This standard is met when the Offeror has demonstrated that it understands the project requirements and that the project will be completed within the contract performance period.

FACTOR 3, PAST PERFORMANCE: For each project submitted under the Experience factor that does not have an evaluation in the Past Performance Information Retrieval System (PPIRS), which includes evaluations submitted in ACASS, CCASS, and CPARS, offerors shall forward a copy of the Past Performance Evaluation Questionnaire (PPQ) included at Attachment 2a to the points of contact responsible for monitoring performance under those contracts. Ensure correct phone numbers and email addresses are provided for the client point of contact.

Completed PPQs can be returned to the offeror or submitted directly from the client to the Government’s point of contact, Natasha Kennedy, via e-mail at: Natasha.P.Kennedy@usace.army.mil. Offerors are responsible for ensuring completed PPQs are received by the Government prior to the proposal closing date/time.
