PERFORMANCE WORK STATEMENT (PWS)
Temporary Laundry Facility
PART 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to provide a temporary self-serve laundry facility in a field environment. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary establish this temporary facility as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2. Background: In the past, a US Army unit provided laundry services to cadets attending Cadet Summer Training (CST). Over a four-year period, this US Army unit processed, on average, 57,208 bundles of laundry. For the summer of 2021, the Government contracted a temporary laundry facility near the barracks to augment the washers and dryers. Since then, it has been determined the laundry facility needs to be located at the training site in the field to be effective.
1.3. Objectives:
1.3.1 The contractor shall deliver, assemble, and maintain a temporary turnkey laundry facility.
1.3.4 Government Point of Contact: The government Point of Contact (POC) will be provided upon award of contract. The government POC will provide specific location where service will be conducted.
1.4. Scope: The contractor shall provide a turn-key, self-service laundry facility with 42 electric washers and dryers. These washers and dryers will be used twenty four hours a day, seven days a week. These bundles of laundry will include but are not limited to: socks, undergarments, t-shirts, physical fitness uniforms and army combat uniforms.
This facility shall be a temporary structure that is climate controlled and maintain an average internal temperature of 75 degrees Fahrenheit at all times. Contractor shall provide a grey water removal service.
1.5. Period of Performance: The period of performance for this contract is from 31 May 2022 through 22 August 2022.
1.6. General Information
1.6.1. Quality Control (QC) The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contractor assures that work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QC system.
1.6.2. The contractor will have a file of all inspections conducted and any corrective action taken. The contractor shall make this documentation available to the Government during the term of the contract. KO and COR will send all inspection results to the Cadet Safety Office at usarmy.knox.usacc.list.hq-safety-office@mail.mil. Any safety issues found that could cause injury to personnel, the product will be taken out of use immediately until repaired.
1.6.3. Reserved.
1.6.4. Hours of Operation: The contractor shall conduct a fully operational laundry facility 24 hours a day, seven days a week except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
To keep in line with necessary requirements outlined in 5.2.6. The contractor shall provide personnel to accept call-ins due to maintenance issues. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.5. Place of Performance: The work to be performed under this contract will be performed at Logistics Support Area (LSA) Densberger located at Fort Knox, Kentucky
1.6.6. Type of Contract: The government will award a firm fixed price contract.
1.6.7 Security Requirements: Contractor personnel performing work under this contract are not required to have a security clearance. However, the contractor shall complete Level I Antiterrorism, Awareness Training, iWatch Training at time of proposal submission, and must maintain the level of security training required for the life of the contract. This training is required for all contractors that work on a U.S. Army military installation.
1.6.7.1 AT Level I Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. 1.6.7.2 iWATCH Training: The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 60 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.
1.6.7.3 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.4 Special Qualifications: Contractor shall insure all employees meet training requirements to safety and accurately provide inspection, testing and maintenance of fire extinguishing systems in accordance with NFPA10 and required acceptable fire safety standards, as required.
1.6.5 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
1.6.6 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2.1. DEFINITIONS
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.
Note: The only individual who can legally bind the government.
2.1.3. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.3. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.4. PHYSICALSECURITY. Actions that prevent the loss or damage of Government property.
2.1.5. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.6. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.7. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.8. TURNKEY. A type of project or service that is delivered to customer ready for immediate use.
2.1.9. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.10. WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1. Services: The government will dispose of the trash in the government-provided trash cans.
These trash cans are for trash from Cadets doing their laundry.
3.2. Facilities: The Government will provide approximately 11,000 sq. ft. area in a field environment dedicated for the temporary laundry facility. The government will provide a tent next to the laundry facility for Cadets to fold their laundry.
3.3. Utilities:
3.3.1. Fresh Water: The Government will provide the ability to receive fresh water from a fire hydrant within 120 feet of the designated area.
3.3.2. Electric: Power provided will be configured as 3-phase, 120 amp 208 volt with two distribution points.
3.3.3. Refuse Disposal. The Government will provide dumpsters at training locations where laundry facility will be located. The contractor shall place all trash generated in the performance of this contract in those dumpsters.
3.4. Materials: The Government will provide the laundry detergent and fabric softener for the cadets to laundry their clothes.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1. General: The Contractor shall furnish all personnel, management, supervision, labor, equipment, supplies, tools, materials and transportation to perform work under this contract that are not listed under Section 3 of this PWS.
4.2. Contractor Furnished Vehicles: Contractor shall provide a sufficient number of vehicles to perform the services required in this contract.
4.2.1. Contractor vehicles shall have the contractor’s name neatly exhibited on each side of the cab. The sign shall be readable from fifty feet, with lettering a minimum of two inches in height.
4.2.2 Contractor vehicles shall meet all applicable standards established by the Federal Government. These standards are referenced in Title 40 CFR 243 and include, but are not limited to, Motor Carriers Safety Standards (40 CFR 390-396) and Noise Emission Standards for Motor Carriers in Interstate Commerce (40 CFR 202) and Federal Motor Vehicle Standards (40 CFR 500-580) and shall comply with all federal, state and local air pollution standards and regulations.
4.2.3 Contractor vehicles shall be clean and be without offensive odors.
4.2.4 The KO or COR may inspect vehicles at any time and direct removal of any unsafe or objectionable vehicle from the installation.
