GENERAL REQUIREMENTS
PART 1 ‑ GENERAL
1.01
SUMMARY
A.
EXAMINATION OF PREMISES: Prior to submitting a proposal, it is highly recommended that the Contractor visit the site and fully inform themselves of the amount / character of the work and the local conditions.
B.
WORK BY OTHERS: The Contractor shall afford the Government and separate contractors reasonable opportunity for the introduction and storage of their materials and equipment and the execution of their work, and shall connect and coordinate his work with theirs as required by the Contract Documents.
C.
USE OF PREMISES: Contractor shall execute the work in a careful and orderly manner with the least possible disturbance to the public, building employees and functioning of the existing building.
D.
COORDINATION: Contractor shall be responsible for coordinating all work under the contract.
E.
REGULATORY REQUIREMENTS: All work shall be done in accordance with rules and regulations of local state and federal agencies.
F.
LAYING OUT WORK: Contractor shall take and verify all conditions and measurements on job and shall be strictly responsible for same. Any questions and discrepancies shall be brought to the immediate attention of the Contracting Officer.
G.
"OR EQUAL" PRODUCTS: Equal products of other manufacturers will be accepted only on written approval by the Contracting Officer.
H.
MANUFACTURER'S DIRECTIONS: All manufactured articles, materials and equipment shall be applied, installed, connected, erected, used, cleaned and conditioned as directed by the manufacturer.
I.
PROTECTION OF PERSONS AND PROPERTY: Contractor shall provide and maintain all temporary signs, signals, barricades and/or devices required to ensure safety and protection of property.
1.
Provide protecting devices where required in strict accordance with OSHA rules and regulations.
2.
All work in progress shall be adequately braced and protected until work is completed.
J.
CUTTING & PATCHING: Do not cut and patch in a manner that would result in a failure of the work to perform as intended, decrease energy performance, increase maintenance, decrease operational life, or decrease safety performance.
1.
Match existing materials for cutting and patching work with new materials conforming to project requirements.
2.
Perform work with workmen skilled in the trades involved. Prepare sample area of each type of work for approval.
3.
Cutting: Use cutting tools, not chopping tools. Make neat holes. Minimize damage to adjacent work. Inspect for concealed utilities and structure before cutting.
4.
Patching: Make patches, seams, and joints durable and inconspicuous. Comply with tolerances for new work.
K.
CLEANING: Contractor shall maintain premises and public property free from accumulation of waste, debris and rubbish caused by operations.

Maintain streets, sidewalks and entrances free of encumbrance at all times.
2.
FINAL CLEANING: Contractor shall be responsible to thoroughly clean all work areas for acceptance by Owner.
L.
GUARANTEE: Prior to final acceptance of the work, submit a written statement to the owner guaranteeing all equipment and systems against defective materials and workmanship for one (1) year from the date of acceptance. Upon written notice and at no expense to the owner, promptly repair all defective materials.

DEMOLITION
PART 1 GENERAL
1.1 REFERENCES

Safety and Health Requirements Manual
1.2 GENERAL REQUIREMENTS
The work includes demolition, salvage of identified items and materials, and removal of resulting rubbish and debris. Rubbish and debris shall be removed from the site daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials that cannot be removed daily shall be stored in areas specified by the Contracting Officer. In the interest of occupational safety and health, the work shall be performed in accordance with EM 385‑1‑1, Section 23, Demolition, and other applicable Sections. In the interest of conservation, salvage shall be pursued to the maximum extent possible; salvaged items and materials shall be disposed of as specified.
1.3 DUST CONTROL
The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the construction site and to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution.
1.4 PROTECTION
1.4.1 Protection of Personnel
During the demolition work the Contractor shall continuously evaluate the condition of the structure being demolished and take immediate action to protect all personnel working in and around the demolition site. The Contractor shall ensure that no elements determined to be unstable are left unsupported and shall be responsible for placing and securing bracing, shoring, or lateral supports as may be required as a result of any cutting, removal, or demolition work performed under this contract.
1.4.2 Protection of Existing Property
Before beginning any demolition work, the Contractor shall survey the site and examine the drawings and specifications to determine the extent of the work. The Contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government; any damaged items shall be repaired or replaced as approved by the Contracting Officer. The Contractor shall coordinate the work of this section with all other work and shall construct and maintain shoring, bracing, and supports as required. The Contractor shall ensure that structural elements are not overloaded and shall be responsible for increasing structural supports or adding new supports as may be required as a result of any cutting, removal, or demolition work performed under this contract.
1.5 BURNING
The use of burning at the project site for the disposal of refuse and debris will not be permitted.
1.6 USE OF EXPLOSIVES
Use of explosives will not be permitted.
1.7 AVAILABILITY OF WORK AREAS
Areas in which the work is to be accomplished will be available in accordance with the direction of the Contracting Officer.

