QUESTIONS

1. Question: Per the solicitation an engineer’s report and Statement of Work are both provided as contractual documents. Please clarify the order of precedence if discrepancies or differences occur between the two documents.

Is the Statement of Work the contractual guideline and the engineering report a support document?

Answer: The Statement of Work and drawings were created from the engineering report. The engineering report takes precedent.

2. Question: Per the Statement of Work it does not appear that any of the exterior soffit is discussed for demolition or replacement to access the top plates which are to be replaced. Please clarify that the top plate replacement is not anticipated to require any damage to the existing soffit.

Answer: The engineers report refers to removal and replacement of fascia and infilling voids prior to reinstallation of fascia (engineer’s note 8). The fascia and soffit are usually interconnected and supported to removed one typically indicated that the other will need to be removed and replaced as well. Engineer’s note 7 details the damage above window header that abuts to the soffit. The repair of the window header will likely require the removal and replacement of the soffit.

3. Reference: Upon site investigation much of the existing project materials are discolored due to age and use. Per the Statement of Work there are multiple references to match existing and replacement of small sections of building material. Typically only replacing a small section of wall or siding will result in an “uneven” finish appearance as products/paint that are professionally color matched typically can be noticed. Please advise what will be acceptable for the following:

Question a: 2.3.7 requires a 16” section of sheet rock be replaced; 2.3.2 states that a 16” wide section of interior finish material be replaced from floor to ceiling north of the column (material to match texture and dimensions).

Paint specifications are included. Please verify if the requirement is only to paint the replaced area or paint from the edge of the wall to the edge of the wall to ensure the finish is consistent throughout the interior walls.

Answer a: Paint all wall sections where patching occurs, edge to edge.

Question b: 2.3.5 requires that the existing asbestos siding be matched for thickness, texture and color. This requirement can be subjective and could drive the awarded contractor to specialty items. Can you please clarify if the intent of this statement is to “match as close as possible with commercially available standard siding products and not to utilize expensive special order components”?

1. DESCRIPTION OF WORK:

1.1. Work to be done: The work covered by this contract consists of furnishing all plant, labor, materials and performing all operations required in connection with Repair Chapel HAAF complete in strict accordance with specifications and drawings. The work includes, but is not necessarily restricted to, the following items.

1.1.1. Repair of damaged wood structural material at the Chapel Building #0145, HAAF

1.6. WORK BY OTHERS: The Contractor shall afford the Government and separate contractors reasonable opportunity for the introduction and storage of their materials and equipment and the execution of their work, and shall connect and coordinate his work with theirs as required by the Contract Documents.

1.7. DRAWINGS AND SITE VISITS

1.7.1. The drawings indicate the extent of the general location and arrangement of existing conditions. It is strongly recommended that the Contractor visit the site to determine the complexity of the work and the amount of material required to perform this project. Field measurements may be necessary to determine the size and quantity of materials. Conditions which are obvious/visible or which should be reasonably anticipated by the Contractor on inspection will not be considered under the Differing Site Conditions provision of the contract.

2. CONSTRUCTION CONSTRAINTS

2.1. Time of Performance

2.1.1. Access to Buildings – All work requiring access to building interiors excluding attics, crawl spaces, etc. and all other work shall be performed between 7:30 a.m. and 4:00 p.m. excluding official holidays, unless otherwise indicated or approved by the Contracting Officer. Requests to work during other than these normal hours shall be made in writing at least 36 hours in advance. For example, a request to work on a Saturday should be made no later than noon on Thursday.

2.1.2. Work Requiring Outages – Work requiring outages of utilities or building systems will be accomplished in accordance with prior approved schedules.

2.2. Outages – The contractor’s work requiring outages of utility or building systems will require 15 day advance notice and will be subject to the approval of the Contracting Officer. Notice shall include type of outage, date, and time outage will commence and estimated duration of outage.

2.3. Continuity – All tools, labor, and materials required to complete any item of work within a given work area or requiring an outage of any building utility or system, shall be available at the site prior to commencement thereof. Once work has commenced on an item of work said work shall be continuously and diligently performed to completion and acceptance.

