Statement of Work

AMC Enterprise Standards and Specifications Subscription

1. BACKGROUND.

The requirement provides support for AMC's mission in research, development, testing, and lifecycle management. The U.S. Army Materiel command seeks a single solution for purchasing commercial standards and specifications via a subscription (multiple user license) to a consolidated database. The subscription provides for a searchable index as well as immediate digital download of the subscribed items, unless the originator does not produce them in digital form.

This subscription is internet based via a link in AKO to support all AMC personnel worldwide as they perform research, development, and lifecycle management functions of all ground and air platforms, munitions, and soldier systems that AMC supplies. These standards are used by AMC scientists and engineers to insure that the Army Warfighter has the very best and technically advanced materiel. For example, the Parachute Industry Association provides industry standards for all parts of parachutes that the Army’s airborne soldiers use.

In accordance with Public Law 104-133 sec.12(d)(1), DoD no longer creates and issues standards and specifications, but instead relies on Standards Developing Organizations (SDOs) to develop those standards. SDOs are professional associations that write Standards for their industry.

2. GENERAL REQUIREMENTS.

This requirement is for an enterprise subscription providing AMC and Major Subordinate Commands

(MSCs) electronic access to standards and specifications publications, including full-text online downloads, from the twenty-eight Standards Developing Organizations (SDOs) listed. This effort will enable AMC to continue an enterprise wide Standards & Specifications Subscription in order to maintain existing efficiencies and cost savings. The SDOs, and number of simultaneous users required for each, is listed below:

Objective should include current and superseded industry Standards Developing Organizations (SDOs) listed above, but not exclusive to that list, and an index to current and superseded U.S. Military Standards and Specifications. The ability to provide access to documents from SDOs not on the list on an as needed basis must exist.

STDS/SPECS as the official military standard. Such cross referencing must be provided by the contractor to enable the end-user to track the history of a U.S. MIL STDS/SPEC in order for the end-user to view obsolete or rescinded U.S. MIL STDS/SPECS.

Supply Chain Information.

Life Cycle Management of U.S. Army military equipment requires the procurement of parts. The contractor shall provide parts and logistics data to include parts catalogs and lists with immediate electronic access to facilitate the timely repair and maintenance of equipment in order to maintain the

OPTEMPO (Operational Tempo) of the U.S. Army. Parts database shall interface with parts inventory and availability lists from government suppliers and manufacturers.

5. DELIVERABLES.

24 hours a day, 7 days a week, 365 days a year, to include holidays and weekends, full-text access to

Standards and Specifications.

The Contractor shall maintain a log detailing what AMC activity accessed the database and which standard was downloaded. Monthly, or at intervals as required by the Government, the contractor shall provide the statistics to the AMC Program Manager.

The Contractor produces, for search and full-text retrieval, an index of all U.S. Government MIL

STDS/SPECS and Industry standards and specifications held to be current by the Defense Automated
