52.237-1 Site Visit APR 1984

The following paragraph is incorporated in the Addendum to FAR Provision 52.212-1, Instructions to Offerors-Commercial Items:

A.15. A site visit will be held Friday Jan 28, 2022. Offerors shall meet at Directorate of Public Works (DPW), Bldg.

1110, 6th Avenue, Fort Knox, KY 40121, at 8:45 AM Eastern Standard Time (ET). Contractors are required to reserve a place for the site visit by emailing a list of attendees to Edwina Reynolds at edwina.l.reynolds.civ@army.mil and Taylor Wellman at hobart.t.wellman.civ@army.mil. No later than (NLT) 1PM ET, January 27th 2022. In the circumstance that the site visit will be postponed due to inclement weather, all reserved parities will be notified via email. Participation in the site visit shall be at the contractor’s expense.

The following change to the PWS is incorporated:

PWS paragraph 1.2 is deleted and replaced in its entirety with:

1.2. Background: Fort Knox has 59 elevators in 37 government facilities that require maintenance and repair.

PWS paragraph 1.6.4 is deleted and replaced in its entirety with:

1.6.4. Hours of Operation: The contractor shall conduct business between the hours of 0800 to 1600 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

PWS paragraph 1.6.5 is deleted and replaced in its entirety with:

1.6.5. Place of Performance: The work to be performed under this contract will be performed at 37 government facilities on the Fort Knox installation.

PWS paragraph 1.7.4 is deleted and replaced in its entirety with:

1.7.4 A set labor hourly rate for non-routine work is set within the supporting CLINS. Only one person shall be reimbursed their hourly rate for non-routine work. If a job requires additional people, COR/KO must approve prior to the start of work. In the event overtime is being requested approval must be obtained from the KO.

Technical Exhibit D, paragraphs 2.1 & 2.2 are deleted and replaced in entirety with:

Building 851 is deleted from Technical Exhibit E in its entirety:

(Ireland Army Community Hospital) contains nine fully-automatic elevators with an approximate speed of 400 feet per minute. Elevators 1 through 4 are passenger elevators manufactured by Chicago Elevator Company (elevator 3 has been designated as an emergency elevator) which travel nine floors and the basement. Elevator 5 is a service elevator manufactured by Murphy Elevator Company which travels nine floors and the basement.

Elevator 6 is a service elevator manufactured by Murphy Elevator Company which travels ten floors and the basement and has been designated an emergency elevator.

Elevators 7 through 9 are fully automatic/ hydraulic. (2) freight/rope, (4) passengers/rope, and (2) passengers/hydraulic, (1) emergency/hydraulic. Total (9)

Questions and Responses

1. Can you advise to who the current incumbent is?

2. I cannot seem to locate a statement of work. Would you be kind enough to email this document, and any others that are not posted so that we can respond to your RFP?

There is not a statement of work, however, the Performance Work Statement (PWS) is in the solicitation.

3. 5.1.1 States to "Maintain phone service". Does this mean check the phone to be operational and report to the DPW inspector or something different?

To maintain phone service the phones shall be checked during every monthly inspection to see if it connects with 911. If the phone needs to be replaced it’s the contractor’s responsibility to replace.

However, if the issue is with the phone line outside the elevator it becomes the telephone company’s responsibility.

4. 5.3 Preventive Maintenance: "Semi-monthly" PM causes the mechanic to be at every elevator 2 times a month resulting in a higher cost, Manufacturer's recommended PM doesn't suggest semi-monthly. Can you put some clarity on that for me please?

Only monthly preventative maintenance is required. See changes to PWS paragraph 5.3.

5. Will there be a site visit/walk through?

Yes, we will conduct a site visit to the following Bldgs. B1110, B65; B1724; B1378; B4829; B2817, and HRC Bldg. on Friday 28th of Jan 2022. A road map, start/end time and location for the meeting will be provided for each contractor.

6. Any other information in with bid to assure everything is correct? Is there anything else you need from me?

Follow the Instructions to Offerors – Addendum to FAR Provision 52.212-1.

7. Can I send the proposal to your email & if so does pdf work for you?

Documents can be submitted in Microsoft Word, Excel or PDF. The instructions for offer submission can be found paragraph A.4 of the Addendum to FAR Provision 52.212-1.

8. Are callbacks and parts billable? Pricing is completely different if these items are covered in the monthly pricing or billed separately?

Please, refer to the PWS. Paragraph 1.7 Reimbursement for Maintenance and Repair parts.

9. Will there be no work ever requested on overtime? We do not see any overtime labor rate requested.

Yes, overtime might be requested. See PWS paragraph 1.7.4

10. Are there specific days or hours required onsite? It looks like we need to provide a schedule, is this up to our discretion?

Yes, the contractor shall conduct business between the hours of 0800 to 1600 Monday thru Friday, see PWS paragraph 1.6.4.

11. Are there other RFIs to see?

There are no other RFIs to see.

12. Is there a list of Primes?

See response to question #1.

13. Are Category 1 and/or Category 5 tests part of this solicitation and if so in what years are they due?

The requirements for offer submission are listed in the addendum to FAR 52.212-1.

14. What is the current monthly fee for this project?
