Statement of Work (SOW)
Background
The Fort Randall Project is looking to increase the level of security at its maintenance facility. Security enhancements required at the project currently include replacement of an access gate, relocation of a section of chain link fence, and the ability to control access to the facility by means of controllers that would interface with the powerhouse security system. In addition to these needs, parking lot lighting needs to be slightly modified and a flag pole is in need of proper illumination.
Objectives
To fix the issues mentioned above, Fort Randall is proposing to remove and replace the existing chain link cantilevered access gate and also plans to remove and replace a section of chain link fence with new materials. Access through the gate will be controlled by a combination of security card readers and push-buttons that interface between the new gate operator and a new door controller, which will tie in with the existing security system being used at the powerhouse. Furthermore, an existing parking lot light pole will be removed and a lighting scheme will be installed to properly light an existing flag pole.
Scope
The Contractor shall provide all labor, equipment, supplies and materials to remove and replace an existing cantilevered gate and a section of chain link fence at the Fort Randall Project. The gate shall be actuated by a powered operator which shall be located on a proposed concrete foundation. To activate the gate, the contractor will be required to supply and install activation pedestals. To provide for secure, controlled access to this facility the contractor shall also supply and install a door controller that will tie the activation pedestals and gate operator into the existing Fort Randall security system. This project will require several conduits to be installed via open trench, while also requiring one stretch of conduit to be directionally drilled under an existing driveway. In addition, a parking lot light will be removed and new
LED lights will be installed in order to illuminate an existing flag pole.
Tasks
The existing gate being planned for replacement is located at the entrance to the Fort Randall
Maintenance Facility and is to be replaced with a new, dual mount (double hung), 6’ tall cantilevered gate spanning a 28’ driveway. The contractor shall embed the gate support posts in a continuous poured, reinforced concrete foundation. In addition, the contractor will remove 46’ of existing chain link fence and build a new 159’ section of 6’ tall chain link fence. To power the cantilevered gate and enable it to be controlled by the existing Fort Randall security system, the contractor will supply and install a gate operator, activating card readers and pushbuttons mounted on pedestals, and a door controller. Each component of this controlled access shall be compatible and shall also interface with the existing security system at the Fort Randall Powerhouse. The contractor will be required to install each component, trench in underground conduits and pull all required power and data conductors, and tie all components together with exception to patching the new system into the existing system.
This project will additionally require removal of one existing 25’ tall parking lot light with a deep concrete foundation that encases the embedded conduit carrying the line power in and the load power out to another parking lot light. Removal of this light pole will require careful demolition of the concrete foundation in order to protect the existing power which shall be spliced together in a contractor supplied and installed traffic rated junction box.
In addition, the scope of this project will include directional drilling a conduit under a driveway to an existing flagpole. Power shall be pulled through this conduit to provide for two contractor supplied and installed LED lights that shall be used to illuminate the flag.
The contractor will be required to bring power out of an existing control panel and into a government supplied/contractor installed enclosure, which will house a disconnect and breakers for the flag illumination lights and the gate operator.
Removals on this project will consist of, but not be limited to the following:
1. (1) Existing Gate Operator
2. (1) Existing 40’single hung cantilevered gate
3. (2) Independent 1’-6” Chain link fence sections and a continuous 43’ section of chain link fence.
4. (1) 12’-6” x 3’-6” x 4” thick concrete pad, including the existing 2 gate support post footings which penetrate this pad and extend to an unknown depth. The 2 posts and their concrete footings shall be removed using caution so as to protect underground utilities. Furthermore, the concrete pad is 6” thicker in the location of the existing gate operator, as this area was built up to provide a raised concrete pedestal for the operator to sit on.

10. An area of roughly 5 S.Y. of asphalt will require removal to make room for the proposed concrete foundation under the new cantilevered gate. Additionally, a majority of the conduit being installed as part of this project lies under existing asphalt pavement. Prior to any asphalt removal, asphalt being removed shall be full depth saw cut in order to prevent damage to surrounding pavement.
Saw cutting shall be ‘squared up’ using a chalk line or other means as a guide, in order to provide straight, clean edges.
11. (1) Existing 25’ tall parking lot light pole.
Some of the removed items can be disposed of in the following locations, as shown in the plans:
Aluminum Chain Link Fence and Gate Materials (excluding concrete footings): Scrap Aluminum

Excavated Material: Government’s soil stockpile area, as designated by the government official

Asphalt: Government’s asphalt stockpile area, as designated by the government official
The contractor shall be responsible for disposal of all other materials and equipment that are planned for removal or replacement. The contractor shall use his own means of disposal, and will not be allowed to use any government trash receptacles, dumpsters, grounds, etc.
Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI)
In the event that excavated material does not sufficiently fill in trenches and excavations, and at the request of the contractor, the government will supply sand for contractor use. Sand furnished for this reason will be at no cost to the contractor.
The Government is also supplying a S.S. NEMA 4X Enclosure to be installed as part of this contract.
Place of Performance
All work in accordance with this contract will take place at the Fort Randall Maintenance Facility.
Period of Performance
This contract will consist of a performance period beginning on April 1st, 2017 and ending on June 1st, 2017. All submittals are to be received during the time leading up to the contract performance dates.

