CONSTRUCTION GENERAL

PART 1 GENERAL
1.1 SCOPE
The work covered in this section is outlined as a statement of construction requirements common to all the work. Specific requirements for materials and installations are provided under the Technical Sections herewith. No claims for extras shall be made on account of items presumed to have been omitted from this section.
1.2 PROTECTION OF EXISTING FACILITIES AND WORKS
The Contractor shall be responsible for the protection of the work area from damage and upon completion of the work shall leave existing works in a condition equal to that which existed when the work started. All work, storage of materials, and construction plant shall be kept within the limits of the areas assigned. Prior to construction operations, the Contractor shall confer with the Contracting Officer's representative to determine the proximity of any possible under-ground obstructions, pipe or equipment which could be damaged as a result of construction operations.
Existing utility lines that are shown on the drawings or the locations are otherwise made known to the Contractor shall be protected from damage, and if damaged, shall be repaired by the Contractor at no additional expense to the Government. In the event that the Contractor damages any existing utility lines that are not shown or the locations of which have not been made known to the Contractor, report thereof shall be made immediately to the Contracting Officer. The Contractor will be responsible for the protection of structures from any structural damage during the construction operations. Roads and surfaces shall be protected from damage by the work or if damaged shall be repaired with equal materials at no additional expense to the Government. At all times the plant and work areas shall be kept in a condition conducive to safety of workmen and the public and neat in appearance. Waste or surplus materials shall not be allowed to accumulate in the construction areas.
1.3 CARE OF WATER
Full responsibility for care of water shall be borne by the Contractor until completion of work under this contract. The Contractor shall provide the materials and equipment and perform all work necessary to facilitate construction and to protect the work from damage by water. The Contractor shall make his own investigations and determinations of conditions, both existing and anticipated concerning care of water. Plans for care of water are subject to approval by the Contracting Officer prior to construction.
Facilities shall be removed upon completion of the work.
1.4 DISPOSITION OF CONSTRUCTION FACILITIES
All buildings and facilities constructed by the Contractor shall be maintained in a satisfactory condition with strict observance of the rules of sanitation, safety and order as may be established by the Contracting

Officer. Prior to final payment under the contract, all buildings and facilities constructed by the Contractor for his own use shall be removed from the site by the Contractor.
1.5 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.6 SPECIAL INSTRUCTIONS FOR PROGRESS CHARTS
Contract changes or modifications will not include extensions of time unless the updated progress chart shows that the contract completion date is delayed due to the affect of the change on one or more principal features of the work.
1.7 WARRANTY OF CONSTRUCTION (MAR 1994)
(a) In addition to any other warranties in this contract, the Contractor warrants, except as provided in paragraph (i) of this clause, that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or design furnished, or workmanship performed by the Contractor or any subcontractor or supplier at any tier.
(b) This warranty shall continue for a period of 1 year from the date of final acceptance of the work. If the Government takes possession of any part of the work before final acceptance, this warranty shall continue for a period of 1 year from the date the Government takes possession.
(c) The Contractor shall remedy at the Contractor's expense any failure to conform, or any defect. In addition, the Contractor shall remedy at the Contractor's expense any damage to Government-owned or controlled real or personal property, when that damage is the result of--
(1) The Contractor's failure to conform to contract requirements; or
(2) Any defect of equipment, material, workmanship, or design

(d) The Contractor shall restore any work damaged in fulfilling the terms and conditions of this clause. The Contractor's warranty with respect to work repaired or replaced will run for 1 year from the date of repair or replacement.
(e) The Contracting Officer shall notify the Contractor, in writing, within a reasonable time after the discovery of any failure, defect, or damage.
(f) If the Contractor fails to remedy any failure, defect, or damage within a reasonable time after receipt of notice, the Government shall have the right to replace, repair, or otherwise remedy the failure, defect, or damage at the Contractor's expense.
(g) With respect to all warranties, express or implied, from subcontractors, manufacturers, or suppliers for work performed and materials furnished under this contract, the Contractor shall--
(1) Obtain all warranties that would be given in normal commercial practice;
(2) Require all warranties to be executed, in writing, for the benefit of the Government, if directed by the Contracting Officer; and
(3) Enforce all warranties for the benefit of the Government, if directed by the Contracting Officer.
(h) In the event the Contractor's warranty under paragraph (b) of this clause has expired, the Government may bring suit at its expense to enforce a subcontractor's, manufacturer's, or supplier's warranty.
(i) Unless a defect is caused by the negligence of the Contractor or subcontractor or supplier at any tier, the Contractor shall not be liable for the repair of any defects of material or design furnished by the Government nor for the repair of any damage that results from any defect in Government-furnished material or design.
(j) This warranty shall not limit the Government's rights under the Inspection and Acceptance clause of this contract with respect to latent defects, gross mistakes, or fraud. (FAR 52.246-21)
1.8 PORTABLE TOILETS
Toilet facilities will not be available for Contractor's use. The Contractor shall provide and maintain portable toilets for use by the Contractor's staff . Toilet(s) shall be placed at the location directed by the Contracting Officer. To prevent overturning by high winds, all portable toilets shall be anchored down.
1.9 FEDERAL HOLIDAYS AND WORKING HOURS
Work hours: The Contractor can work Monday through Friday 0700 to 1700.
Working outside these work hours will need written permission from the COR.
The Contractor will not be allowed to work on Federal holidays.
The following Federal legal holidays are observed by this installation:

MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.1 GENERAL INFORMATION
In each instance the contract price for an item will constitute full compensation as herein specified, as shown, or as otherwise approved. The contract price and payment will also constitute full compensation for all work incidental to completion of the item, unless such work is otherwise specifically mentioned for separate payment under another bid item. In the event any work is required by the specification sections or by the drawings and not specifically mentioned in the measurement and payment paragraphs, separate or direct payment will not be made and all costs thereof are incidental to and included in the contract prices and payments for all items listed in the bid schedule.
1.2 MEASUREMENT
Items measured as a Lump Sum will be measured for payment as a completed job, in place, in the locations indicated. This measurement includes measurement of all incidental work and materials that are necessary to make a complete job. Unless the payment paragraph makes a specific exception of an item, incidental items will not be measured under another item, even though there is another listing for the work or material.
1.3 PAYMENT
Payment for all work specified, shown, or incidental to complete the work will be made as follows:
BASE ITEMS (BASIC REQUIREMENTS)
CLIN 0001 Furnish and Install new Vacuum Circuit Breaker (VCB) Switchgear Lineup (832, 834, 836, 838, 842), including all connections to existing cables; complete with Operation and Maintenance Manuals and Training of Government Personnel.
Payment for Furnishing and Installing Vacuum Circuit Breaker (VCB) Switchgear Lineup (832, 834, 836, 838, 842); complete with Operation and Maintenance Manuals and Training of Government Personnel will be paid under CLIN 0001. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to manufacture, test, deliver, and installation of switchgear lineup (832, 834, 836, 838, 842), including all connections to existing cables. CLIN 0001 also includes demolition and removal of the existing switchgear lineup (832, 834, 836, 838, 842). Vacuum Circuit Breaker (VCB) Switchgear Lineup (832, 834, 836, 838, 842) shall include all cabinet equipment contents, bushings, and immediate buswork. Cabinet equipment contents shall include, but are not limited to: vacuum circuit breakers, instrument transformers, breaker lifting devices, remote-racking devices, relays, meters, heaters, thermostats, ground fault detection devices, indicating devices, surge arrestor devices, cable or wire, and terminal blocks of appropriate rating and of necessary quantity to fulfill the indicated Vacuum Circuit Breaker

