Specifications & Minimum Requirements To Operate on the Ft. Jackson Radio Infrastructure
1. Overview
1.1. The existing radio infrastructure and the supporting hardware and software (i.e. programming software, cables, peripherals, chargers, batteries, etc.) are all Motorola products. Fort Jackson manages, operates, and maintains the existing infrastructure.
1.2. Fort Jackson currently does not have the capability or training to program, support, and operate radio brands other than Motorola on the existing radio infrastructure. Any software and hardware that is added to the existing infrastructure must be fully compatible with the existing infrastructure, and sustainable under the existing support framework in order to meet the government’s requirement. “Compatibility” entails the capability of performing all system features in order to be deemed technically compliant.
1.3. The following specifications and requirements describe physical, functional, and performance characteristics of the existing Motorola radio infrastructure that subscribers must meet at the time of the government’s acceptance in order to be technically acceptable for award.
2. Description of Capabilities and Salient Characteristics
2.1. The Motorola brand APX8000/8500 All Band Radios offer the following capabilities to Fort Jackson that has contributed to mission success and effectiveness for base agencies.
2.1.1. Capable of operating in the following frequency bands (UHFR1, UHFR2, VHF, 7/800mhz) for seamless interoperability with both base and local agencies.
2.1.2. P25 Compliant
2.1.3. Assigned J/F-12 number, to be indicated in the response
2.1.4. Audible Channel Announcement (Selectable) allows the user to navigate through channels / talk-groups in the radio while an audible, pre-recorded voice file provides a description of the selected channel or talk-group. (This feature can be muted)
2.1.5. Top mounted speaker (to not muffle the audio integrity of radio while in holster)
2.1.6. The APX8000XE is IP68 rated for submersion. This
subjects the radio to 2 meters of water for 4 hours.
2.1.7. Backwards and forward compatibility – it works on all Motorola Astro 25 systems such as Smartnet AMSS and P25 Smartzone 7.13.
2.1.8. The APX8000 has a T-Grip that provides an enhanced slip-free grip and a wider top area for increased knob control.
2.1.9. The APX8000 is equipped with a 3 Watt Speaker – High Audio Speaker
2.1.10. Three Integrated Microphones – Directional-sensing technology locates the talker and engages sophisticated algorithms in noisy or windy environments resulting in clear communications.
2.1.11. Intelligent lightning – uses color to notify user of the radio mode, potential emergencies, or specific events. (dimmable)
2.1.12. Radio profiles – configured to adjust audio level, lighting, and tones through user selected automated options.
2.1.13. Unified Call List – Consolidates all call lists underneath one list so users can easily access all information for a contact.
2.1.14. Seamless Scan – of multiple protocols including FDMA and TDMA (Future) systems.
2.1.15. Built-in Codeplug Comparator – allows easy diagnostics of codeplug differences.
2.1.16. Top Mounted Display, dimmable for extra security
2.1.17. Capable of Radio inhibit capable in case a radio is lost or stolen
2.1.18. Large, easily located and well spaced controls adapted for use with gloves.
2.1.19. LMRs must have a certified P25 CAP SDoC showing lab testing on the Motorola P25 IP CAI Infrastructure 7.13 (14 or 15 depending on location) Network.
2.1.20. FIPS 140-2, Level 3 AES Encryption with Astro25 7.13 Otar.
3. Operational & System Requirements
3.1. Portable handheld or mobile radios shall be compatible with the installed core (Motorola ASTRO 25, Release 7.13) and interoperable with fielded Motorola radios.
3.2 Any software or hardware that is added to the existing radio infrastructure shall not adversely affect the integrity of the existing infrastructure and result in a loss of certification or require recertification of the infrastructure. Additionally, any infrastructure additions must not adversely affect the sustainability of the existing system within the current support framework.
3.3. The addition of radios to the system shall not result in a violation of existing communication security (COMSEC), transmission security (TRANSEC), or any other applicable security requirements due to equipment failure, incompatibility, or latent defects.
3.4. All necessary modifications to an “equal” item shall be made and completed prior to installation or prior to being put into operation on the existing radio infrastructure.
3.5. If deemed technically acceptable, the addition of substitute items onto the existing radio infrastructure must include the following:
3.6. On-site training for the network technicians (Network Enterprise Center) responsible for managing, operating, and maintaining the new equipment.
3.7. On-site training for 12 end-users of radio equipment.. At a minimum this training shall accommodate 1 session with 12 students
3.8. If deemed technically acceptable, the addition of substitute items onto the existing radio infrastructure must include the following hardware and software to be a self-sustainable, operational, and manageable radio system on the existing infrastructure:
3.9 Battery chargers and extra batteries to ensure continuous mobile power supply and continuous operations without outage due to drained or depleted batteries.
3.10. All necessary radio accessories, including speaker microphones, audio accessories, carry solutions, and spare antennas, if not natively compatible with existing Motorola accessories.
3.11. Programming software, programming/test/alignment cables, and a separate dedicated laptop that provides the Network Enterprise Center with the capability of programming or reprogramming substitute item as needed.
3.12. In the event that the existing Motorola programming software and hardware are not compatible with a substitute item, the contractor shall provide the necessary programming software and hardware (to include a laptop) or provide an acceptable technical solution to provide the Government the capability to program, reprogram, and support the radio.
3.13. Initial installation of all hardware and software that is necessary to ensure proper functionality and compatibility of any substitute item on the existing radio infrastructure.