2.4. Road and/or Railroad Closures – Road and/or railroad closures will require a 15-day advance written notice and be subject to the Contracting Officer’s approval. Notice shall state reason for closure, date and time closure will commence and estimated duration of closure. A sketch shall be provided showing location of closure area and placement of barricades and signs. Closures shall be limited to a maximum of 5 calendar days.

3. CONSTRUCTION ACTIVITIES:

3.1. Contractor shall submit a Safety Plan and Construction Schedule to the Contracting Officer’s Representative (COR) 10 days in advance of any construction activities to arrange specific schedule for performing work as required by this Contract.

4. FACTORS AFFECTING PERFORMANCE UNDER THIS CONTRACT:

4.1. The Contractor shall coordinate use of the site for access, staging, and parking with the Contracting Officer.

4.2. Contractor shall be responsible for limiting access of his employees and subcontractors to the area of work defined in the Contract. Contractor shall not have access to restrooms and amenities such as vending machines unless granted permission by the Contracting Officer.

4.3. Contractor shall maintain haul routes to and from the job sites and the borrow pits, to include the borrow pit. In addition it is the contractor’s responsibility to meet all Local, State and Federal regulations for the operation of a borrow pit. Contractor shall control runoff and erosion on all excavation and backfilling operations.

4.4. Contractor to comply with “Attachment A” Environmental Requirements

5. AS-BUILT RECORD DRAWINGS:

5.1. The Contractor shall be responsible for maintaining one set of master/record construction drawing prints on the job site on which he shall keep a neat and accurate record of all deviations from the original contract documents as the work progresses. The contractor is responsible for noting all changes and correction on these master/record construction drawing prints promptly as the changes occur in red ink(redline prints) and note date when these changes occurred, but in no case less often than on a weekly basis. The master/record construction drawing prints which are maintained in red ink shall indicate all the changes and modifications incorporated into the work as well as the following:

5.1.1. Actual locations of all subsurface and concealed utility lines, type of materials used, sizes, etc. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered or obscured, the master/record construction drawings shall show by offset dimensions to two permanently fixed surface features. Valves, splices boxes and similar appurtenances shall be located by dimensions along the utility run from a reference point.

The average depth below the surface of each run shall also be recorded.

5.1.2. Any shop drawings that constitute part of the design shall be included with the record drawings.

5.2. The master/record (redline construction drawings) prints with corrections, such as field changes and contract modifications, shall be certified by the Contractor as to their correctness and submitted to the Contracting Officer’s Representative for approval. Once these provisional master/record (redline construction drawing) prints have been approved by the COR, the COR will obtain a compact disc (CD) of computer generated construction drawings from the DPW Engineering Service Division, Building 1114 at Ft. Stewart or Building 1021 at Hunter AAF, as applicable. The contractor shall then transfer all corrections from redline construction drawing prints to the compact disc (CD) of computer generated construction drawings. Corrections done shall be in MicroStation “.dgn” format. The Contractor shall note on the computer generated construction drawings the words “AS-BUILT” in the revision block with the next revision number to identify any changes made. Also, revision number identification will be placed where any changes were made. The contractor shall then submit AS-BUILT compact disc (CD) of computer generated drawing and one (1) AS-BUILT hardcopy with contractor’s redline corrections to the COR to insure accuracy that all corrections made were transferred from redline construction drawing prints to AS-BUILT hardcopy prints. Once the COR approves the AS-BUILT hardcopy prints the COR will then turn over to DPW/ ESD/ Drafting section for final approval of AS-BUILT compact disc (CD) of computer generated drawings and at this time the Contractor can receive final payment.

6. SECURITY REQUIREMENTS.

6.1. All contractor employees, to include subcontractor employees, requiring access to government installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or the Contracting officer (if a COR has not been designated) within 30 calendar days after completion of training by all employees and subcontractor personnel. 6.2. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program.

This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

6.3. The Contractor and all associated sub-contractor employees shall comply with applicable Installation, facility, and area Commander’s local access and security policies and procedures. If required by this contract, the contractor shall also provide all information for background checks to meet Installation access requirements to be accomplished by Installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy.

6.4. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or Installation change, the Government may require changes in contractor security matters or processes.