4.2.5. Contractor Vehicle & Equipment Maintenance. Contractor shall not perform any vehicle or equipment maintenance within the Government installation. This does not include checking/refilling fluids of vehicles, lubricating components, changing of filters.
4.2.6. Special equipment for laundry facility shall include everything required for the contractor to operate the facility, to include, but not limited to: grey water storage capacity of 20,000 gallons minimum per facility per day; grey water disposal transportation tanker(s) with driver(s) with enough capacity to meet and maintain the specifications outlined in the SOW for minimum operations.
4.2.7. Contractor shall provide all equipment essential for daily servicing of laundry facility.
Services shall include cleaning of floors, walls, and equipment.
4.3. The contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statement that may be offensive to the military or others using a portion of the uniform.
4.4. Taxes. The government will be exempted from paying any sales taxes related to this contract.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
Fire, Safety, and Mishap Prevention:
- The contractor shall comply with the requirements of the Occupation-Safety and Health Administrative Standards (OSHA 29 CFR 1910), Army Corps of Engineers, Safety and Health Manual EM 385-1-1, and Army Regulation 420-90 "Fire Prevention and Protection".
- Contractor shall comply with OSHA http://www.osha.gov/ and all pertinent provisions of the publication OSHA 29 CFR 1910. The contractor shall submit to the KO and COR for forwarding to the Cadet Command Safety Office a written Safety Accident Prevention Plan, a comprehensive site specific safety plan to include the set-up and tear-down process, and a written job hazard analysis specific to the work NLT 15 calendar days after contract award. The contractor shall base the plan on contractor's risk assessment of the work to be performed, including job hazard analysis specific to the work. The contractor shall identify and evaluate job hazard analysis for the various hazards and outline the methods and techniques that will be utilized to accomplish each phase of the contractual work in a safe manner.
- The Contractor shall maintain records of accidents and shall report to the KO and COR any accident resulting in death, traumatic injury, occupational disease, or property damage within 24 hours of each occurrence while performing services under this contract. The information will be reported to the Cadet Command Safety Office immediately at 502-799-3539 or 502-378-2722, usarmy.knox.usacc.list.hq-safety-office@mail.mil.
5.1. Basic Services.
5.1.1. The contractor shall provide all supplies and services to provide a turn-key, self-service laundry facility for cadets to use during CST 2022. The contractor shall provide 42 electric washers and dryers. These washers and dryers will be used twenty four hours a day, seven days a week. These bundles of laundry will include but are not limited to: socks, undergarments, t-shirts, physical fitness uniforms and army combat uniforms. This facility shall be a temporary structure that is climate controlled and maintain an average internal temperature of 75 degrees Fahrenheit at all times and can withstand 55 MPH winds http://www.osha.gov/ mailto:usarmy.knox.usacc.list.hq-safety-office@mail.mil
5.1.2. The contractor shall provide a grey water removal from the laundry facility and transport it to a location off of Fort Knox. The contractor shall remove all waste water/grey water and disposed of within OSHA standards.
5.1.3. The contract shall have the laundry facility fully operational NLT 8:00am on 7 June 2022.
The contractor shall have access to the site starting on 31 May 2022 to setup the laundry facility.
The contractor shall maintain a fully operational laundry facility through 15 Aug 2022. On 16 Aug 2022, the contractor shall have seven (7) days to disassemble and remove the laundry facility. The contractor shall have the laundry facility removed by 22 Aug 2022.
5.2. The contractor shall provide a laundry facility with 42 heavy duty, electric, and serviceable washer/dryer units that maximize energy and water conservation. The facility shall erected next to the government provided tent for Cadets to fold their laundry.
5.2.1. Contractor shall provide, within first notification, necessary repairs within 6 hours and replacements within 24 hours of all failing or failed equipment.
5.2.2. The contractor shall ensure the laundry facility’s interior is arranged to accommodate spacing, movement and access/egress requirements per American National Standards Institute (ANSI) Z4.4 and NFPA 101 and 102.
5.2.3. The contractor shall install flooring that is compliant with Occupational Safety and Health Administration (OSHA) standard 29 CFR 1910.142 (b) (8) (9) & (11).
5.2.4. The contractor shall vent all dryers per local code. The contractor shall check and clean all lint screens daily.
5.3. The contractor shall construct and deliver a water system from the fire hydrant to the laundry facility, to provide hot, pressurized water to units and remove wastewater from units to contractor provided storage locations for processing/dumping. The contractor is responsible for disposing waste water.
5.3.1. The pressurized systems shall employ jet pumps to distribute high pressure water from government provided water source (fire hydrant).
5.3.2. The wastewater removal system shall employ grinder pumps which operate much like sump pumps by utilizing a centrifugal pump to move water that uses blades to break down any solid waste to allow for smooth flow of wastewater into designated areas.
5.4.1. Access, General Protection, and Security Policy and Procedures. This standard language text is for contractor employees with and area of performance within an Army controlled installation, facility, or area. Contractor and all associated subcontractor employees shall comply with applicable installation, facility, and area commander installation and/or facility access and local security policies and procedures (provided by government representatives). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office. Director of Emergency
Services, or Security Office, Contractor workforce must comply with all personnel identify verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
