The following items are applicable to this modification:

QUESTIONS AND ANSWERS

1. Confirmed date of site visit? As stated in the soliciation a site visit will be conducted on 11 May 2022 at 1:00 P.M. Eastern Time (ET). Located at Logisitics Support Area (LSA) Densberger located at Fort Knox, KY.

1a. Do we need to sign in prior to visit? No – will meet on site

2. Location and availability of power to include amps, volts, number of drops, location of drops, Is connection point hard wire? (Like last year) Electrical power will be provided within 100 feet of the temporary laundry facility. Electric power will be configured as 3-phase, 120 amp 208 volt with two distribution points.

3. Availability of water source to include GPM , hose or Bibb size , and location?

The Government will provide the ability to receive fresh water from a fire hydrant within 120 feet of the designated area.

4. Wastewater removal process:

4A. Is there a system to drop the water directly from tent structure into ground septic (same as last year)?

No. The contractor will have complete responsibility to dispose of Waste water.

4B. Or do we need to provide storage bladders adjacent to tent? Yes

4C. Do we need to pump out the bladders (if bladders are required)? Yes

4D. Do we have access to wastewater dump site on base? No

4E. Is there a charge for using the base wastewater dump site? (Cost per gallon)? On post wastewater dumping will not be provided.

5. Is location of the proposed laundry facility 0-12” over the span of 50ft? Yes

6. Has the site been marked for underground utilities, and can we use 40-inch stakes to secure structured facility? Yes -we will provide a Before You Dig (BUD).

7. What hours do you want to have an attendant at the laundry facility? The hours for an attendant present is up to the contractor as long as they meet the requirements in the PWS. Daily service check and on call Maintenance.

Contractor shall provide, within first notification, necessary repairs within 6 hours and replacements within 24 hours of all failing or failed equipment.

8. What duties do you have for the attendant in addition to maintaining operation of washers - dryers and removal of wastewater? Service checks, gray water and cleaning up service related items

9. What are the hours the contractor can work during install and removal of the temporary laundry facility? – Any hrs needed as long pre-coordination has been made with Cadet Command and Range Control

10. Can the contractor drive 5-8k All Terrain forklifts on the area where the temporary structure will be placed? Yes

11. Will the Military be providing tables in the folding tent? Yes

12. Are there any weight restrictions in the area the temporary laundry facility will be placed on? Within reason no limitations as long as they stay on gravel parking area

13. Is there a staging area for the washers and dryers when offloaded from the trucks? There is an area to stage equipment within a fenced perimeter but it is outside the cantonment area and no patrols.

14. Can the contractor come in early for the install? Starting 31 May 2022 the contractor will have seven days to have the temporary laundry facility fully operational by 7 June 2022

A. Request for Quote Submittal and Inquiries:

A.1. The Offeror shall provide the following information:

A.2. This Request for Quote (RFQ) is issued as a commercial acquisition using combination of FAR Parts 12 and 13. This solicitation is a 100% Small Business Set-Aside. The government anticipates award of a firm fixed priced contract from this solicitation. The resulting contract will be awarded using Simplified Acquisition Procedures (SAP) to the offeror with the lowest that meets the requirements of the solicitation and is deemed responsible in accordance with the FAR. The low offer will be analyzed to determine if the offeror’s proposed price is fair and reasonable utilizing price analysis techniques in accordance with the guidelines in FAR Subpart 15.4.

A.3. The Mission and Installation Contracting Command (MICC) – Fort Knox primary point of contact responsible for providing information and responding to inquiries is the Contract Specialist (CS). The CS is Ranetta M.

DeRamos and can be contacted via email at ranetta.m.deramos.civ@army.mil. The alternate point of contact is the Contracting Officer (KO). The KO is Samuel M. Henderson and can be contacted via email at samuel.m.henderson1.civ@army.mil.

A.4. All offerors wishing to do business with the government must possess a valid DUNS number and shall be registered in the System for Award Management (SAM). Offerors shall register online at www.sam.gov. Offeror's SAM registration must be active in order to be eligible for award. Offers containing a name and address (Block 17a of SF1449) different from that registered in SAM may be deemed ineligible for award.

A.5. Offerors are encouraged to present their best prices in their initial quote submission. Quotes shall be submitted prior to the closing date and time identified on SF 1449 block eight (8), to the CS via email. Offeror’s quote shall remain valid for a period of 60 days after the closing date and time identified on SF 1449 block eight (8). Electronic submissions via facsimile will not be accepted.

A.6. Offerors shall complete blocks 17a, 17b, 30a, 30b and 30c on page 1, SF Form 1449. Offerors shall complete Unit price and Net amount for CLIN 0001 and return all required certifications contained in this solicitation.

Added A.7. Offerors shall submit any questions regarding this solicitation in writing to the CS no later than 11:00 AM Eastern Time (ET) on 19 May 2022, in order to allow a written response prior to the quote due date. No remarks or written responses to questions by government personnel will change the terms or conditions of this RFQ.

The RFQ will only be changed by a formal written amendment issued by a MICC – Fort Knox Contracting Officer

(KO).

A.8. All amendments will be posted to the Beta SAM website at https://beta.sam.gov/. It is the offeror's responsibility to acknowledge all amendments within their quote.

A.9. Quotes and acknowledged amendments that are late may not be accepted.

A.10. It is the Government’s intention to award without negotiations. Offerors are encouraged to present their best prices in their initial quote submission. However, should negotiations become necessary, the Government reserves the right to hold them.
