Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union, which prevailed in the survey for this classification, which in this example would be Plumbers 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Division National Office Branch of Wage Surveys. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

1-14-2022 - UPDATED SPECS
Construction Specification Fort Randall B-Wall Pump Replacement
1.0 Scope of Work. The Fort Randall Project is replacing the B-Wall relief pump system. The motor, pipe, and pump all are in need of replacement. Contractor will be required remove the existing pump assembly and install the new pump, pipe, sensor, and motor. All fasteners, brackets, screw anchors, and miscellaneous hardware are to be hot dipped galvanized unless otherwise specified. This area is typically underwater, contractor will need a secondary utility pump to be placed at the bottom of the manhole to properly access and work on the pump assembly.
Approximately 60 feet of hose will be needed for the secondary utility pump to reach the bottom. Since the contractor will be required to remove the existing pump system out of the manhole, USACE encourages the contractor to use a forklift with electric hoist system to raise the pump, pipe and motor out of the manhole. USACE will provide mobile crane and operator to assist lifting the forklift on and off the top of b-wall. All other lifts including but not limited to lowering and raising of existing and new components shall be by contractor. During the removal of the existing pump assembly and installation of the new pump, motor and pipe the contractor will need to perform a lock out tag out of the pump system. The contractor is required to bring their own keyed lock to lock onto the government provided box. The contractor will sign onto the clearance to begin the project and will sign off the clearance once the project is complete and is ready for testing. At this time the contractor will remove the lock off the government provided box so the pump assembly can be powered up.
1.1 Period of Performance. The period of performance shall be from date of award until June 30, 2022 but onsite work must begin and be completed between March 2022 to April 2022
2.0 General
2.1 Standards and Regulations. The Contractor shall perform to the standards in the contract and comply with all Local, State, and Federal Regulations during the services performed. The Contractor is responsible for ascertaining the extent to which these regulations affect the operations resulting from this contract. The Contractor shall comply will all applicable regulations. Applicable regulations include, but are not limited to the following:
a. Engineering Manual (EM) 385-1-1 (USACE – Safety and Health Requirements Manual), dated November 2014;

b. Occupational Safety and Health Standards (29 CFR 1910);
2.1.1 Activity Hazard Analysis (AHA). The contractor shall prepare the AHA in accordance with Paragraph 01.A.14 or 01.A.15 of the EM 385-1-1. If using Paragraph 01.A.15, prepare the AHA IAW Figure 1-2. Submit the AHA electronically for review at least five (5) calendar days prior to the start of on-site work. The analysis should be used during daily inspections to ensure the implementation and effectiveness of the activity's safety and health controls. Note: Contractors and other individual employer’s typically use Job Safety Analyses (JSAs), Job Hazard Analyses (JHAs), or similar Risk Management assessment tools. The government considers equivalent to, and acceptable substitutes for, the USACE’s AHA provided the data collected is the same as that required by the AHA, commensurate with the type of services the contractor is performing.
2.1.2 Abbreviated Accident Prevention Plan (APP). EM 385-1-1 in its entirety may be too complex for the type of work performed under these contracts; contractors may reference Appendix A, for abbreviated Accident Prevention Plan (APP). The contractor shall only need to submit items in Appendix A that are pertinent to the contract. The contractor shall use a qualified person to prepare the site-specific abbreviated Accident Prevention Plan (APP). The contractor shall prepare the APP in accordance with the format and requirements of the EM 385-1-1 and supplemented herein. The contractor shall sign and submit the APP for approval prior to the start of work onsite. Abbreviated APP checklist provided by amendment
2.2 Measurement and Payment.
2.2.1 The Government will make payment after services have been inspected and accepted, and the contractor’s invoice has been reviewed, approved, and processed. The contractor shall submit the invoice to the COR.
The contractor is required to include the contract number on the invoice, make sure that the address matches SAM and the associated CLIN (Contract Line-Item Number) is listed to each line applicable so that receipt and payment for the item or service may be expeditiously processed.
2.2.2 The contractor must provide the contractor’s name, address, contract number, period of services completed (i.e., for the period of performance as listed in part 1.3), CLIN number and specific quantities of work performed (i.e., 1 Month, 40 days, 100 acres, etc.), and total requested, for an invoice to be considered proper. The contractor shall submit the invoice upon completion of all services, in accordance with the period of performance stated in the
CLIN.
