MEMORANDUM FOR CONTRACT FILE
SUBJECT: Solicitation No: W9124V-17-T-0014 Behavioral Health Services
1. Question -- What is the existing contract number, is incumbent in place and how much vacation are they entitled to given their continuous service?
a. There is no existing contract or incumbent.
2. Question -- I downloaded a copy of the RFP from the FBO site, however page 1-2 is missing which I believe should include the SF1449
a. The FAR prevents us from using the 1449 for a combined synopsis/solicitation. It was required to build the solicitation using the 1449 in our system though so the 1449 form part was deleted out of the solicitation.
3. Question -- Is there an incumbent contractor providing these services?
a. See answer to question 1.
4. Question -- If so, are they eligible for submitting their proposal?
5. Question -- Please provide the current contract information - Name, Contract #, Rate and contract amount.
6. Question -- It is not clear from PWS as how many FTEs or hours are expected?
a. It is expected to be a normal 40 hour work week with 8 hour days.
7. Question -- Is it expected that the Behavioral Health Specialist carry out the administrative services too?
a. Contractor must be responsible for all behavioral health service administrative tasks to include phone calls, messaging, charting, and filing of records as needed.
8. Question -- Is there an incumbent contract employee who has 'First Right of Refusal'?
9. Question -- Has a contractor performed similar work to this for the government in the past?
If available, please provide the incumbent contract number
a. Currently the MTARNG has a similar contractor in place, however, the contract is managed and funded at the National Guard Bureau. Expected to continue to September
10. Question -- If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government.
a. This is considered a new requirement.
11. Question -- I did not see hours of operations.
a. See question 6.
12. Question -- Reference Labor Hours? The below PWS statement indicates hours to be stated within RFP. I took this PWS as the solicitation, and if so, I am respectfully asking for the hours.
a. See question 6
13. Question -- Is there an on call requirement
a. There is no on call requirement, however flexibility in schedule may be required if the situation warrants.
14. Question -- Are there ODC’s
a. No other direct costs are known for this requirement.
15. POC for this memorandum is the undersigned at 406-324-3407 or adam.d.sackman.mil@mail.mil.