(VCB) Switchgear Lineup (832, 834, 836, 838, 842) design and all applicable standards.
CLIN 0002 Furnish and Install new 3.2 MVA, zig-zag, grounding transformer and resistor, including replacement of associated feeder cabling; complete with Operation and Maintenance Manuals and Training of Government Personnel.
Payment for Furnish and Install of 3.2 MVA, zig-zag, grounding transformer and resistor; complete with Operation and Maintenance Manuals and Training of Government Personnel will be paid under CLIN 0002. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to manufacture, test, deliver, and install the grounding transformer and resistor, including all indicated accessories and immediate cable connections. CLIN 0002 also includes demolition and removal of the existing zig-zag, grounding transformer and resistor. CLIN 0002 also includes a new grounding transformer pad. Grounding Transformer shall be of a design which is to include cable connections, a structure intended for padmount use, and suitable accoutrements for seismic anchoring.
CLIN 0003 Furnish and Install new 500 kVA step voltage regulator; including new 15kV bus connections; oil containment pad; and new air break switches 825, 827, and 829; complete with Operation and Maintenance Manuals and Training of Government Personnel.
Payment for Furnish and Install of Outdoor 15 kV Step-Voltage Regulator;
complete with Operation and Maintenance Manuals and Training of Government Personnel will be paid under CLIN 0003. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to manufacture, test, deliver, and install the step-voltage regulator, including all indicated accessories and immediate buswork. CLIN 0003 also includes demolition and removal of the existing voltage regulator. CLIN 0003 also includes a new oil containment pad for the new voltage regulator.
Step-voltage regulator shall be of a design which is to include above-tank bus connections, a structure intended for padmount use, suitable accoutrements for seismic anchoring, and an isolated tap-changing compartment as to keep fluid separate between the tap-changer and windings.
CLIN 0004 Furnish and Install new Standalone Vacuum Circuit Breaker (VCB) 822, including new 15kV overhead bus connections; Complete with Operation and Maintenance Manuals and Training of Government Personnel
Payment for Furnish and Install of standalone Vacuum Circuit Breaker (VCB) 822, including new 15kV overhead bus connections; complete with Operation and Maintenance Manuals and Training of Government Personnel will be paid under CLIN 0004. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to manufacture, test, deliver, and install standalone Vacuum Circuit Breaker (VCB) 822. CLIN 0004 also includes demolition and removal of existing standalone Air Circuit Breaker (ACB) 822. Standalone Vacuum Circuit Breaker (VCB) 822 shall include all cabinet equipment contents, bushings, and immediate buswork.
Cabinet equipment contents shall include, but are not limited to: vacuum circuit breaker, instrument transformers, breaker lifting devices, relays, meters, heaters, thermostats, ground fault detection devices, indicating devices, surge arrestor devices, cable or wire, and terminal blocks of appropriate rating and of necessary quantity to fulfill the indicated switchgear design and all applicable standards.
CLIN 0005 Furnish and Install new standalone Vacuum Circuit Breaker (VCB) 812, including new equipment pad, new air break switch 813, new 15kV overhead

complete with Operation and Maintenance Manuals and Training of Government Personnel.
Payment for Furnish and Install of standalone Vacuum Circuit Breaker (VCB) 812, including new equipment pad, new air break switch 813, new 15kV overhead bus connections, and new underground feeder and duct bank to new VCB 812; complete with Operation and Maintenance Manuals and Training of Government Personnel will be paid under CLIN 0005. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to manufacture, test, deliver, and install standalone Vacuum Circuit Breaker (VCB) 812. Standalone Vacuum Circuit Breaker (VCB) 812 shall include all cabinet equipment contents, bushings, and immediate buswork. Cabinet equipment contents shall include, but are not limited to:
vacuum circuit breaker, instrument transformers, breaker lifting devices, relays, meters, heaters, thermostats, ground fault detection devices, indicating devices, surge arrestor devices, cable or wire, and terminal blocks of appropriate rating and of necessary quantity to fulfill the indicated switchgear design and all applicable standards.
CLIN 0006 General 15kV Bus Maintenance Work, including bus insulators and expansion couplings.
Payment to Furnish and Install General 15kV Bus Maintenance Work, including bus insulators and expansion couplings will be paid under CLIN 0006. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to deliver and install the bus insulators and expansion couplings, including all immediate buswork required, as indicated. CLIN 0006 also includes removal of existing bus insulators and expansion couplings, installation of bus end caps, and replacement of a bus neutral current transformer (C.T.).
CLIN 0007 Remove 0.5 ohm, 15kV Reactor, including reconnection of 15kV Bus.
Payment for Removal and Disposal of existing 0.5 ohm, 15kV Reactor, including reconnection of 15kV Bus will be paid under CLIN 0007. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to remove existing 0.5 ohm, 15kV Reactor, including reconnection of 15kV Bus.
CLIN 0008 Replace Overhead Transformers and Low Voltage Panelboards.
Payment for Replace Overhead Transformers and Low Voltage Panelboards will be paid under CLIN 0008. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to Replace Overhead Transformers and Low Voltage Panelboards, including but not limited to, conductors between panelboards and transformers.
CLIN 0009 Commissioning and Testing Services
Payment for Commissioning and Testing will be paid under CLIN 0009. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to prepare commissioning plans, perform the commissioning tests, and document the commissioning test results.
CLIN 0010 Spares, not including spare VCB listed below under CLIN 0013.
Payment for Furnishing Spares, not including spare VCB listed below under CLIN 0013 will be paid under CLIN 0010. Price and payment shall constitute