PART 3 EXECUTION
3.1 DISPOSITION OF MATERIAL
Title to material and equipment to be demolished, is vested in the Contractor upon receipt of notice to proceed. The Government will not be responsible for the condition, loss or damage to such property after notice to proceed.
3.2 CLEAN UP
Debris shall be removed and transported in a manner that prevents spillage on streets or adjacent areas. Local regulations regarding hauling and disposal shall apply.

SECTION 02204
BASE/DRAINAGE GENERAL SPECIFICATIONS
A. GENERAL
Install in accordance with Manufacturer's instructions. The Base Contractor and the Turf Contractor shall strictly adhere to the installation procedures outlined under this section. Any variance from these requirements must be accepted in writing, by the Manufacturer’s on-site representative, and submitted to the Architect/Owner, verifying that the changes do not in any way affect the warranty.
B. SOIL BORINGS AND GEO-SOILS REPORT
The specified artificial grass sports field system requires a permeable and stable base for outdoor use. The site’s overall soil and drainage properties should be tested and reported on by an experienced testing laboratory. The key to a good design starts with test borings at locations throughout the site. A representative number of boring should be made on a grid or pattern suitable to provide pertinent data for interpretation by a soils engineer or geosoils expert. At least ten (10) borings are recommended.
Borings should be analyzed to reveal the following information (depth of each boring to be at least ten feet or to refusal):
(a) Soil classification at various depths.
(b) Moisture content, by layer.
(c) Percolation rate, by layer.
(d) Sieve analysis, by layer.
(e) Standard proctor on sub base layer
(f) Soil unconfined compressive strength at different depths.
The presence of any rock, ledge, water or expansive clay, organic materials and debris should be reported. All topsoil, organic, and non-compacting materials must be removed.
C.
SUB-GRADE PREPARATION AND DESIGN
1. The soil bed or sub-grade must have a minimum slope of 0.5% or more, depending on the soil analysis, from the longitudinal center of the field towards the sidelines.
3. The soil bed or sub-grade must be compacted in both directions to attain the specified compaction rate, which is generally 95% standard, Proctor.
4. The soil bed or sub-grade must be prepared to tolerances of not more than 1/2” from design grade to allow for even drainage.
5. After the existing sub-grade has been properly graded, contoured and sloped as required, it shall be compacted using ten (10) ton vibrating roller, as close as possible to 95% Proctor density.
6. A suitable geo-textile fabric is required to cover the soil bed. The fabric shall material suitable for the application, a porous non-woven polypropylene stabilization fabric (Mirafi 140 NL, or equal). Place over the base aggregate overlapping the seams properly. Depending on the result of the soil analysis, a moisture barrier may be substituted for the permeable geo-textile liner. If a moisture barrier is to be installed, it shall be a minimum 20 mil thick.
D.
INSTALLATION OF PERIMETER COLLECTORS
1. Excavate perimeter drainage collector trenches minimum 20" wide and 20" deep. The trenches should be constructed with a minimum 0.5% slope commencing at the low point of the collection system and extending to the high points. Collection trenches should be void of all debris.
2. The trenches shall be backfilled using premium materials and compacted by hand tamping (or equivalent machinery) to a minimum 95% of the maximum density.
3. The fabric should be placed in the perimeter trench first. The fabric should be separate from the fabric on the field. Overlap field and trench liners at least 18" in the direction of runoff flow.
4. Overlap all seams a minimum of eight inches. When overlapping fabric, lap in direction the runoff flows.
5. Weight down the fabric with ballast to prevent fabric movement by wind.
6. Perimeter Collector Pipe: Place 8-12" O.D corrugated, perforated plastic pipes in the collector trenches. The centerline of the pipe shall coincide with the centerline of the trench. The pipe shall be capable of withstanding the anticipated loading without deformation. Each header should be designed to handle the maximum runoff related to rainfall in that particular locale. Collector headers must be drained to an acceptable, efficient storm sewer, or approved discharge outlet. Pre-manufactured fittings shall be used for all connections into the collector drainage network.
Verify pipe size by a licensed engineer or hydraulics expert to assure conformance with local drainage and runoff requirements.
7. A minimum of 2" clean, drainable crushed stone aggregate shall be placed in the bottom of the collector trenches, on top of the geotextile. The crushed aggregate must be compacted suitably.
8. Place a minimum of 4" clean, crushed aggregate on the sides of the underdrain pipes and headers, and 6" minimum of the aggregate on top of the pipe network. Compact suitably.
E.
INSTALLATION OF THE PREFABRICATED COMPOSITE (FLAT) FIELD DRAIN SYSTEM
1. Install minimum 1"x 12" prefabricated under-drain system in herringbone design as shown on the shop drawings with lines approximately 20' on center and connect to perimeter drains.
2. Install according to the manufacturer’s specifications, 1” x 12” Horizontal Strip Drain (Horizontal Drain) by American Drainage Systems, or equal, prefabricated flat composite under drain lines to perimeter drain lines according the manufacturer's specifications.
3. The Horizontal Strip Drain is a prefabricated, high-flow soil drainage system that offers better draw down of water than pipe while costing around 60% less to install. Strip drains typically consist of a formed polymeric core surrounded by a geo-textile filter fabric. The strip drain filter fabric allows water to pass into the core while restraining soil particles, which might clog the core. The strip drain core allows water to flow to designated drainage exits.
4. The Contractor shall supply all necessary connectors and waterproof tape and is responsible for a proper and secure connection to the collectors.
5. Tape the under drains every 15’ to the fabric using suitable tape.
6. Use due care when applying aggregate not to crush or otherwise damage the strip drains.