STATEMENT OF WORK

Damage Beam Repairs

HAAF Chapel Bldg. 145

1. General Information

1.1. Repair of damaged wood structural material at the Chapel, Building #145, HAAF, Georgia 31405

1.2. This is repair/renovation project as such most materials will be “match existing” material for thickness, profile and color needed for replacement of damaged material.

2. Scope of Work (K)

2.1. Site Prep

2.1.1. Draping shall be placed over interior fixtures and furnishing to prevent excessive debris accumulation.

2.1.2. Flooring protection is to be put in place before interior scaffolds are erected.

2.1.3. Coordination with base chaplain to ensure schedule of repair does not interfere with important events already scheduled in space.

2.1.4. Erect interior and exterior scaffolding for access to work area

2.1.5. Existing exterior siding is asbestos containing.

2.1.5.1. Abatement of Asbestos Siding from window sill down and from window to window on either side of entry door is to be included in this project.

2.1.5.2. Replace with new asbestos free siding product that matches siding thickness, pattern and color.

2.2. Demolition

2.2.1. Remove damaged skirt board by west side entry.

2.2.2. Remove damaged material from Window Jamb south of west side entry.

2.2.3. Remove interior damaged finish material from floor to ceiling north of column above west side entry

2.2.4. Remove interior damaged corner molding at same column from floor to ceiling, both faces of column.

2.2.5. Remove damaged exterior sheathing around exterior of side door.

2.2.5.1. Remove Asbestos siding to gain access and dispose Max removal

2.2.6. Removal of 6x12 damaged roof purlin at wall top from column F-G west side only

2.2.6.1. Removal of wall top plate and some upper framing may be required once wall is exposed.

(double 2x6) Replace unless instructed otherwise by COR

2.2.6.2. Remove sheet rock interior face from purlin down as required to allow for investigation of upper wall framing.

2.2.7. Remove 4x12 damaged roof purlin at wall top from column E-F west side only.

2.2.7.1. Removal of wall top plate and some upper framing may be required once wall is exposed.

2.2.7.2. Remove sheet rock interior face from purlin down as required to allow for investigation of upper wall framing.

2.3. Construction

2.3.1. Replace skirting with material of like dimensions and finish. Window Jamb south of west side entry to be rebuilt with matching material to existing dimensions as removed. See attached detail for materials

2.3.2. Replace 16” wide section of interior finish material from floor to ceiling north of column above west side entry, material to match texture and dimensions.

2.3.3. Replace interior corner molding at same column from floor to ceiling Both faces of column

ATTACHMENT (A)

ENVIRONMENTAL REQUIREMENTS

1.0 This work shall include Contract Clause 52.223-19, Compliance with Environmental Management Systems:

“The Contractor’s work under this contract shall conform with all operational controls identified in the applicable agency or facility Environmental Management Systems and provide monitoring and measurement information necessary for the Government to address environmental performance relative to the goals of the Environmental Management Systems.”

1.1 The operational controls identified in FSGA/HAAF’s Environmental Management System include the contractor’s adherence to the Installation’s Sustainability Policy (R.O.C.K. = Resources, Optimize, Compliance, Keep Improving) and support the Installation’s Sustainability Management System (SMS). All persons working for/on the Installation must strive to conserve water and energy, reduce solid waste disposal (mostly through recycling), and properly manage threatened and endangered species. This system is in place to ensure proper management of those areas where insufficient efforts of adherence to regulations would cause significant negative impacts to the environment.

1.2 Complete the SMS General Awareness Training available on the internet at http://www.stewart.army.mil/info/?id=516. Please generate a training roster to document this training.

2.0 Other required Clauses include:

52-223-3, Hazardous Material Identification and Material Safety Data 52.223-5, Pollution Prevention 52.223-10, Waste Reduction Program 52.223-15, Energy Efficiency in Energy-Consuming Products 52.223-17, Affirmative Procurement of EPA-designated Items in Service and Construction Contracts

3.0 FSGA/HAAF has a mandatory recycling program. Unless otherwise specified, the Government retains all salvage rights. Contractors shall recycle construction & demolition debris as required by the Installation's recycling clause, 52.000-4061: RECYCLING, SALVAGE, AND DISPOSAL OF MATERIALS FORT

STEWART AND HUNTER ARMY AIRFIELD.

