PERFORMANCE WORK STATEMENT (PWS)
Tactical Training for 1st Battalion, 75th Ranger Regiment Bravo Company CO MET
19 FEB - 23 FEB 2018
Background:
Bravo Company, 1st Ranger Battalion will conduct an off post training event 19-23FEB18. The purpose of this exercise is to increase tactical and technical proficiency through execution of training on terrain and under conditions which replicate the size, scope, and complexity of the operational environments encountered during overseas combat deployments. This statement of work describes the facilities and services necessary to effectively support the stated training objectives and satisfy the commander’s intent for training. The contractor shall provide the required training support in accordance with the specific mission requirements identified in this document.
Specific Tasks and Objectives:
1. Conduct three days of platoon-sized full mission profiles in an urban enviorment during both day and night.
1. Execute multiple explosive wall breaches in conjunction with platoon mission profiles.
1. Conduct ballistic and explosive breaching of doorways.
1. Conduct in-depth close quarters combat training in a realistic urban enviorment during both day and night including force on force engagements with Universal Training Munitions.
1. Conduct advanced drivers training with light tactical vehicles on both paved an unimproved surfaces in austere and urban enviorments.
1. Have facilities capable of conducting UH-60 roof landings.
Deliverables:
The Contractor shall provide:
1. Shall provide a secured training facility within 200 miles of Hunter Army Airfield, GA capable of allowing Bravo Company to conduct a five day training exercise in a single location which will support small-unit tactics training, breaching, full mission profiles, and drivers training.
1. Shall provide the facilities required for a platoon sized element to conduct three days of full mission profile operations.
1. Shall provide an urban city scape that includes a metro rail system with 1700ft on linear tubular space and a minimum of 80 structure MOUT site with underground tunnels, rubble structures capable of replicating actual living conditions and urban areas that can be found all over the world in order to support force on force engagements throughout the urban environment with universal training munitions. The site must be HAZMAT capable.
1. Shall provide the capability to conduct explosive wall breaches in order to replicate a scenario in which a force encounters a barricaded shoot and must breach the wall.
1. Shall provide four practical application venues to serve as platoon objectives during execution of full mission profiles.
1. Shall provide laboratory equipment for the purpose of Sensitive Site Exploitation by a CBRN team for the duration of the exercise.
1. Shall provide a demolition range.
1. Shall provide open bay lodging support for 140 personnel for five days.
1. Shall provide shower/latrine support for 140 personnel for five days.
1. Shall provide access to dining facility to facilitate internal food service support.
1. Shall provide acreage for the parking of up to 20 tactical vehicles and government commercial vehicles.
1. Shall provide any safety officer and/or support specialists required to support the specified tasks.
Government furnished property (GFE):
1. 1/75 will not furnish any equipment.
Travel and Specifications:
1. The location of the facility shall be within 200 miles of Hunter Army Airfield, GA.
2. Bravo Company, 1st Battalion, 75th Ranger Regiment shall be responsible for its own transportation of men and equipment to the training location.
Security Requirements:
1. The overall classification required for this requirement is UNCLASS.
2. This contract does not require the contractor to have access to Communication Security Information.
3. This contract does not require the use of COMSEC Key.
4. This contract does not require a COMSEC account.
5. This contract does not require the contractor access to Sensitive Compartmented Information (SCI).
6. This contract does require the contractor access to For Official Use Only Information (FOUO).
7. This contract does not require the contractor access to Special Access Program (SAP) material.
8. This contract does not require the contractor (LNO) access to ALTERNATIVE Compensatory Control Measures (ACCM).

Additional Security Requirements needed:
1. Access and general protection policy and procedures. All contractor employees, including subcontractor employees, requiring access to an Army or USSOCOM controlled installation, facility, or area shall comply with applicable security policies and procedures (provided by the government representative). This includes policies pertaining to the use or prohibition of electronic recorders, devices, cameras, etc. If the Contractor is required to take photographs or videos on a Government Installation, the Contractor must obtain written permission from the Senior Commander. The contractor shall also provide all information required for background checks to meet installation and facility access requirements to be completed by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, USSOCOM, USASOC and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should Force Protection Condition (FPCON).
2. iWATCH training. The Vendor and all associated sub contractors shall brief all employees on the local iWATCH program (training standards provided by the government requiring activity Antiterrorism Officer (ATO)). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR or the designated security office. Training shall be completed within 60 calendar days of contract award and within 30 calendar days of new employees' commencing performance with the results reported to the COR no later than 90 days after contract award and new employees' commencing performance.
3. Requirement for OPSEC training. Per AR 530-1, Operations Security, new contract employees must complete OPSEC Level I training within 30 calendar days of reporting for duty. All contract employees must complete annual OPSEC Awareness Training.

Contractor Management Reporting (CMR):
(U) CONTRACTOR MANPOWER REPORTING
The Contractor shall report ALL contractor labor hours (including sub-contractor labor hours) required for performance of services provided under this contract for USASOC, via a secure data website collection site. The contractor is required to fill in all required data fields, via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: www.ecmra.mil.
(U) Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www/ecmra.mil/.
1. The contractor shall be responsible for the security of all Soldier information.
2. Neither the contractor nor any of its contract service providers shall disclose or cause to disseminate any information concerning operations of military activities. Such action(s) could result in violation of the contract and possible legal actions. The contractor shall not photograph Soldier formations or training activities while on the installation or within the training area.
3. All inquiries, comments, or complaints arising from any matter observed, experienced, or learned of as a result of or in connection with the performance of this contract, the resolution of which may require the dissemination of official information, shall be directed to the contracting officer representative (COR) and the contracting officer.
4. US Government records, copies of original results and reports, verified original data, and corrected supporting final reports are maintained by the contractor, but remain the property of the US Government. These files/results must be surrendered to the COR.
Place and Period of Performance:
1. Training event will be conducted 19-23 FEB 2018 at a location within 200 miles of Hunter Army Airfield, GA provided by the vendor.
