Questions and Answers W9128F22Q0097, Government Bay/Wolf Creek Rip Rap

1. Does the government anticipate a start date for the project? If there is not a timeframe known, would the government be open to including the EPA Far Clause 52.216-4 Economic Price Adjustment-Labor and Material?

a. As the solicitation states, the delivery should be within 270 days from the award of the contract. The target award for this solicitation is no later than 30 September 2022.

The awardee may begin delivering rock upon receiving notice to proceed. EPA FAR Clause 52.216-4 Economic Price Adjustment – Labor and Material will NOT be included. Offerors should price their offers to account for risk in fluctuating market prices.

2. In the contract solicitation, it mentions the requirement of a water truck and blading of the haul road. This is not mentioned in the price schedule. Could it be confirmed this needs to be accounted for in our unit price? If so, how long are the haul roads?

a. This needs to be accounted for in the unit price. Contract shall plan on blading and watering the last mile of County Road 15 and the road to the stockpile area within the recreation area. The McLean County Road Department receives a lot of complaints from the residences on this section of county road about the dust and condition of the road. Contractor will need to get approval from the McLean County Road Department to blade and water the road.

3. Do you anticipate that the trucks can just dump the material at the stockpile locations? Or will this require equipment to push the material up into the stockpile.

a. This will be based on the contractor’s operation to make sure the volume of rock is stockpiled uniformly within the area provided in the contract documents. No additional stockpile area is available.

4. There is no rock in the state will meet the fractured face requirement for the rip rap. Could the the specification changed to a North Dakota DOT Grade 2 rip rap specification?

a. The specified rock is available in ND but it must be crushed to meet the fracture face requirement. The specification will not be changed.