PRS #1: Gate Foundation Excavation The excavation shall not be over-dug and special care shall be given to provide a level bearing surface at the bottom of the excavation. The contractor shall use a non-toothed type bucket to perform the excavation in order to protect the bearing surface at the bottom of the excavation. If loose material is present in the bottom of the excavation, the contractor shall provide additional compactive effort by means of a jumping jack compactor prior to concrete placement.

PRS #2: Concrete Quality Concrete shall be of the type, strength, and mix design specified. Reinforcing shall spaced as specified and shall be kept 3” away from any bare earth surface, including the bottom of the excavation. Exposed concrete edges shall be formed and radiused as specified. A light broom finish shall be applied and the application of a white pig curing compound will be required. Copies of batch tickets from each truck shall be given to the government representative.

PRS #4: Gate Operation
Gate shall operate without binding or causing the operator to exert extra effort.

PRS #5: Trenching
All trenching to be cut in areas of asphalt will require the contractor to full depth sawcut through the existing asphalt prior to removal. Sawcut alignment shall be controlled by means of a chalkline or other approved guide in order to provide a clean appearance when asphalt patch material is placed.

PRS #6: Security Hardware Installation
All hardware being installed to provide for a secure, controlled access shall be fully interconnected with exception to patching this system into the existing
Fort Randall Security system. The contractor will provide commissioning oversight while the new system is connected to the existing system.

General Contract Requirements
1. The awarded contractor will be required to maintain current security measures throughout the duration of this project, which consist of keeping the facility perimeter locked during off-shift hours. This facility requires that a security fence be in place at all times. To maintain this requirement during construction, the contractor will be required to maintain a temporary security fence that stands in place for areas that have been removed. Temporary fencing shall consist of 6' tall fence panels that can be hinged together at each end and can be secured to the ground with sandbags. Each fence panel shall be chained and padlocked together at mid-height by means of identical locks that use the same key. Four keys shall be given to the government for use as needed. Contractor shall keep fence locked at all times when he is not on site.
2. Local utilities are as shown on the project drawings. Utilities will be located at the request of the contractor. The contractor shall protect the existing utilities and shall use special care while working around them. The contractor will be responsible for fixing any damages he causes to existing utilities.
The Contractor shall coordinate with the Government QA POC to have a Powerhouse Electrician disconnect and reconnect underground electrical and communication services within the vicinity of the work site as needed.
3. The Contractor shall be responsible for the protection of the work area from damage, and upon completion of the work, shall leave existing works in a condition equal to that which existed when the work started. All work and storage of materials shall be kept within the limits of the areas assigned.
Work areas shall be kept in a condition conducive to the safety of workers and the public. Special care should be given to the protection of the site utilities and the underground oil/water separator and tank.
4. Though it is not required, prospective Contractors are encouraged to attend the pre-bid meeting to determine the extent of work required, perform field measurements as needed, inspect route to work area, etc. This pre-bid meeting will be held on SEPT 13, 2016 at 1:00pm. Questions regarding the pre-bid meeting should be directed to Evan Schmitz at 605-487-7845 ext. 3269.
5. A pre-work meeting will be coordinated with the Government’s representative and conducted on-site, prior to start of work.
Directions for Submitting Proposals
The following items will serve as the evaluation criteria for each best value proposal. Each item shall be submitted with the contractor’s proposal:
1. Submit product data and shop drawings for all proposed materials, members, and hardware to be used in construction of the proposed cantilevered gate system and latching system.
2. Submit product data of the proposed gate operator.
3. Submit a work plan outlining each of the following:
Each major phase of work (to include detailed information regarding work done by any subcontractors being brought on site)
Expected phase duration
A detailed description of the means and methods that will be implemented to accomplish each major project phase. This description shall include safety practices that will be implemented.
The work plan must also address trench safety, removal/excavation techniques, environmental protection procedures, equipment to be used, and other related items.
4. Submit Price information (Price to be listed on the project’s bid schedule)
5. Submit three references for service calls conducted within the past three years.
6. Submit Insurance and Bid Bond as required by the solicitation documents
Evaluation Criteria Ratings
1. This will be a BEST VALUE contract. Technical rating levels are defined as follows:
Outstanding: Proposal meets requirements and indicates an exceptional understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good: Proposal meets requirements and indicates a thorough understanding of the requirements.
Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable: Proposal meets requirements and indicates an adequate understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal: Proposal does not clearly meet requirements nor demonstrates an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable: Proposal does not meet requirements and contains one or more deficiencies. Proposal is un-awardable.
PRICE RATING LEVELS ARE DEFINED AS FOLLOWS:
Acceptable: Price is within the competitive range based on similar proposals and/or Government
Estimate.
Marginal: Price is determined slightly outside of the competitive range based on similar proposals and/or Government Estimate; thus, requiring further investigation.
Unacceptable: Price is considerably outside of competitive range based on similar proposals and/or