Depending on the type of rock present in the crushed stone mix, other mechanical characteristics might be necessary for approval.
“Dx” is the size of the sieve (in mm) that lets pass x% of the stone. For example, D60 is the size of the sieve that lets 60% of the stone pass. These sizes, for calculation purposes, may be obtained by interpolation on a semi-log graph of the sieve analysis.
Should the field need to support heavy vehicles, consideration must be given for the load bearing requirements of the base. This information is to be used as a guide only and must be modified to meet local soil conditions and anticipated rainfalls.
G.
INSTALLATION OF THE OPEN GRADE CRUSHED STONE BASE COURSE
1. The crushed base stone must be laid without damaging or disturbing the soil bed, geo-textile liner or membrane, or the underlying flat composite drains. It is very important not to create any depressions in the sub-grade with heavy equipment. The specified stone or aggregate supplied must conform to the recommended specifications, as noted above. The finished crushed stone or aggregate base supplied must be stable and permeable. The stone shall be damp when transported to site and shall be kept damp during installation, to minimize segregation of the materials.
2. If the required compacted depth of the base course exceeds 6”, the base shall be constructed in two or more layers or lifts of approximate equal thickness. Each layer must be compacted in both directions to attain the specified compaction rate. The base course total thickness shall be 4”.
3. The open graded aggregate base course must be sloped 0.5% from the center longitudinal axis towards the sidelines or as specified on the Plans.
4. The grade of the base course shall not vary from the specified grade by more than ½" from design grade.
5. The base course must be compacted in both directions to attain the specified compaction rate, which is generally 95% standard, Proctor.
H.
INSTALLATION OF THE CRUSHED STONE FINISHING LAYER
1. The final lift of aggregate layer should not be more than 2” deep.
2. The final lift material must be sloped 0.5% from the center longitudinal axis towards the sidelines unless otherwise specified.
3. The final grade must be compacted in both directions to attain the specified compaction rate, which is generally 95% standard, Proctor, or as close as possible to the satisfaction of the Engineer/Architect.
3. The final grade of the finishing stone shall not vary from the specified grade by more than 1/4” from design grade, nor by more than ¼" when measured under a 10 ft straightedge, in all directions. Laser guided fine grading is mandatory. This tolerance is required over the entire field. Check the tolerance-to-grade by means of an orbital laser once the stone is fine graded and compacted to proper density. The turf installation company shall not commence work until the base has been tested for compaction, tolerance to grade, and porosity.

