Requirements Description
AMC Standards and Specifications Subscription
In order to perform research and development of new military equipment, and maintenance of existing military equipment, the scientists, engineers, and other technical personnel performing that work must have access to the latest standards & specifications for the materials and components of that equipment.
In accordance with Public Law 104-133 sec.12(d)(1), DoD no longer creates and issues standards and specifications, but instead relies on Standards Developing Organizations (SDOs) to develop those standards. SDOs are professional associations that write Standards for their industry. These standards & specifications can only be acquired from the Standards Developing Organizations (SDOs) that develop those standards. For example, the Parachute Industry Association provides industry standards for all parts of parachutes that the Army’s airborne soldiers use.
The U.S. Army Materiel command seeks a single contract for access to commercial standards and specifications via an internet subscription (multiple user license). The subscription requires a searchable index of all commercially available standards and specifications. It also requires the availability of a digital download of the twenty-eight Standards Developing Organizations (SDOs) listed below, unless the originator does not produce them in digital form. The number of simultaneous user licenses required for each SDO is detailed in the Statement of Work.
The users of this subscription are the employees of the Headquarters Army Materiel Command, AMC’s
Lifecycle Management Commands, and all Major Subordinate Commands (MSCs) worldwide. Access to the subscription will be through a link to the vendor’s web page; the AMC program manager will place the link on a site restricted to AMC personnel.