2.3 Location. The pump system is located within B-Wall, adjacent to the tailrace and ogee stilling basin. The manhole where the pump is located is a permit required confined space. A confined space permit must be submitted to USACE before work can begin. Air monitoring readings will need to be taken while removing and installing the pump. Contractor is responsible for providing all air quality monitoring equipment. Since this pump has been replaced back in 2002 with all new parts it is assumed that asbestos and lead based paint is not present. If the contractor removes or exposes any material thought to be lead based paint or asbestos they must let a USACE representative know. The motor is located on a platform that is roughly 5 feet down from the top of B-Wall at elevation 1262, the top of B Wall is 1267. (Photo 1 and Photo 3) (Drawing 1). There is a main power switch that operates the motor and pump. (Photo 2) Switch is to remain in place. Contractor is to disconnect and reconnect power to the new motor. The pipe runs down the south side on the outside of the ladder cage in the manhole. (Photo 3). At the bottom of the manhole is the pump location approximately at elevation 1218.08. The width of B-Wall, at elevation 1267 between the railings is 44.5”. The railing height is 42”. (Photo 4). There is a hatch cover that will need to be lifted in order to access the pump system and ladder to get down to the bottom. (Photo 5)
2.4 Staging Area. The government will provide limited space for the contractor to stage equipment and material.
See Image 2 and photo 6 for location details.
2.5 Delivery, Storage, and Handling. Contractor is responsible for all deliveries to the site. USACE will not assist or receive any deliveries for the contract. Contract must receive, unload, and take delivery to designated staging area. No deliveries will be made outside the permitted working hours or days.
2.6 Work Hours and Work Limits. The contractor is responsible for conducting business, between the hours of 0700 to 1600 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

USACE crane assistance is only provided Monday through Thursday between 0730 – 1600. Access to USACE Projects is controlled and access is restricted. Contractor personnel that are non-US citizen can require up to 4 weeks to be approved for site access. Coordinate access to the site through the COR. Submit the provided Fort Randall Access Form for review 10 days prior to site visit. The Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
2.7 Facilities
2.7.1 Portable Toilets. No restroom is available to contractor. Contractor to provide their own portable restroom facility.
2.7.2 Power Availability. Government can provide power from unit 8 tunnel terminal. There is 480V and 110v receptacles available.
2.7.3 Crane Availability. USACE to provide a mobile crane and operator to lift forklift onto and off of B-Wall.
Contractor must provide 1-week advance notice of the need to perform this work and must provide forklift manual showing recommended rigging plan. Manual to be provided to USACE with 2 week lead time. Supply of rigging materials and rigging plan shall be by contractor.
2.8 Environmental Conditions. Contractor is responsible for disposal of all waste materials as a result of this contract. This includes but is not limited to arranging transportation of solid waste and any costs associated with disposal in compliance with Federal, State, and local requirements for solid waste disposal.
2.9 Antiterrorism/Operation Security Requirements
2.9.1 Pre-screen candidates using E-Verify Program. The Contractor must pre‐screen candidates using the E‐ verify Program (http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements.
The vendor must ensure that the candidate has two valid forms of government issued identification to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible candidates must be provided to Evan Schmitz at evan.j.schmitz@usace.army.mil no later than three (3) business days after the initial contract award.
3.0 Submittals. Prior to commencement of services, the Contractor shall submit the following documents to the Government QA, Evan Schmitz at evan.j.schmitz@usace.army.mil for routing. Submittals below accompanied by a ‘G’ designator must be submitted for Government approval and will receive an (A-code) upon approval. Submittals below that are not accompanied with a ‘G’ designator must be submitted for acknowledgement-of-receipt and will receive an (F-code) upon successful acknowledgment. All Pre-performance submittals must be accepted or acknowledged prior to the start of work. Include a Form 4025 (included in bid package) with each submittal below.

The Contractor shall submit all items listed in the Submittal Register attached to the end of this Section. Each submittal shall include a completed and signed Form 4025 (included in package) for each submission. In addition to the listed submittals, the Contracting Officer may request submittals for items in the specifications or items shown on the drawings when deemed necessary to adequately describe the work covered in the specifications and drawings.
The Contractor shall be responsible for certifying that all submittals are in compliance with the contract requirements. Prior to procurement of materials required in the specifications, the Contractor shall submit manufacturer's data that the materials and equipment comply with specification requirements. Determination of acceptability of proposed items will be made by the Contracting Officer based on catalog cuts, manufacturer's literature, and other descriptive data. The Contractor shall allow the Government 15 calendar days, beginning from date of receipt by the Government, to review all submittals. The contractor shall consider the review period when providing submittals to allow for sufficient time for review and approval by the Government prior to the start of work. The Contractor is advised not to order the materials included in the submittal until after it is approved.
Personnel Risk Assessment to include Criminal Check and Identity Verification ID Verification upon entering site to escort other non-authorized individuals 7 year Criminal Background Check o A minimum of seven days prior to engaging in work submit a criminal background check, completed within the last seven years (assuming continuous employment, otherwise a new one must be accomplished), on all Contractor personnel that require authorized unescorted access to the Jobsite. A minimum of a 7-year criminal background check with the state patrol office shall be performed from all states of residence and employment, for the past seven years. The Project Security Officer through the Contracting Officer will approve, disapprove, or revoke authorized unescorted access to the
Jobsite as a result of the seven-year background check.