CLIN 0011 Temporary Metering Connection.
Payment for Temporary Metering Connection for reimbursing backup electrical power from the REA will be paid under CLIN 0011. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to prepare commissioning plans, perform the commissioning tests, and document the commissioning test results.
CLIN 0012 West Central Electric Cooperative (WCEC) Power Cost Allowance.
Payment for Cost allowance for using WCEC power for up to 6 weeks will be paid under CLIN 0012. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to prepare commissioning plans, perform the commissioning tests, and document the commissioning test results.
OPTIONAL CLINS
CLIN 0013 Furnish New Spare Vacuum Circuit Breaker (VCB).
Payment for Furnishing and Delivering Spare Vacuum Circuit Breaker (VCB) will be paid under CLIN 0013. Price and payment shall constitute full compensation for the furnishing of all material, labor, and equipment to furnish one spare vacuum circuit breaker (VCB). Spare vacuum circuit breaker shall be delivered and be put into a state so that is ready to be racked into any of the switchgear cubical enclosures provided under this contract.
1.4 Retainage of Payment
Retainage in the amount of 5% of original contract amount will be withheld until the final submittals for Operation and Maintenance Data, Final Approved Version of Contractor Prepared Drawings and AS-BUILT CONTRACT DRAWINGS AND FIO DRAWINGS have been approved by the Government.

1.1 COMPLETION OF WORK
See Section 00 73 00 SUPPLEMENTARY CONDITIONS (SPECIAL CONTRACT
REQUIREMENTS), FAR 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF
WORK (APR 1984).
1.2 CONTRACTOR PERFORMANCE EVALUATIONS
Federal Acquisition Regulation (FAR) Subpart 36.201(Evaluation of Contractor Performance) requires evaluation of the construction contractor's performance throughout the contract period of performance. The United States Army Corps of Engineers (USACE) follows the procedures outlined in Engineering and Construction Bulletin 2014-13 to fulfill this FAR requirement. For construction contracts valued at or above $700,000.00, including all modifications, the USACE will evaluate Contractor's performance using the web-based Contractors Performance Assessment Reporting System (CPARS). After the USACE drafts an evaluation (interim or final), the Contractor will have the opportunity to access, review, comment and either concur or non-concur with the evaluation in the CPARS system for a period of 60 days. Access to the CPARS system requires either specific software called PKI certification (recommended method) or a username and password. The PKI certification is a Department of Defense recommendation and to provide security in electronic transactions. The certification software could cost approximately $110 - $125 per certificate per year and may be purchased from an External Certificate Authorities (ECA) vendor.

1.3 COMPUTING COMPLETION DATES FOR NON-WORK PERIOD
No work will be required at the construction site during the period 15 May thru 15 September inclusive. The days in this period have been included in computing the calendar days for completion of the work. The Contractor may perform work at the site during all or any part of this period upon giving prior written notice to the Contracting Officer. Working during this non-work period shall require approval by the Contracting Officer. No time extensions will be granted for delays during this period.
1.4 CONTRACT DRAWINGS AND SPECIFICATIONS
1.4.1 SETS FURNISHED
The contractor shall be responsible for making copies of conformed specifications with amendments or changes incorporated. The bid drawings and specifications as amended shall be utilized in the performance of the work until CD-ROM or DVD-ROM containing the conformed specifications and contract drawings (i.e., bid drawings that have been posted with all amendment changes) is mailed or sent electronically to the Contractor.

