RESPONSES TO RFI'S
W9124J–15-R-0068 Public Private Partnership (P30) Support Services
Requests for Information
1. Can you clarify with the above and below noted solicitation is indeed best value or LPTA. Rational for question is the bottom of page 96 states the following:
This is a best value (Lowest Price Technically Acceptable) source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition. Another reason I ask is that also found on page 25 there is a section that discusses evaluation factors in accordance with a best value procurement. See the following:
2.1.8. KEY PERSONNEL. Contractor employees that are critical for achieving Performance Work Statement objectives. Key personnel shall meet position qualification requirements indicated in the PWS.
When key personnel qualifications are used as an evaluation factor in a best value procurement, the Contracting Officer is the only one authorized to concur key personnel replacement after award of the contract. When proposed key personnel resumes are used as an evaluation factor in best value procurement, a letter of commitment may be required from the individual whose resume is provided.
A. The Government always procures services to obtain the best value. Best value for this requirement is defined by the Lowest Price Technically Acceptable (LPTA). Therefore, the intent is to award to technically acceptable proposal with the lowest evaluated price which will result in the best value for the Government.