CLEARING

STRIPPING OF TOPSOIL
A. Topsoil shall be stripped from areas indicated on drawings; topsoil shall be stripped to a depth of 4 inches. Topsoil shall be spread on areas already graded and prepared for topsoil, or transported and deposited in stockpiles convenient to areas that are to receive application of the topsoil later, or at locations indicated or specified. Topsoil shall be kept separate from other excavated materials, brush, litter, objectionable weeds, roots, stones larger than 2 inches in diameter, and other materials that would interfere with planting and maintenance operations. Any surplus of topsoil from excavations and grading shall be removed from the site.

PART 3 ‑ EXECUTION
3.01
INSTALLATION
A.
Proof roll subbase and check for unstable areas. Report unsatisfactory conditions in writing. Beginning paving work means acceptance of subbase.
B.
Comply with concrete section for concrete mix, testing placement, joints, tolerances, curing, repairs and protection.
C.
Dispose of over‑mixed concrete off‑site in a legal manner.
D. Protect concrete paving until weight of a person will not leave any impression. Remove and replace concrete paving which shows impressions or other defects. Skim coating defects is not acceptable.
3.02
CURING AND PROTECTION
A.
Comply with ACI standards for Hot (ACI 305R) and Cold (ACI 306.1) Weather Concreting.
B.
Concrete shall be protected against loss of moisture and rapid temperature changes for at least 7 days from the beginning of curing operation. All equipment needed for adequate curing and protection of the concrete shall be on hand and ready for use before actual concrete placement begins. Protection shall be provided as necessary to prevent cracking due to temperature changes during the curing period.
C.
CURING: Begin initial curing as soon as free water has disappeared from exposed surfaces. Continue curing by use of moisture-retaining cover or membrane-forming curing compound. Cure formed surfaces by moist curing until forms are removed. Provide protection as required to prevent damage to exposed concrete surfaces.

PART 3 ‑ EXECUTION
3.01
INSTALLATION
A.
Install materials in accordance with approved submittals. Install landscape work in proper relation with adjacent construction and with uniform appearance. Coordinate with work of other sections.
B.
Prepare topsoil by mixing fertilizer with loam. Apply fertilizer at a rate of 2 pounds of actual nitrogen per 1000 sq. ft.
C.
Install soil mix to a depth of 18" in plant beds.
D.
For lawns with sod, place sod tightly, with grain in same direction.
E.
Excavate as required for trees and shrubs.
F.
Provide maintenance and watering until turnover to Government for maintenance and watering. Replace damaged materials and dead or unhealthy plants and turf areas prior to turnover to Government.
3.02
PLACING OF TOPSOIL
A.
On areas to receive topsoil, the compacted subgrade soil shall be scarified to a 2 inch depth for bonding of topsoil with subsoil. Topsoil then shall be spread evenly to a thickness of 4 inches and graded to the elevations and slopes shown. Topsoil shall not be spread when frozen or excessively wet or dry. Material required for topsoil in excess of that produced by excavation within the grading limits shall be obtained from areas indicated.
3.04
TURF ESTABLISHMENT (SODDED LAWNS)
A.
Length of Period: On completion of the last day of the turfing operation, the Turf Establishment Period will be in effect for 3 months.
B Stand of Turf: A stand of turf from the sodding operation is defined as living sod uniform in color and leaf texture. Bare spots shall be no larger than 6 inches square. The total bare spots shall not exceed 2 percent of the total sodded area.
C.
Post‑Fertilization: Fertilizer shall be applied at the rate of 20 pounds per 1000 square feet after the first month. The application shall be timed prior to the advent of winter dormancy and shall avoid excessive high nitrogen levels.
D.
FINAL ACCEPTANCE: At the end of the Turf Establishment Period, a final inspection will be made. Final acceptance of the turf will be based upon a satisfactory stand of turf as defined in the paragraph "TURF ESTABLISHMENT." Rejected areas shall be replanted or repaired as directed by the Contracting Officer.