Source Reduction is required to reduce the initial input to the solid waste stream. Ensure minimum packing and packaging materials are used for items shipped to the Installation. Also, all military construction, renovation and demolition projects shall include performance requirements for a 60% minimum diversion of C&D waste by weight. Contractor must provide all weight tickets to demonstrate meeting the performance standard. Specifications must include submission of a contractor’s C&D Waste Management Plan.

Concrete and asphalt material shall be hauled and disposed of off of government property. Recycle materials will be broken down when delivered to the Recycling Center (to include metal equipment). Scrap metal will be cut down to no larger than 4 square feet in size.

3.1 REQUIRED SUBMITTAL ITEM: The Contractor shall

(a) submit a C&D Waste Management Plan

(b) submit copies of all disposal weight/landfill scale tickets to the COR as described in the Referenced

Recycling Clause for any off-post disposal or approved Contractor-retained salvage items within 10 days of removal; and

4.0 Toxic Substances Control Act (TSCA) Requirements

4.1 Asbestos Containing Materials (ACM)

4.1.1 If ACM will either be disturbed or removed, the contractor must perform asbestos abatement, containment, disposal and a 10-day notification to the Georgia Environmental Protection Division (GA EPD), as required by the Georgia Asbestos Safety Act, Official Code of Georgia Annotated Section 12-12-1. The disposal of ACM must be in accordance with both the GA EPD and Occupational Safety and Health Administration regulations.

4.1.2 REQUIRED SUBMITTAL ITEM: The Installation TSCA POC (Craig Christopher at

912-767-1234 / Craig.W.Christopher.civ@mail.mil) must be provided a copy of the 10-day notification at the time the contractor informs GA EPD of their intent to properly abate the ACM. A copy of the Georgia asbestos shipment record must also be provided to the TSCA POC.

4.2 Lead-Based Paint (LBP)

4.2.1 If survey results, as reviewed by the Installation TSCA POC (Craig Christopher at 912- 767-1234 / Craig.W.Christopher.civ@mail.mil), indicate LBP removal is necessary, the contractor will be required to collect, contain, and dispose of the LBP off-Post in accordance with local, state, and Federal regulations. The contractor will be required to provide the disposal manifest to the TSCA POC.

4.2.2 REQUIRED SUBMITTAL ITEM: LBP survey must be provided to the TSCA POC, as applicable. The LBP disposal manifest must be provided to the TSCA POC if LBP removal was determined necessary by the TSCA POC.

5.0 Painting Operations

5.1 Surface coating of stationary structures (building, water towers, etc.) are exempt from permitting.

5.2 Surface coating of mobile sources (vehicles, portable generators, containers, etc.) are not exempt from Georgia EPD regulations. Surface coating must be conducted within a paint boot or an off-permit change notification must be submitted to the Georgia EPD if the operation will take place outdoors.

6.0 Cultural Resources Management (CRM)

6.1 Should the Installation Environmental Office specify consultation with CRM, this consultation must happen prior to implementation of project.

6.2 Accidental Discovery of Remains and Artifacts

6.2.1 Ensure that the SOP for Accidental Discovery of Archaeological Deposits and/or Human

Remains is followed (See attached SOP).

7.0 FS/HAAF is required to implement an Integrated Pest Management Program to comply with federal law and DOD regulation, requirements to include all pest management contractor provided services.

Contracts requiring pest management services will require IPMC review and approval before solicitation.

Contractors will be required to follow installation policy and meet DOD requirements during the application of pesticides. Coordination and approval by the Installation Pest Management Coordinator (IPMC) will be required for all pesticide application to ensure compliance prior to any application of pesticides. Applications for termite control and prevention for all construction projects requiring pesticide applications will follow the FS/HAAF Termiticide Pre-treat specifications.

1.01 SUMMARY

A. EXAMINATION OF PREMISES: Prior to submitting a proposal, it is highly recommended that the

Contractor visit the site and fully inform themselves of the amount / character of the work and the local conditions.

3.001 INSTALLATION

A. Install materials and systems in accordance with manufacturer's instructions and approved submittals. Allow for expansion and contraction. Install materials and systems in proper relation with adjacent construction and with uniform appearance. Coordinate with work of other sections.

B. Restore damaged components. Clean and protect work from damage.
