Safety Briefing
Overview of project – Points of emphasis
Viewing of Raw Water Header, 18” Discharge, and Project Area.

Site Safety (Construction):
a) Contractor employees shall follow contractor safety plans and policies. It is the responsibility of the contractor site supervisor to brief their employees on their policies and any policies in place by the government to include briefing for all new employees to the project on this briefing document.
b) Various areas of the plant are considered confined space areas. No contractor may enter these spaces without proper training and permits. Contractor will require confined space access? NO
c) The control room and actuator cabinets on the generator floor have various control handles and control knobs. When working around these areas take care not to accidentally bump a control handle, immediately inform government personnel if something is hit or switched.

d) Hearing protection is required in various areas throughout the powerhouse. These areas are labeled with the operating decibel levels. Use hearing protection if you enter any of these areas.
e) The area adjacent to any operating crane or overhead work is considered a “HARD
HAT” area. Hard hats are required if you are in the area observing crane operations or where overhead work is taking place.
f) Water and slippery surfaces may be encountered during your visit within the powerhouse. Most prevalent areas have been EL.1318.0 and 1366.0 with some areas on 1363.0 near stairs to 1366.0.
g) You will encounter steep stairways; please use the handrails provided.
h) There are electromagnetic fields present throughout the powerhouse – personnel with pacemakers and other medical devices that may be affected by the fields are encouraged to consult their physician concerning this.
i) Power outages do occur periodically in the powerhouse. Most outages are of short duration and power will be restored as conditions allow. Emergency lighting will light “EXIT” signs.

Access/Security:
a) Contractor shall follow the procedures outlined for entering and leaving the powerhouse. Normally the contractor will be issued a proximity card to allow access to areas need by the contractor. Contractor shall notify the control room operator at the beginning of the shift when they arrive using the phone located next to the employee’s entrance. When you leave the powerhouse, you must notify the control room operator that you have departed the building. Contractor shall immediately notify government if prox card or key issued to them is lost.
b) All contractors entering the powerhouse shall sign the logbook located inside the employee entrance at the elevator foyer unless other means is arranged to account for individuals entering and leaving the plant. Remember to sign out of the logbook when you depart the powerhouse.
c) The area of work will be identified to include tool and parts storage areas. Contractor shall limit themselves to these areas of the powerhouse.
d) Contractor vehicles will remain in the employees parking area unless loading or unloading.
e) Contractor is responsible for meeting all deliveries to them at the front gate.
Contractor shall escort all carriers into and out of the powerhouse compound.
Contractor shall notify government in advance of known delivery schedules.
Contractor shall coordinate with control room to block open main gate as needed for vehicle entry and exit.
Emergency Procedures:
a) There are instances when contractors and plant personnel are required to evacuate the plant. They include fire alarm and CO2 release. In the event of one of these events all personnel are to muster at the large door in the assemble bay unless conditions require complete evacuation then personnel shall gather at government parking.
i. Fire bells are located in various locations in the plant but can still be difficult to hear or acknowledge. The government will make efforts to notify contractors of these alarms.
ii. During a CO2 release there is just a normal plant annunciation alarm for the operators. Operators will initiate the emergency code call system described below. Normally during a CO2 event it is apparent that it has gone off if in the vicinity. Immediately proceed to the muster location and wait for the all clear. Again government will make efforts to notify contractors.
iii. The CODE Call system during these events is sounded as an emergency party line. The code call sounds continuously. At any plant phone 7777 can be dialed to join the party line. Contractors should normally just proceed to the muster location.
Hazardous Energy Control:
b) The clearance holder and issuing individual will review the work to take place and determine the boundaries of protection required. These boundaries and individual points will be discussed with contractor personnel. The contractor is encouraged to obtain any clarifications needed and suggest any additional points. The contractor will be working under the clearance holder but is encouraged to walk the clearance as it is being placed or any time after. The contractor site supervisor will be responsible for their employees working under them and will implement a lockout system to protect their affected individuals working under the government clearance. The system will consist of each individual to lock on to a group lock box where the site supervisor key to the government clearance will be placed. It is encouraged that individuals remove their locks after each shift and place them at the beginning of each shift.

Period of Performance - Begin within 10 days of notice to proceed and finish within 365 days. 365 days includes submittal process and closeout.

Question: Is there any seasonal restrictions on work? Answer: The majority of the work is inside the plant. Only the dive portion is outside. The water remains open year round at the dive location
Question: Are the subcontractors required to use RMS? The prime contractor is responsible for reporting/submitting through RMS.
Question: Is there a government estimate for the individual Bid Items? Answer:
No, only a total project range.