Work Plan Contractor shall submit a Work Plan for Government review. This document shall describe each step in the process, what will be performed and how it will safely be accomplished. All aspects of removal and installation shall be covered in the plan. The purpose of this document is for the contractor to describe the processes, protective measures, equipment to be used and how it will be used. Equipment expected to be discussed in the plan, includes the telehandler, forklift (including width dimension verification), lifting beam, hoist and all power tools. Contractor shall include in the work plan the hoist beam attached to the forklift for lowering and raising the pump system has been reviewed and approved with engineer stamp, by a structural engineer. This work plan will be used by both the Government and the contractor to identify and attempt to remedy any actions which have the potential to affect nearby personnel and equipment prior to the start of work. The mentioned forklift/hoist/beam method is simply one option. Contractor is allowed to propose their own means/methods but shall supply manufacturer load rating for each component of the system or will be required to seek structural engineer review and stamp.
Confined Space Plan The work area is a permit required confined space but can be covered by alternative entry procedures if potential atmospheric hazards are mitigated. However, if work within the confined space has potential to create a hazardous atmosphere, that space must be considered a permit required confined space. A confined space permit must be submitted to USACE before work can begin. Continuous air monitoring readings will need to be taken while work is being performed in the space. Contractor is responsible for providing all air quality monitoring equipment, ventilation equipment, and other equipment as may be necessary.
Develop a confined space entry plan in accordance with EM 385-1-1, applicable OSHA standards 29 CFR 1910, 29 CFR 1915, and 29 CFR 1926, OSHA Directive CPL 2.100, and any other federal, state and local regulatory requirements identified in this contract. Identify the qualified person's name and qualifications, training, and experience. Delineate the qualified person's authority to direct work stoppage in the event of hazardous conditions.
Rescue Plan Provide a Rescue and Evacuation Plan in accordance with EM 385-1-1 Section 21.N and ASSE/SAFE Z359.2.
Include a detailed discussion of the following: methods of rescue; methods of self-rescue; equipment used;
training requirement; specialized training for the rescuers; procedures for requesting rescue and medical assistance; and transportation routes to a medical facility.
Fall Protection Plan Bidders are encouraged to think through these requirements, especially if your proposed means and methods include removal of the ladder. Plan should be prepared and signed by a fall protection competent person, as described by EM 385-1-1, section 21.C.04.
The plan must comply with the requirements of EM 385-1-1, Section 21.D and ASSE/SAFE Z359.2, be site specific, and address all fall hazards in the work place and during different phases of performance. Address how to protect and prevent workers from falling to lower levels when they are exposed to fall hazards above 6 feet. Include fall protection and prevention systems, equipment and methods employed for every phase of work, roles and responsibilities, training requirements, and monitoring methods. Keep and maintain the accepted Fall Protection and Prevention Plan documentation at the job site for the duration of the project.
4.0 Materials. The Contractor shall furnish all supplies, materials, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS. USACE will not provide pipe dope, fasteners, screw anchors, mounting brackets or other materials needed to assembly the pump system. USACE will not provide confined space and rescue equipment. It is the contractor responsibility to provide proper equipment for monitoring the air quality and have rescue equipment on standby.
Contractor is to provide a complete pump assembly system that is compatible with the existing system. A motor, pump, pipe, depth transmitter, fittings, and materials needed to assemble and install the pump should all be provided by the contractor.
Pump Material Coatings – Paint Coatings shall be equivalent or better than that on the existing equipment and shall meet generally accepted industry standards for the given environment.
Interior and exterior of the pump discharge head and the pump’s bowl assembly shall receive a two coat painting system that meets the requirements of AWWA C550. Paint system shall have a dry film thickness (DFT) of at least 10 mil.
Pipe – Pipe must have threaded connections. Pipe and Unions shall be hot dip galvanized.
Motor Body Coating – Supplied motor body coating shall be equivalent or better than that on the existing equipment and shall meet generally accepted industry standards for an exterior/humid environment.
Soleplate Contractor shall replace soleplate. Soleplate shall receive the same painting system used on the proposed pump discharge head, or shall be hot dip galvanized.
Pipe Mounting Brackets At the contractor’s option, the existing pipe mounting brackets and hardware can be reused as long as they fit with the proposed materials. If new brackets or new hardware are to be used, all components and anchors shall be hot dip galvanized. New brackets of similar number and type must be installed to match the existing arrangement.
