Contract Number W9127S19Q0018 - Questions

1) At the contract/vendors' expense, allowance will be made for on-site visits in order to facilitate potential contract bidders to assemble Security System Upgrade Project bid amount proposals and associated work-plans. It is incumbent upon all bidders to confirm/verify all aspects of the required services and materials to satisfy the requirement of the PWS independent of specifics listed below. On-site visits shall be scheduled in advance and occur during normal duty hours of plant personnel, Mon-Thu, 6:30am-5pm excluding federal holidays. Further instructions and guidelines will be provided regarding such site visit(s).

Question: Who do we need to contact for the site visits for these locations?

Reply: Please Contact Joseph Sherwood (321-317-2972;) with notice of desire to perform an “On-Site Visit.” Once all requests are received (a “Cut-Off date” inserted here) Mr.

Sherwood can relay the scheduled notice request to the Chief of Hydropower (Mr. Robert Johnson) who can co-ordinate a date so that the contract bidder(s) can visit the project location they wish to see. Site Visits can only be performed during normal work hours at a date/time approved by the Government. Mr. Johnson will contact plant personnel overseeing the W9127S19Q0018 district project who will facilitate the presence of someone at the desired project to whom the bidder wishes to view.

2) Will RMF be required for Software House CCure 9000 upgrades? Is RMF currently in place now?

Reply: Yes, the Electronic Security System(s) need to comply with DoDI 8510.01

(RMF).

3) Will RMF be required for new Exacq Video solution? Please see above answer.

Reply: Yes, RMF will be required moving forward per DoDI 8510.01.

4) Will there be a need for any preset integration for access control portal locations and

CCTV locations? Example access control entry causing PTZ to turn toward door.

Reply: Yes. All doors with alarms and associated cameras will need presets to automatically switch that camera on the Video Monitoring System to a selected view. If a PTZ camera is the camera associated with the door alarm, then presets shall automatically point the camera at the door in alarm and display on the selected Video Monitoring System view. All existing PTZ cameras, fixed cameras, BMS alarms, access card readers, magnetic locks shall be reprogrammed into the new systems. All door points shall be tested to confirm all events (closed, Held, Card Rejected, and forced) are properly configured at the MAS and SAS locations. All doors and cameras that require presets will be identified in an upcoming amendment to the solicitation.

5) Can the Government provide the manufacture and part numbers for the existing network switches at each site?

Reply: Yes – This information will be available during the site visit; however, this information should not be necessary since no network switch changes should be required for this contract.

6) Can the Government provide the contract number for the original CCure 9000 installation?

Reply: Yes: W912DY-11-D-0005

7) Is this a follow-on for an existing contract or is this a new requirement?

Reply: This is a replacement/upgrade to an existing system installed in 2012/2013.

8) Please provide estimated hours to be incurred per employee for Government Cyber

Security training required.

I would estimate about 90 minutes to complete the Government Security Awareness training. Of course this is dependent on the person taking the training and test. The PDF file for the security awareness training is 47 slides and has a 10 question test.

9) Shall the contractor provide yearly Software House CCure 9000 SSA agreement per site for newly installed Software House items? Note a three year warranty and a three year SSA agreement are not the same thing.

Reply: Yes – we require telephone and on-site support for a base year and two option years. The on-site support will be paid based on actual support hours and in accordance with Government Per Diem rates/regulations. This support shall be part of this contract with the support from software house. This is required for the MAS and each SAS.

10) Shall existing VMS system be turned over to Government or shall contractor be responsible for disposal?

Reply: The existing Video Management System (VMS) shall remain the property of the government (USACE). The Contractor shall turn over all removed VMS hardware components after work is completed at each site. Old cables and debris can be disposed in Government waste containers.

11) Please list the type and number of cameras per site. Please provide manufacturer and part number for each camera.

Reply: This information will be provided in an upcoming amendment.

12) If camera licenses are required to integrate with the Exacq Video Server shall we include this in our price. This will require us to understand exactly what type and quantity of cameras are at each site. Please provide list of cameras including manufacturer part number.

Reply: Yes Please include the costs to integrate all existing cameras, access card readers, iSTAR modules, door switches, magnetic locks etc. into the new system. The Contractor is not required to provide new cameras or other field components (outside Control Rooms or electronic equipment areas) except for components required to replace some iSTAR Classic Modules with iSTAR Pro Modules. Existing cameras will be used. Existing information to address the number of the devices will be provided in a future amendment to this solicitation.

13) Shall we assume all existing cameras are fully functional?

Reply: Yes. Any cameras that do not work during the execution of this PWS will be the Government’s responsibility to repair. The Contractor shall program/integrate new components for the camera based on known information to assure proper interface with existing devices.

14) Shall we exclude any conduit and cable for any existing cameras or access control locations?

Reply: No conduit are required for this contract. Cables/wiring is only required for the new CCure 9000 equipment installation and installation of iSTAR PRO Modules.

15) Shall we exclude any trouble shooting, aiming, maintenance of any existing cameras in place?

Reply: Yes. Existing camera equipment trouble shooting, aiming or maintenance is not required by this Contract other than adjusting PTZ positions in the software for door presets.

16) Please provide a list of door counts per site and any access control portals, readers, motions, sensors required to be placed on each new CCure 9000 panel.

Reply: This will be provided in a future amendment to this solicitation.

17) Shall we exclude any trouble shooting, maintenance of any existing access control devices other than the new hardware we are installing per the scope of work?

Reply: Yes. The contractor is only required to integrate/interface with the existing components. Should existing components require service or maintenance, then the Government will provide that work.

18) Can the Government please provide site drawings for each location to show access control and CCTV locations?

Reply: This information will be furnished after contract award and work areas will be available for viewing during the site visit should the Contractor request access. New

CCure 9000 components will be installed in the power plant control rooms or in electronic equipment areas near the control room. iSTAR PRO components will be installed at various locations within the power plants.

19) Will a Registration Engine License be required per FIPS 201.2 compliance per site?

Reply: No. Federal Information Processing Standards (FIPS) is not required with regard given to the implementation of the upgrading the existing system and its relationship to Information Technology (IT) and Internet accessibility. Baseline fundamentals acceptable to USACE are not deviated from in this project.

20) Will entire access control system be required to be FIPS 201.2 compliant?

Reply: Please see above reply

21) Controller- iSTAR: All Locations: TR; BS; DD; OZ; BV; NF; GF Replace iSTAR controller to: remove iSTAR Classic and Upgrade to iSTAR PRO model, as needed.

Please clarify as needed in Government Scope of Work.

Reply: An iSTAR is an integral part of a Software House CCure security system. An amendment to the solicitation will provide the number required for each plant.
