants the crane to be built to API Specification 2C, 7th edition and to be monogrammed, as well as have ABS consulting act as a third party inspector to certify/verify the crane meets all of the API Specification 2C, 7th edition requirements. Is this correct? If this is not correct, can you please clarify exactly what you require? One should note that ABS does not certify to any requirements or specifications except their own. ABS will supply a “Statement of Fact” that the requirements have been reviewed and are in compliance, but does NOT certify to any requirements or specifications except their own.
Answer #1: The crane shall meet the requirements of both the American Petroleum Institute (API) as well as the American Bureau of Shipping (ABS). See the revised Clause C004 specification requirements outlined below.
Question #2: In Paragraph C620 – Crane Main & Generator Engines, the main engine shall be provided with positive shut-off of the air intake to prevent runaway. Is this required for an engine above deck on the river? This is usually for engines expected to be operating where heavy fuel vapors will be present (hazardous zone). If that is the case, then shouldn’t the crane be explosion proof?
Answer #2: The specifications have been revised to address the above questions. Please see revised specifications for Clause C620 below.
Question #3: In Clause C004 – API Marking and ABS Classification & Certification, the specifications state that the crane shall be certified by API. The crane shall be provided with a permanent stainless steel name plate, bearing the API Monogram, per API Specification 2C, section 13. In lieu of these requirements, could the requirement be revised to read “The contractor’s engineer shall provide his or hers engineer’s stamp and certify that the crane design fully complies with API and ABS specifications, and that the crane is built according to the design documents”?
Answer #3: The US Army Corps of Engineer’s experience with floating cranes has shown that the API and ABS design and construction quality assurance processes are very important for safety and accident prevention. The suggested PE related alternative does not provide a level of assurance equivalent to the established API and ABS rules and verification procedures.
Therefore, any crane proposed for this reason, must meet the API and ABS requirements, and be provided with a permanent stainless steel name plate, bearing the API Monogram, per API specification 2C, section 13.
Revised Paragraph C004
“C004 API MARKING and ABS CLASSIFICATION & CERTIFICATION
The crane shall meet the requirements of both the American Petroleum Institute (API), and the American Bureau of Shipping (ABS). The contractor shall design and manufacture the crane in complete compliance with the following API and ABS requirements:
A. API 2C COMPLIANCE

The crane Duty-Cycle Classification shall be “Construction Duty”.
B. ABS CRANE CERTIFICATION
The crane will be installed on an ABS Classed Crane Barge, for River Service. The completed barge with the crane installed will be ABS Classed as:
'+A1, Crane Barge, River Service' with Maltese Cross, and AMS.
The contractor shall retain ABS to provide all services needed for the ABS Certification of the crane as required for the ABS Class (per above) of the completed crane barge, with the crane installed.
The crane (including kingpost or pedestal) shall meet ABS requirements for a Heavy Lift crane.
The contractor shall provide the ABS Certificate for the crane, prior to crane delivery.
C. ABS VERIFICATION OF COMPLIANCE WITH API 2C
The contractor shall retain ABS to provide all services required for ABS verification of compliance with API 2C, 7th edition.
Prior to crane delivery, the contractor shall provide an ABS Letter of Certification that the crane (including kingpost or pedestal), design, and construction meet all requirements of API 2C, 7th edition.
D. CRANE LOADS & OFFLEAD AND SIDELEAD
LOADS - The crane will be installed on a barge that will be operated in calm water. Loads will be both onboard and off board. All loads and load factors shall be based on this operating mode. The crane lifting offlead and sidelead angles are generated by static barge inclinations, with no additional influence from significant wave heights.
OFFLEAD and SIDELEAD - The API and ABS crane certifications shall incorporate the offlead and sidelead loads due to list and trim identified in Clause C155 of this specification.
E. CERTIFICATES OF TESTING
All crane component certificates of tests shall be provided to the COR during Phase II (see contract Clause H01).
The certificates shall be organized in a 3 ring binder of durable material. Electronic copy shall also be provided.”
Revised Paragraph C620
“C620 CRANE MAIN & GENERATOR ENGINES
Both main and generator engines shall be diesel engines meeting the current EPA emissions rating tier requirements.