1.2 DEFINITIONS
1.2.1 Satisfactory Materials: Materials classified in ASTM D 2487 as GW, GP, and SW, and free from roots and other organic matter, trash, debris, and frozen materials and stones larger than 6 inches in any dimension are satisfactory.
1.2.2 Unsatisfactory Materials: Materials which do not comply with the requirements for satisfactory materials are unsatisfactory. Materials classified in ASTM D 2487 as PT, OH, and OL are unsatisfactory. Unsatisfactory materials also include man‑made fills, refuse, or backfills from previous construction.
1.2.3 Cohesionless and Cohesive Materials: Cohesive materials include materials classified as GC, SC, ML, CL, MH, and CH. Cohesionless materials include materials classified in ASTM D 2487 as GW, GP, SW, and SP. Materials classified as GM and SM will be identified as cohesionless only when the fines have a plasticity index of zero.
1.2.4 Degree of Compaction: Degree of compaction is a percentage of the maximum density obtained by the test procedure presented in ASTM D 1557, Method D abbreviated below as a percent of laboratory maximum density.
1.2.5 Topsoil: Material obtained from top 3 inches of site surface soil.
1.3 SUBMITTALS: The Contractor shall submit results of all soil tests within 2 working days after receiving the test data results from the laboratory.
PART 2 PRODUCTS
2. BORROW MATERIAL AT FT STEWART PROJECTS ONLY: Borrow material shall be secured from an existing pit located near project site. Pit location is shown on drawings. The contractor shall bare the expense of developing the sources, including rights-of-way for hauling, clearing, dewatering, grubbing and disposal of debris to expand the pit location.
2.1 The contractor will maintain or create a rim ditch to maximize accessibility to borrow pit materials and ultimately to optimize excavation of that material.
2.2 The contractor will utilize a water pump, where and when appropriate allowing him access to fill materials in a manner consistent with proper surfacing mining procedures.
2.3 The contractor will be required to maintain erosion and sedimentation control at borrow pit location.
2.4 All borrow pit and excavation actions shall support the objective of the borrow pit eventually becoming a recreational fishpond, if soil conditions, location and ground water resources favor such development. To accomplish this objective the average depth, when abandoned, will be 6 feet minimum and 12 feet maximum.
2.5 The contractor will be responsible for maintaining a 4:1-5:1 slope on all pit walls/edges and marking these slopes/edges in a manner as to prevent any foot or vehicle traffic from inadvertently falling into the pit.
2.6 Erosion & Sedimentation Control Measures: Remain within the boundaries of the borrow pit, which are marked by "surrounding trees and the perimeter road", while making every effort to retain and/or create a buffer zone(s) of undisturbed/natural vegetation following all guideline within Georgia's Best Management Practices to prevent silts and sediments from leaving the borrow pit area and entering the waters of the State of Georgia.
2.7 Water Quality Control Measures: Borrow pit excavation shall not be conducted within 100 feet of the banks of any waters of the State of Georgia, nor discharges to the water or ground to ensure no adverse affects on these waters.
2.7.1 No Point Source discharges shall be allowed without coordination with the Environmental Branch.
2.8 Sensitive/Special Sites Measures: If historical or archaeological resources are encountered during excavation of this borrow pit. Stop working until the Environmental Branch has cleared the pit. Immediately contact the C0R and the Cultural Resources Office - 767-3359/2010
PART 3 EXECUTION
3.1 CONSERVATION OF TOPSOIL: Where indicated, topsoil shall be removed to a depth of 3 inches without contamination with subsoil and stockpiled convenient to areas for later application or at locations specified. Topsoil shall be removed to full depth and shall be stored separate from other excavated materials and piled free of roots, stones, and other undesirable materials. Any surplus of topsoil from excavations and grading shall be stockpiled in locations as directed by the COR. The Contractor shall be responsible for the loading and hauling costs for moving excess topsoil.