See paragraph below for contract drawing reproduction and distribution requirements. The work shall conform to the contract drawings, set out in the drawing index, all of which form a part of these specifications. The work shall also conform to the standard details bound or referenced herein.
1.4.2 REPRODUCTION AND DISTRIBUTION
The Contractor shall reproduce multiple legible hard copy sets (half-size English unless directed otherwise) of contract drawings from Government provided CD-ROM or DVD-ROM or sent electronically containing read-only Adobe.pdf file drawings. Within 14 calendar days after receipt of CD-ROM or DVD-ROM or electronically sent conformed specifications and drawings containing read-only Adobe.pdf drawing files, the Contractor shall provide to the Project Office legible hard copy drawing and conformed specification sets as follows: 2 full size drawings, 5 half size drawings, and 5 copies of the specifications The Government will process no progress payments prior to receipt of the legible contract drawings and conformed specification sets.
After receipt and distribution of the legible hard copy drawing and conformed specification sets, the Government will provide the Contractor with a CD-ROM or DVD-ROM or sent electronically containing editable CAD file drawings (format defined in Section 01 78 39.00 24 AS-BUILT DRAWINGS) ). The Contractor shall prepare as-built drawings as defined in Section
01 78 39.00 24 AS-BUILT DRAWINGS.
1.4.3 NOTIFICATION OF DISCREPANCIES
The Contractor shall check all CD-ROM or DVD-ROM or electronically sent drawing files furnished him immediately upon their receipt and shall promptly notify the Contracting Officer of any discrepancies. Dimensions marked on drawings shall be followed in lieu of scale measurements.
Enlarged plans and details shall govern where the same work is shown at smaller scales. All scales shown are based on a standard drawing size of 22" x 34". If any other size drawings are furnished or plotted the contractor shall adjust the scales accordingly. The Contractor shall also advise his sub-contractors of the above. The Contractor shall compare all drawings and verify the figures before laying out the work and will be responsible for any errors which might have been avoided thereby.
1.4.4 OMISSIONS
Omissions from the drawings or specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work but they shall be performed as if fully and correctly set forth and described in the drawings and specifications.
1.5 AVAILABILITY AND USE OF UTILITY SERVICES
a. The Government will make available, from existing outlets and supplies, all reasonably required amounts of electricity required in the performance of the work without charge to the Contractor.
b. The Contractor shall carefully conserve utilities furnished without charge. The Contractor, at his own expense and in a workmanlike manner satisfactory to the Contracting Officer, shall install and maintain all necessary temporary connections and distribution, and he shall remove the same prior to final acceptance of the construction.

1.6 CONTRACTOR QUALITY CONTROL (CQC)

1.7 DAILY WORK SCHEDULES AND WEEKLY COORDINATION MEETINGS
In order to closely coordinate work under this contract, the Contractor shall prepare a written agenda/meeting minutes and attend a weekly coordination meeting with the Contracting Officer and Using Service at which time the Contractor shall submit for coordination and approval, his proposed daily work schedule for the next two week period. The Contractor shall provide a copy of modifications (MODs), Serial Letters, Requests for Information (RFIs)and any other information that is needed in the minutes of the meeting. Required temporary utility services, time and duration of interruptions, and protection of adjoining areas shall be included with the Contractor's proposed 2-week work schedule. At this meeting, the Contractor shall also submit his schedule of proposed dates and times of all preparatory inspections to be performed during the next 2 weeks. The items of work listed on the proposed 2-week schedule are to be keyed to the NAS by activity number and description for each activity anticipated to be performed during the next 2-week period. Coordination action by the Contracting Officer relative to these schedules will be accomplished during these weekly meetings. Daily reports shall be completed and given to the Contracting Officer or Representative within 24 hours of work. All official correspondence such as serial letters and RFIs, with attachments are to be provided in one hardcopy original with original signatures and one electronic (Adobe pdf format) copy by email. The Government will consider the correspondence to be received when the hardcopy is received by the designated office.

1.9 LABOR CONDITIONS APPLICABLE TO TEMPORARY FACILITIES
It is the position of the Department of Defense that the Davis-Bacon Act, 40 U.S.C. 276a is applicable to temporary facilities such as job headquarters, tool yards, batch plants, borrow pits, sandpits, rock quarries, and similar operations, provided they are dedicated exclusively, or nearly so, to performance of the contract or project, and provided they are adjacent or virtually adjacent to the site of the work and are established after receipt of the proposal or bid. Clause "Payrolls and Basic Records" of the GENERAL CONDITIONS (CONTRACT CLAUSES) is applicable to such operations.