Both shall be electric start, both locally and from the cab. The engines shall be self contained with air cooled radiators, mounted to the foundation in the machinery space.
Both main engine and generator engines shall be diesel engines meeting the current EPA tier requirements. Both shall be battery started, locally and from the cab. The engines shall be self contained with air cooled radiators, mounted to the foundation in the machinery space.
The main and generator engines shall be designed, manufactured, and tested in accordance with the ABS rules indentified in Clause C003 of this specification.
In addition to the requirements for rotating machinery include in the ABS rules identified in Clause C003, the contractor shall also provide guarded emergency stop pushbuttons for each engine locally at the engine and also at the operator’s station in the cab.”
Paragraph C105
“C105 CRANE MOUNT & PRINCIPAL DIMENSIONS
The crane shall comply with the following requirements:
A. CRANE MOUNT TYPE
The crane shall be either:
King post mounted wire luffed crane or Swing bearing mounted (pedestal) wire luffed crane
As illustrated in Figure 1 – Crane Illustrations of API Specification 2C.
The crane manufacturer shall provide the crane king post (or center post) or pedestal (or base) for welding to the barge.
The barge dimensions will be 300 feet by 68 feet by 12 feet. The bottom of the king post or pedestal will sit on the reinforced hull bottom foundation in way of the king post or pedestal. As a result there shall be 10 feet of king post or pedestal contained within the hull of the barge in addition to the extent of the king post or pedestal above the main deck level of the barge.
B. CRANE KING POST OR PEDESTAL DESIGN CRITERIA
The crane manufacturer shall design and fabricate the king post or pedestal.
HULL INTERFACE
The king post or pedestal design shall be developed based on the following barge structure in way of the king post or pedestal as follows:
Two foot deep foundation at the bottom of the barge , with flat plate upper surface.
Barge centerline longitudinal bulkhead, full hull depth.
Barge transverse bulkhead, full hull depth, aligned with the center of the king post or pedestal.
Barge radial bulkheads, full hull depth, arranged at 45 degree intervals between the longitudinal and transverse bulkheads.
KING POST OR PEDESTAL STRUCTURAL FEATURES
The crane king post or pedestal shall be continuous through the barge deck, and shall extend continuous down to the hull bottom foundation. The hull longitudinal, transverse, and radial bulkheads shall extend to the king post or pedestal, and shall connect to the king post or pedestal by welding. The hull bulkheads shall not penetrate through the king post or pedestal.
The king post or pedestal shall be a single piece structure, running from the foundation at the bottom of the barge up through the hull. The king post or pedestal shall be equipped with two, diametrically located, manholes to provide interior access to the bottom of the structure. See Clause C415 for details on the manholes.
The king post or pedestal shall provide top down watertight integrity to prevent water ingress to the barge via the inside of the structure of the crane.
CRANE LOADS FEA FOR KING POST OR PEDESTAL
The crane manufacturer shall provide the Government with a detailed Finite Element Analysis (FEA) detailing the loads and forces on the king post or pedestal design. This analysis shall identify the peak and design loads imparted upon and by the king post or pedestal.
CRANE FEA USED AS PART OF THE BARGE HULL FEA
The contractor’s crane FEA shall be utilized as part of the barge hull FEA. The contractor’s FEA model shall incorporate mesh development to allow direct integration with the barge hull FEA model at the hull/king post or pedestal interface areas (deck, transverse, longitudinal, and radial bulkheads, and bottom foundation) described above.
The contractor shall submit the results and model of the Finite Element Analysis to the Government no later than 90 days after the receipt of the Notice to Proceed with Phase I of the contract. The electronic version of the FEA model submitted to the Government shall be submitted with file extension .MODFEM .
KING POST OR PEDESTAL DESIGN DRAWINGS
The final design drawings of the king post or pedestal shall be submitted to the Government as AutoCAD and SOLID WORKS files for incorporation into the barge design.
The Government requires the contractor to deliver the engineering defined above in order to proceed with the detailed design of the crane barge. Should the contractor fail to deliver the king post or pedestal design as required above, this will delay the Government’s engineering design effort, and subsequently delay the availability of shipyard storage for the completed crane. Therefore, for each day, in excess of the 90 days allotted for the design, the crane contractor shall store the crane, its components, materials, and spares at his expense for one day (day for day).”
