USACE is asking for 2 conductors per phase of the 2750 KCMIL wire.
According to Okonite they only make 2500 and 3000 KCMIL. 2750 would be a special manufactured item.
The sales sheet list the amperage capability for the 2500 and 3000 size and extrapolating between the 2 then a 2750 should be about 1400 amps.
If installed correctly in cable tray with 2 conductors per phase that is 2800 amps, which is real close to what we calculated.
If we used 4 conductors per phase of 750 KCMIL that would give the same amperage and be MUCH easier to install and Would save a lot of money (which those savings would be passed to the USACE) in handling and labor to install.
If we value engineered this piece we could put 2 sets of 3 each conductors in each 15 inch cable tray. It would not change anything else in the project. Is this acceptable?

1-0 Evaluation Concurred. Companies shall bid on contract as is. After award, contractor can perform a VE study and provide an analysis including calculations, drawings, and all required data for the Government to evaluate to determine if allowed. 2-0 Evaluation Concurred. The cable is special order but you can get prices.
As for the changing to a different size cable, the contractor would also be required to do a heat loss study and would be required to redesign the power tunnel cooling system to meet the new heat load if the kW output is higher than the original. The specs call for copper, but there is not a copper inflation contingency in the solicitation. There is absolutely no way to guess what the price of copper will be months after the bid date, since the prices fluctuate daily. With the amount of copper required in this project, we believe it is fair for the USACE to allot a copper inflation clause to cover the contractor for increases (and decreases) in the price of copper between the day the project is quoted and the actual time of contract award and NTP is issued. A three month delay in award could cost the contractor in the

tens, if not hundreds of thousands for reasons outside of anyone's control. Will the USACE consider this as an option?

Per this note there has obviously been a large ARC Flash event in the past. Is there reason for concern that this could take place during construction of this project? Should consideration be given to de-energizing all power when workers are present in the tunnel.

Pg 24 of 115, Tab 1, Personnel, does not specifically require personnel to have degrees, where as pg 31/115 Subfactor 1.2-Personnel does require a "degree". Does this mean a site superintendent can have a trade school certificate in welding and that will be considered a "degree"? Please clarify intent.

Pg 24 of 115, Tab 1, Personnel, states "education degree(s), year, specialization, if applicable". We do not read this as requiring a degree. However, pg 31/115 Subfactor 1.2-Personnel seems to require a "degree". Clarify which Key Personnel are required to have a "degree", if any, and if that is a college degree, HS, vocational, etc.