3.2 EXCAVATION: After topsoil removal has been completed, excavation of every description, regardless of material encountered, within the grading limits of the project shall be performed to the lines and grades indicated. Satisfactory excavation material shall be transported to and placed in fill areas within the limits of the work. All unsatisfactory material including any soil which is disturbed by the Contractor's operations or softened due to exposure to the elements and water and surplus material shall be removed from the site and disposed of in areas approved for surplus material storage. In the event that it is necessary to remove unsatisfactory material to a depth greater than specified, the Contracting Officer shall be notified and an adjustment in the contract price will be considered in accordance with the contract. Excavations carried below the depths indicated, without specific directions, shall, except as otherwise specified, be refilled to the proper grade with satisfactory material as directed. All additional work of this nature shall be at the Contractor's expense. Excavation and filling shall be performed in a manner and sequence that will provide drainage at all times. Excavations shall be kept free from water while construction therein is in progress. Material required for fills in excess of that produced by excavation within the grading limits shall be obtained from borrow areas.
3.3 DITCHES, GUTTERS, AND CHANNEL CHANGES: Ditches, gutters, and channel changes shall be cut accurately to the cross sections and grades indicated. All roots, stumps, rock, and foreign matter in the sides and bottom of ditches, gutters, and channel changes shall be trimmed and dressed or removed to conform to the slope, grade, and shape of the section indicated. Care shall be taken not to excavate ditches and gutters below the grades indicated. Excessive ditch and gutter excavation shall be backfilled to grade either with satisfactory, thoroughly compacted material or with suitable stone or cobble to form an adequate gutter paving as directed. All ditches and gutters excavated under this section shall be maintained until final acceptance of the work. Satisfactory material excavated from ditches and channel changes shall be placed in fill areas. Unsatisfactory and excess excavated material shall be disposed of. No excavated material shall be deposited closer to the edges of the ditches than indicated and in no case less than 3 feet.
3.4 BACKFILL ADJACENT TO STRUCTURES: Backfill adjacent to structures shall be placed and compacted uniformly in such manner as to prevent wedging action or eccentric loading upon or against the structures. Slopes bounding or within areas to be backfilled shall be stepped or serrated to prevent sliding of the fill. During backfilling operations and in the formation of embankments, equipment that will overload the structure in passing over and compacting these fills shall not be used. Backfill for storm drains and subdrains, including the bedding and backfill for structures other than culverts and drains, shall conform to the additional requirements in other applicable sections.
3.5 PREPARATION OF GROUND SURFACE FOR FILL: All vegetation, such as roots, brush, heavy sods, heavy growth of grass, and all decayed vegetable matter, rubbish, and other unsatisfactory material within the area upon which fill is to be placed, shall be stripped or otherwise removed before the fill is started. In no case will unsatisfactory material remain in or under the fill area. Sloped ground surfaces steeper than one vertical to four horizontal on which fill is to be placed shall be plowed, stepped, or broken up, as directed, in such manner that the fill material will bond with the existing surface. Prepared surfaces on which compacted fill is to be placed shall be wetted or dried as may be required to obtain the specified moisture content and density.
3.6 FILLS AND EMBANKMENTS: Fills and embankments shall be constructed at the locations and to lines and grades indicated. The completed fill shall conform to the shape of the typical sections indicated or shall meet the requirements of the particular case. Satisfactory material obtained during excavation may be used in forming required fill. Fill shall be satisfactory material and shall be reasonably free from roots, other organic material, and trash and from stones having a maximum diameter greater than 6 inches. No frozen material will be permitted in the fill. Stones having a dimension greater than 4 inches shall not be permitted in the upper 6 inches of fill or embankment. The material shall be placed in successive horizontal layers of 12 inches in loose depth for the full width of the cross section and shall be compacted as specified. Each layer shall be compacted before the over‑laying lift is placed. Moisture content of the fill or backfill material shall be adjusted by wetting or aerating, as required, to within plus or minus 5 percent of optimum moisture content as determined from laboratory tests specified in paragraph "DEFINITIONS."
3.7 COMPACTION: Except for slab areas, each layer of the fill or embankment shall be compacted to at least 90 percent of laboratory maximum density. Areas for slabs and other areas indicated as requiring compaction suitable for paved areas shall be compacted to at least the percentage of laboratory maximum density shown in the following tabulation for specific ranges of depth below the surface of the pavement:

3.8 FINISHED EXCAVATION, FILLS, AND EMBANKMENTS: All areas covered by the project, including excavated and filled sections and adjacent transition areas, shall be uniformly smooth‑ graded. The finished surface shall be reasonably smooth, compacted, and free from irregular surface changes. The degree of finish shall be that ordinarily obtainable from blade‑grader operations, except as otherwise specified. Ditches and gutters shall be finished to permit adequate drainage. The surface of areas to be turfed shall be finished to a smoothness suitable for the application of turfing materials. For subgrade areas to be paved, the following shall be accomplished as required:
(a) soft or otherwise unsatisfactory material shall be replaced with satisfactory excavated material or other approved materials;
(b) rock encountered in the cut sections shall be excavated to a depth of 6 inches below finished grade for the subgrade;
(c) low areas resulting from removal of unsatisfactory material or from excavation of rock shall be brought up to required grade with satisfactory materials, and the entire subgrade shall be shaped to line, grade, and cross section and shall be compacted as specified. The surface of embankments or excavated areas for road construction or other areas on which a base course or pavement is to be placed shall vary not more than 0.05 foot from the established grade and approved cross section. Surfaces other than those that are to be paved shall be finished not more than 0.05 foot above or below the established grade or approved cross section.

3.10 FIELD TESTING CONTROL: Testing shall be the responsibility of the Contractor and shall be performed by an approved commercial testing laboratory or by the Contractor subject to approval. Field density and moisture content tests shall be performed on every 2500 square feet of each 6‑inch lift placed and finished subgrade if fill is not a requirement. Field in‑place density shall be determined in accordance with ASTM D 1556, or ASTM D 2167. ASTM D 3017 shall be used to determine the moisture content of the soil. The calibration curves furnished with the moisture gauges shall be checked along with density calibration checks as described in ASTM D 3017. The calibration checks of both the density and moisture gauges shall be made at the beginning of a job on each different type of material encountered and at intervals as directed.
3.11 PROTECTION: Newly graded areas shall be protected from traffic and from erosion, and any settlement or washing away that may occur from any cause, prior to acceptance, shall be repaired and grades re‑established to the required elevations and slopes. All work shall be conducted in accordance with the environmental protection requirements of the contract.
3.12 EROSION CONTROL: Material, installation requirements and maintenance for Silt Fencing, Construction Exits, Curb Inlet Filters, Temporary Erosion Control Blankets/Matting and related items shall meet the requirements of the Manual for Erosion and Sediment Control in Georgia.
3.13 Rip Rap: Material shall be placed as directed during site scoping. Stone used shall be Type 3 as shown in the Georgia Department of Transportation Standard Specification. The largest pieces of material shall have a minimum approximate volume of one cubic foot. At less 35% of the mass shall comprise of pieces which weigh 15 pounds or more. Contractor shall install geotextile fabric under Rip Rap. Fabric shall be GTF-400E as manufactured by Exxon Geotextiles or approved equal. Fabric shall be installed in accordance with manufacturers installation instructions. Fabric shall be installed in the direction of water flow with joints overlapping a minimum of 12” and fastened to the ground with stakes to prevent moment prior to the placement of stones. Fabric shall be approved for placement in fresh water.
3.14 Water Monitoring: Project sites requiring a NOI shall be monitored in accordance with the State of Georgia Department of Natural Resources Environmental Protection Division. The following applies: General NPDES Permit For Storm Water Discharges From Stand Alone Construction Activities GAR 100001, General NPDES Permit For Storm Water Discharge From Infrastructure Construction Activities GAR 100002 and General NPDES Permit For Storm Water Discharge From Common Development Construction Activities GAR 100003. Cost for the NOI submittal and water sampling before starting work will be at the expense of the government. Contractor to bare all monitoring cost.

1.4 QUALITY ASSURANCE
A. Manufacturer Qualifications: Company specializing in manufacturing products specified in this section. The turf contractor and/or the turf manufacturer:
1. Shall be experienced in the manufacture and installation of specified type of infilled slit-film synthetic grass system for a minimum of three years. This includes a slit-film fiber, backing, the backing coating, and the installation method.
2. Shall have 500 slit-film fields in play for at least two years. Fields shall be 65,000 ft² or more.
3. Shall have a minimum of 500 fields that are at least 8 years old, which is equal to the respective warranty period, with the same infill system.
4. The manufacturer must have ISO 9001, ISO 14001 and OHSAS 18001 certifications demonstrating its manufacturing efficiency with regards to quality, environment and safety management systems.
5. The manufacturer must be a FIFA Preferred Producer and a FIFA Licensee
6. The manufacturer must be licensed by all of the following major international governing bodies: FIFA, International Rugby Board (IRB), International Hockey Federation (FIH), Australian Football League (AFL).
7. Shall have a minimum of 25 installations in the State/Province of GA.
8. Shall have a minimum of 1 FIFA 2-Star recommended field in North America.