PART 1 GENERAL

1.1 SUMMARY
The Contractor is responsible for total management of his work including approval, scheduling, control, certification of all submittals and compliance with all applicable Buy-American Act and Trade Agreement Act clauses. The submittal management system provided in these specifications is intended to be a complete system for the Contractor to use to control the quality of materials, equipment and workmanship provided by manufacturers, fabricators, suppliers and subcontractors. Review each submittal for contract compliance. This review is based on the contract drawings and specifications. Compliance with all applicable Buy American Act and Trade Agreement Clauses is to be included in this review. The Contractor must provide the country of origin on ENG Form 4025 for each item submitted. Submittals that comply will be forwarded to the Government. Submittals that do not conform will be returned to the originator to be corrected. The Submittal Register (ENG Form 4288) will be utilized to log and monitor all submittal activities. No construction or installation activities are to be performed until required approvals of applicable submittals have been made. Check to assure that all materials and/or equipment have been tested, submitted and approved during the preparatory phase of quality control inspections.
The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections.
Units of weights and measures used on all submittals are to be the same as those used in the contract drawings.
Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements.
Contractor's Quality Control (CQC) System Manager shall check and approve all items prior to submittal; and stamp, sign, and date indicating action taken. Proposed deviations from the contract requirements are to be clearly identified. Include within submittals items such as:
Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports; test cylinders; samples; O&M manuals (including parts list); certifications; warranties; and other such required submittals.
Submittals requiring Government approval are to be scheduled and made prior to the acquisition of the material or equipment covered thereby. Pick up and dispose of samples not incorporated into the work in accordance with manufacturer's Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.

SD-01 Preconstruction Submittals
Submittals which are required prior to start of construction (work) or the start of the next major phase of the construction on a multi-phase contract, includes schedules, tabular list of data, or tabular list including location, features, or other pertinent information regarding products, materials, equipment, or components to be used in the work.
Unless otherwise designated, the submittals listed below will be handled as Administrative Submittals.

SD-04 Samples
Fabricated or unfabricated physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.
Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.
Field samples and mock-ups constructed on the project site establish standards by which the ensuring work can be judged. Includes assemblies or portions of assemblies which are to be incorporated into the project and those which will be removed at conclusion of the work.
SD-05 Design Data
Design calculations, mix designs, analyses or other data pertaining to a part of work.
SD-06 Test Reports
Report signed by authorized official of testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accord with specified requirements. (Testing must have been within three years of date of contract award for the project.)
Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to job site.
Report which includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.
Investigation reports.
Daily logs and checklists.
Final acceptance test and operational test procedure.
SD-07 Certificates
Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that product, system or material meets specification requirements. Must be dated after award of project contract and clearly name the project.

SD-08 Manufacturer's Instructions
Preprinted material describing installation of a product, system or material, including special notices and (MSDS)concerning impedances, hazards and safety precautions.
SD-09 Manufacturer's Field Reports
Documentation of the testing and verification actions taken by manufacturer's representative at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation, to confirm compliance with manufacturer's standards or instructions. The documentation must be signed by an authorized official of a testing laboratory or agency and must state the test results; and indicate whether the material, product, or system has passed or failed the test.
Factory test reports.
SD-10 Operation and Maintenance Data
Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel, including manufacturer's help and product line documentation necessary to maintain and install equipment. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.
This data is intended to be incorporated in an operations and maintenance manual or control system.
SD-11 Closeout Submittals
Documentation to record compliance with technical or administrative requirements or to establish an administrative mechanism.
Special requirements necessary to properly close out a construction contract. For example, Record Drawings, special warranties, posted operating instructions, training plan and as-built drawings. Also, submittal requirements necessary to properly close out a major phase of construction on a multi-phase contract.
Interim "DD Form 1354" with cost breakout for all assets 30 days prior to facility turnover.

1.2.3 Work
As used in this section, on- and off-site construction required by contract documents, including labor necessary to produce submittals, except those SD-01 Pre-Construction Submittals noted above, construction, materials, products, equipment, and systems incorporated or to be incorporated in such construction.
1.2.4 Administrative Submittals
The Government reserves the right to handle the following submittals (listed below) as administrative submittals via a Serial Letter as directed by the Area or Resident Office. When directed by the Area or Resident Office (as directed), administrative sumbittals are submitted for acceptance by the Government. Format for the Serial Letter is as directed by the Area or Resident Office. Submit three (3) copies of administrative submittal items, unless directed otherwise. Administrative submittals may include the following submittals: Submittal Register (this section), Quality Control Plans (Section 01 45 00.00 10 QUALITY CONTROL, Accident Prevention Plans (Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS), Revisions to Environmental Protection Plans (Section 01 57 20.00 10 ENVIRONMENTAL PROTECTION) and other submittals as directed by the Contracting Officer.
1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The Government may elect to handle this submittal as an administrative submittal as outlined above. Submit the following in accordance with this section.

