5. Reason for Authority Cited:

(a) 1st Ranger Battalion will conduct mounted Task Force Training utilizing the Stryker Infantry Carrier Vehicle. The purpose of this training is to rehearse and evaluate tactical employment, command and control, and support under realistic conditions that replicate the scale, diversity, and complexity of dense urban environments faced by special operations forces during contingency operations overseas. An important factor in conducting this training is the use of terrain and facilities which accurately simulate the size and scope of war-torn urban environments in the Middle East, and which enable 1st

Ranger Battalion to execute at least ten unique scenarios. In order to facilitate the safe, efficient transportation of over twenty tactical vehicles to the training site, the facilities must be located within 200 miles of Hunter Army Airfield. Additionally, due to the nature of the training, as well as the tactics, techniques and procedures utilized, the contractor providing these facilities needs to be thoroughly vetted.

(b) The Guardian Center provides a large urban environment that uniquely simulates the conditions of a war-torn cityscape. The facility available includes over 80 buildings of varying sizes and compositions. The buildings and cityscape far exceed what is available across a multitude of U.S. Army training installations.

(c) The Guardian Centers has a detailed road system and drivers courses included in the facilities provide the means to effectively train vehicle crews, tactical elements, and drivers on the proper TTPs and conditions they will face in combat operation overseas.

This includes a closed off 2.1 mile four lane highway that allows for extensive drivers training otherwise not available elsewhere.

(d) The Guardian Center routinely supports units throughout the broad spectrum of USSOCOM and are uniquely qualified to provide this service because of their experience in providing support for special operations forces enables them to accurately simulate the conditions necessary for realistic training.

(e) The Guardian Center is located within 200 miles from Hunter Army Airfield, GA. The proximity of the training site to 1st Ranger Battalion enables the unit to safely and efficiently deploy the full array of tactical vehicles necessary for training to the facilities.

Any other training facility located outside of 200 miles would require 1st Ranger Battalion to reduce the number of tactical vehicles utilized, significantly undermine the training value of the exercise, and increase overall cost.