5.0 Execution
5.1 The contractor shall remove existing pump assembly and supply, and install a new pump, pipe, depth transmitter and motor for the b-wall ogee stilling basin.
5.2. Submit all required forms, documents, and training certificates.
5.3. Participate in a kick-off meeting via phone with U.S. Army Corps of Engineers (USACE) key personnel to review the entire Task Description, review the schedule and deliverable submittal dates, review project background and expectations for final deliverable.
5.4. Refer to Attached Photo Sheets and Bid Schedule documents for detailed items.
5.5. Conduct a site visit to Fort Randall to view existing conditions, obtain measurements, and review current pump system prior to commencing removal and installation of the new pump.
5.6. Prior to commencing any activities, the contractor shall arrange a Pre-work Meeting with the COR. The Meeting shall discuss the work requirements, scheduling, and the submittal process
5.7 The current motor is a 25 horsepower USEM, vertical hollow shaft, with a capacity of 1400 GPM (Photo 7) and non-reverse ratchet. The system is utilizing a Goulds 8” x 16-1/2” discharge head complete with a 1-3/16” packing box and a 16” TBE top column. The pipe diameter down to the pump is 8”. There are currently 4 sections at 10 foot in length. The pump is a 1 stage 12CHC Goulds water lube bowl assembly with a galvanized steel basket strainer.
The pump system uses a sensor to measure the water level, which sends a signal to turn the pump on. The sensor is equipped with a PX438-030GI Transducer by Omega Technologies Company. There is 480v power running from the main power panel to the transformer by the switch in the manhole, which is converted to 110v to feed the pump motor.
6.0 Inspection and Tests. The government will provide inspection of all work in accordance with FAR 52.213-4 – Terms and Conditions – Simplified Acquisitions (Other Than Commercial Items). Contractor is required to test the new pump system once installed and must verify that it is working and functioning at the capacity set forth by the manufacturer. The quality assurance representative and representative from Ft. Randall maintenance section must be present during the testing of the pump to perform a visual test and verify the pump is running correctly and is operating at the correct capacity. The contractor shall demonstrate the on and off switch functions during the test.
The pump shall be tested for a full cycle operation showing that the sensor turns the pump on correctly when the water level reaches the determined level.
6.1 Quality Control
6.1.1 The contractor shall designate, in writing, a member of each work crew who shall serve as the contact for matters involving quality and performance or nonperformance of the required work assigned to that crew. The employee(s) shall be qualified and fully competent with full authority to act for, and on behalf of, the contractor as necessary to ensure that the required work is performed in accordance with the specifications and standards contained herein. The contractor shall furnish the above written designation to the Contracting Officer’s Representative (COR) no later than the first day of work. The contractor shall include the name(s), address(s), and telephone number(s) of the responsible individual(s).
6.1.2 The Contracting Officer reserves the right to disapprove any individual whom he considers incompetent to perform the work required. The Contracting Officer will provide a written notice of any disapproval to the contractor.
6.1.3 The Government has the right to inspect all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government shall perform inspections in a manner that will not delay the work.
6.1.4 If any of the services do not conform to contract requirements, the Government may require the contractor to perform the services in conformity with contract requirements and at no increase in cost. If the contract requirements are not met after a second attempt the Government may (1) require the contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed (3) terminate the contract in whole or in part.
6.1.5 The Government may take action, if the contractor fails to perform the services again or to take the necessary action to ensure future performance is in conformity with the contract requirements. The Government may (1) by contract, or otherwise, perform the services and charge to the contractor any cost incurred by the Government that related to the performance of such service or (2) terminate the contract in whole or in part.
6.1.6 The contractor is responsible to replace/repair any damage to Government property due to negligence, at his or her own cost. The Government may take action, if the contractor fails to replace/repair any damage to Government property. The Government may by contract, or otherwise, replace/repair damaged Government property and charge to the contractor any cost incurred by the Government to replace/repair any damage.
7.0 Warranty. Contractor shall provide a warranty letter for a minimum of 1-year from the date of completion for the system. This warranty shall include workmanship and performance of the system. Upon receipt of notice from the Government of failure of any of the guaranteed equipment during the guarantee period, rework or replacement of the failed product shall be furnished and installed promptly (within 30-days) by the Contractor at no additional cost to the Government. Programming, controls, and troubleshooting shall also be covered under this warranty.
Contractor shall provide to USACE any warranty provided by manufacturer of equipment used on this project.
8.0 Point of Contact. The government will update this paragraph with POC information at time of award.
9.0 Reference Drawings and Photos. Drawings provided for reference only. Drawings may not reflect actual site conditions or show all equipment installed and the government does not guarantee the accuracy of the reference drawings and information provided within this document. Therefore, field verification by the Contractor is highly recommended to determine actual site-specific conditions.
