About this file

This document contains questions and answers from a site visit for two federal contract solicitations. The solicitations are for combined services at parks and facilities managed by the U.S. Army Corps of Engineers Memphis District's MKARNS-Pine Bluff Site Office. Solicitation W9127S20Q0008 seeks these services at Rising Star Park, with a delayed opening until April 2020 due to flood recovery efforts. Solicitation W9127S20Q0013 involves similar services at Ste. Marie Park and Sheppard Island Park, but Sheppard Island is anticipated to remain closed throughout 2020 for the same reason. The questions and answers provide clarification around amendments to account for the parks' delayed openings and changes to the required number of days off for park attendants.

W9127S20Q0008 and W9127S20Q0013 Questions and Answers

Tuesday, February 18, 2020 at 10:00 a.m.

Question 1: Will there be a delay in opening the parks due the 2019 flood recovery effort and the present weather conditions and will there be an amendment posted to the solicitations?

Answer 1: W9127S-20-Q-0008 Pool 3 Combined Services Contract 1. There will be a delayed opening for Rising Star Park in Pool 3 due to flood recovery efforts during the base year of this contract. This delayed opening will result in less than the total quantity of mowings, cleanings and park attendant days during the base year of this contract. The contactor should anticipate the park opening on or around 1 April 2020 for the recreation season and be ready to operate. An amendment will be posted to the solicitation.

W9127S-20-Q-0013 Pool 4 Combined Services Contract 1. It is not anticipated that Sheppard Island Park in Pool 4 will open in 2020 due to flood recovery efforts during the base year of this contract. This delayed opening will result in less than the total quantity of mowings and cleanings during the base year of this contract. The access road will still need to be mowed on schedule up to the gate at the entrance to the park. An amendment will be posted to the solicitation.

Question 2: In the solicitations (W9127S20Q0008 and W9127S20Q0013), in section C.8.1 of the performance work statement, the number of days off for the Park Attendants at Rising Star Park and Ste. Marie Park both state one day off, which does not coincide with the bid schedule. Should there be two days off in section C.8.1 instead of one?

Answer 2: W9127S20Q0008 In Section C.8.1 of performance work statement, the number of days off for the Park Attendants at Rising Star Park is two (2) days per week. This will coincide with the total number of work days in the work schedule. W9127S20Q0013 In Section C.8.1 of performance work statement, the number of days off for the Park Attendants at Ste Marie Park is two (2) days per week. This will coincide with the total number of work days in the work schedule.