1.4 ELECTRONIC SUBMITTALS
Electronic format will be utilized for submission of construction submittal items required by the specifications, including ENG Form 4025 Transmittal Form, with exceptions noted below.
1.4.1 Exceptions
Submit all SD-04 (Samples) submittals and other submittals, where noted in the specifications to be in physical, hard-copy form. Other known exceptions include: Operation and Maintenance Data/Manuals. Number of hard copies shall be as required in the "SUBMITTAL ITEM PROCEDURES" paragraph below.
1.4.2 File Format
Electronic submittals may be submitted by any means readily accessible to the Government including, but not limited to, the following:
a. E-mails with text and all attachments less than or equal to 14MB in size. The Government IT system does not currently support e-mail transmissions of greater than 14MB. Should this e-mail transmission
SECTION 01 33 00 Page 7 size limitation change during the course of the Contract, larger e-mail transmissions may become acceptable, but no time extensions will be granted for transmission errors resulting from oversized email attachments.
b. Internet Secure File Transfer Protocol (FTP) systems compatible with Government IT systems.
c. Mailed CD-ROM or DVD-ROM media.
d. Contractor-funded file sharing website compatible with Government IT systems.
e. Any other secure, Government-approved means of transmitting digital media.
Means of transfer must provide documents freely accessible to the Government. If the means of transfer is by e-mail, FTP repository, or similar, files shall be capable of being downloaded without errors or disruption. Regardless of the method of transfer, the files shall be able to be archived on Government IT systems without error or restriction.
Once provided, all submittal documents shall become Government property.
ZIP-file or similar archives requiring a password for access to the archive are permissible provided the password for the archive is static, permanent, not use-limited, and provided to the Government at the time of transmission. Any individual files provided electronically to the Government in 'SECURED' format, password-protected, or utilizing any other such method of file restriction shall be deemed defective and returned to the Contractor for correction. Regardless of errors encountered during the electronic submittal process the Contractor shall be responsible for delays resulting from the inadequacy of media delivery method, file-formatting, or file restriction issues. No time extensions will be granted for delays resulting from improper file formatting, file restrictions, or inadequate file transfer methods.
Discussion and decisions on a consistent Means of transfer throughout the duration of the project will be made at the pre-construction conference.
The format of electronic submittals is Adobe Acrobat Portable Document Format (PDF), compatible with Adobe X, unless agreed to and directed otherwise by the Contacting Officer's Representative. For As-built drawings, see Section 01 78 39.00 24 AS-BUILT DRAWINGS.
1.4.3 Digital File Naming
Label and name electronic files delivered to the Government in a manner that is logical and consistent throughout the duration of the project. A file naming convention that clearly indicates the transmittal number, component of submittal, and revision number associated with the submittal will be discussed and confirmed at the pre-construction kickoff conference.
1.4.4 Content
Submit one (1) set of readily copied and legible electronic documents and associated matching ENG Form 4025 Transmittal Form. Duplicate copies of electronic submittals are not desired. Content and format of the electronic submittal shall conform to all requirements listed herein. Delivery methods of both electronic and hard-copy submittals shall remain consistent throughout the duration of the Contract, in compliance with Contract specifications.

1.4.5 Delivery
Delivery of submittals will be similar to those described in the "SUBMITTAL ITEM PROCEDURES" paragraph below. Notifications of file transfers will be sent to the Government recipients listed below. The means of contact and notification by mail or email will be coordinated and confirmed at the pre-construction conference.
1.5 SUBMITTAL CLASSIFICATION
Submittals are classified as follows:
Unless directed otherwise, the words "Government Approval" associated with "G" designated submittals are interpreted in the context of the below defined submittal types. Submittal Reviewers include the following:

1.5.1 Government Approved G
Government approval is required for extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer.
All submittals noted in the technical specifications and Submittal Register as "G-DO", "G-AE", "G-AO" and "G-RO" are subject to Government Approval.
1.5.2 Information Only
Submittals not requiring Government approval will be for information only.
1.6 PREPARATION
1.6.1 Transmittal Form
Use the attached sample transmittal form (ENG Form 4025) for submitting both Government approved and information only submittals in accordance with the instructions on the reverse side of the form. These forms will be furnished to the Contractor. Properly complete this form by filling out all the heading blank spaces and identifying each item submitted. Exercise special care to ensure proper listing of the specification paragraph and sheet number of the contract drawings pertinent to the data submitted for each item.
1.7 INFORMATION ONLY SUBMITTALS
Normally submittals for information only will not be returned. Approval of the Contracting Officer is not required on information only submittals.
The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications; will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work;
and does not relieve the Contractor of the requirement to furnish samples
