Formal Questions and Response

Q: Section 5.10 – Waste Generated: Does sprinkler water qualify as waste or can it flow through the inspector’s main and testing drains?

Response: Sprinkler water does not qualify as waste and will be allowed to flow through the inspector’s test and main drains.

Q: Is it possible to verify the fire pump testing access points are accessible in the stairway and rooftop?

Response: To gain access for Fire pump testing is available only through the outside stairway. Stand pipe testing access points are available through inside stairways and rooftop access.

Q: Section 5.7 – References office and warehousing facilities need to be located within 60 miles of Fort Jackson. Can this radius be extended to 90 miles? (All service requirements can still be met at that distance).

Response: Yes, this radius can be extended to 90 miles as long as testing time frames can be met. Testing time shall start at 0730 AM EST. With the exception of testing the fire pump system then refer to PRS #9 of Technical Exhibit 1

Q: Can you please verify that the five (5) year testing requirement will not be included in this contract?

Response: This contract shall include the five (5) year testing requirement as outlined in PWS Section 1.5.

Q: Section 1.6.11.1 references qualifications. Can you please clarify if the fire alarm certifications will only be required during fire alarm inspection and not during the inspection of the sprinkler system?

Response: According to NFPA 72, All service personnel shall be EST-3 Factory trained and qualified with a minimum of 2 years documented experience in the installation, programming, inspection, testing, and maintenance of the ET-3 FA&MNS and EST Signature Series Components. The Contractor shall provide a certificate that all FA&MNS service technicians have been trained by and 8 is acceptable to the FA&MNS Engineering Technologies (NICET) Level III fire alarm certified, this includes Simplex 4002, 4010,4020, and 4100U.

So contractors will need to have both certifications.

Q: Can you verify if reporting will have to meet joint commission standards and be electronic?

Response: The Joint Commission enforces the NFPA guidelines. The documentation will have to be organized to allow clear and concise interpretation and include all documentation need to follow NFPA guidelines.
