Bid Inquiry Contractor Report All Inquiries

Project: Norfork Major Replacement - Elevator Review: RFI Review (00001) (sorted by CommentID ) Displaying 96 inquiries.

Id Discipline Sheet Detail Spec 8543629 Contracting 1 1 1

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The project is current classified to NAICS code 238290- Other Building Equipment Contractors. The scope of work is broader and the following NAICS codes may be better align more properly to the government's benefit. The scope of work to be performed is much more encompassing in nature with the elevator installation itself, a component of work.

Many general contracting trades will be required. More applicable NAICS codes for the government's consideration could include: 236210- Industrial Building Construction, 236220- Commercial and Institutional Construction, or 221111- Hydroelectric Power Generation. The current designation would prohibit our participation as an offeror due to the corresponding size standard of the current NAICS code. A revision to the NAICS would align and allow more offeror participation for the government's benefit while not precluding any current offerors. We hope you find this request to be to the benefit of the government.

On: Apr 28 2020.

Government Response. . The NAICS code determination was reviewed and NAICS 23290 remains appropriate for the acquisition and will not be changed. On: May 07 2020 Current Request Status: Request Closed

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

I wanted to confirm something. The arch drawings show 2 speed side opening doors and speaks of a passenger car.

But the specs show Bi-Parting Doors and speaks of a Freight car. Is this a passenger elevator or freight elevator?

Do you want the doors to open vertically (bi-parting) or horizontally (2 speed side open)?

On: May 13 2020.

Government Response. . Requirement is for a freight elevator(4000lb), 2 speed, side opening. Will issue revised spec section On: Jun 05 2020 Current Request Status: Request Closed

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Project duration is shown as 240 calendar days after notice to proceed on the SF 1442. The time required for elevator design, approval, fabrication, and installation particularly given current COVID-19 supply chain issues will likely result in a longer required project duration. Can project duration be adjusted to reflect what is required for the critical path through the elevator design and fabrication process?

Government Response. . Offeror may request time extensions for schedule impacts during contract performance for Government consideration. Period of performance is 240 calendar days. On: Jun 05 2020 Current Request Status: Request Closed

Paragraph 1.3.3 of section 01 14 00.00 46 states that work cannot commence on site until the elevator is onsite.

Given that abatement, demolition, and construction of the shaft including concrete cures needs to occur before the elevator can be installed, can that requirement be waived so that the project duration is not extended further?

Government Response. . This only means that one cannot install the elevator until it is on-site to be installed, so if steel workers were on site to install beams then steel should be on site to install On: Jun 08

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

A1/S103 indicates that the roof deck between column lines 1 and 2 will need to be grouted level. This will require removal of the existing roof in between column lines 1 and 2 and placement of new insulation, coverboard, and roofing, however sheet A102 shows the existing roof to remain outside of the walls of the machine room. What is the scope of work regarding levelling and roof replacement between column lines 1 & 2?

Government Response. . S103 indicates a level work area to be grouted larger than the extents of the proposed mechanical room wall limits. Arch drawings show the level work area as only required to the back side of the new roof flashing. A practical area will be required to provide the appropriate slope and chamfer strip to maintain the existing roof warranty per the manufacturer's warranty. 8587445 Equipment 14 21 13

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The specifications (Section 14-21-13) refer to an electric traction freight elevator. Typically freight elevators do have vertical bi-parting manual or power operated doors. The spec also refers to a class A type freight elevator which I believe is general loading and not made for heavy impact or large one piece loads, like what would be moved by large fork lifts. On page 7, 2.1.1 item E, calls for power operated bi-parting freight doors. 4'6"w x 7". Sections 2.1.1 also calls for a power operated car gate. Page 15, item 2.8.4 then calls for a two section vertical rising gate with power operator. Consistent with a vertical bi-parting freight elevator door that Section 2.1.1 describes, again bi-parting doors. In 2.8.5 the spec mentions a one piece car entrance sill and doesn't state a freight elevator sill or a passenger type sill. Reading further into the spec in section 2.9.1 they talk about a 14 guage stainless steel hositway entrance frame which is somewhat more consistent with a passenger type frame but then say to provide door panels with truckable sill and vision panels, this again leads me back to a freight elevator vertical bi-parting door. 2.9.2 calls for heavy duty sill angles, but again doesn't state if it is for a freight elevator one piece loads, or just a heavy duty passenger type arrangement. The drawings show an off-set 4'6" wide door (A-501, detail E4) which looks more consistent with a two speed off-set passenger elevator door arrangement. I have seen some small vertical bi-parting freight doors before that are 7' tall, but typically not 4'6" in width. Freight elevators would typically be centered on the shaftway and as wide as the car platform. Freight elevators would also have c-channel type structural frames that are designed to carry and have vertical bi-parting freight door tracks attached to them. I have seen freight elevator structural frames wrapped with stainless steel. Typically the structural c-channels are painted and provided by the steel supplier because it is really not a typical passenger style elevator door frame or jamb.Typically freight elevators can only be used with a freight handler/operator, not for passenger usage. They can take more abuse then a passenger style door and sill. However, the code with quite a few modifications will allow passengers on a freight elevator with vertical bi-parting freight doors with quite a few other bells and whistles to make is compliant. The question, after reviewing all the above, is to clarify (I apologize if I am missing a detail somewhere) whether or not the owner wants a passenger style door and frame with a heavy duty (nickel, silver, or bronze) passenger style sill and a two speed 4'6" wide passenger door or do they really want an off-set vertical bi-parting freight elevator door?

The state elevator inspector informed us that the steel grate at the top of the shaft was a code violation. He stated that the air in the elevator control room and the hoistway must be isolated from each other. He referenced Arkansas Fire Prevention Code 3004.1, IBC 2012, NFPA 72, and ASME A17.1 section 2.1.4. He stated that the two must be vented to the outside separately and that they cannot share the same air. He stated that the minimum space requirement for the shaft duct must have at least 18" of clearance between the duct and any elevator equipment. He stated that the penthouse and the hoistway needed an independent electrically actuated vent louver that was triggered to open with a fire alarm activation. He recommended isolating the hoistway from the penthouse by separating it with fire rated plywood or pouring a concrete pad by placing B-deck over top of the W8s. He recommended not leaving the vent open at all times, that doing so would allow moisture and humidity to enter the chase. Please advise if the USACE wishes to deviate from these requirements of if USACE wants to align with the applicable codes.

On: May 26 2020.

Government Response. . Refer to A1/S-103 and A1/S-301. A1/S-103 floor span symbol indicates the bar grate is covered with ".063 ALUMINUM DIAMOND RAISED PATTERN PLATE". A1/S-301 indicates how to fasten the aluminum floor plate over the bar grate, and further indicates "BAR GRATE WITH RAISED

PATTERN PLATE ON TOP SEE PLAN".

With the exception of cable raceways bar grate floor is covered with aluminum plate. Successful Elevator installer will take necessary measures to meet the intent of the code by preventing air exchange between machine room and shaft. Contractor shall coordinate the Alu. Plate installation with elevator installation.

Submit plan for elevator machine room for approval as per specs.

2018 IBC does not appear to require venting of elevator control room or hoistway, neither does it appear to require that the elevator control room and hoistway be isolated from each other. On: Jun 08 2020

COVID-19 has created a significant supply chain disruption and the steel and general supply market is very volatile right now. We've been told by the elevator supplier, steel supplier, and metal panel supplier that the prices we get today will be obsolete and much higher in thirty days from now. Increases by as much as 15% were mentioned on the steel.

Their reasoning is that the market is expected to rebound and when it does the prices will rise again. If the contractor provides justification and documentation will the USACE consider allowing a post-award raw price only (no fee & no markup) inflation contingency to the awarded contractor to cover the unknown price increases that we might encounter?
