Question/Request for Clarification

Question/Request for Clarification: Please clarify the submission requirements. To ensure immediate execution of the contract, is the submission requirement names, certifications, security clearances, qualifications, letters of intent, resumes for all personnel?
Government response: Please refer to the instructions outlined in Addendum to FAR 52.212-1
PWS 1.6.8.1.2 Reference: Exploitation Analyst Instructor Qualifications
Question/Request for Clarification: Will the Government accept years of experience in lieu of the Bachelors’ degree for the EA position?
Government response: No

Government response: Yes
Factor 2 – Past Performance, Evaluation Criteria
Reference: Evaluation criteria for Factor 2 Past Performance states “Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Question/Request for Clarification: The Government has defined that a company with no past performance receives an acceptable rating, but a company with past performance that is the same or similar size, scope, and complexity is at risk to receive an unacceptable rating. Please clarify the past performance evaluation criteria. Given the importance of the USACyS mission, should the evaluation criteria read “Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and, as a result, will receive an “unknown / neutral confidence” rating for the Past Performance Factor. A strong record of relevant present and past performance may be considered more advantageous to the Government than an “unknown / neutral confidence” rating.”
Government response: See updated past performance evaluation criteria

Issue IAW 1.6.8 Special Qualifications, the PWS specifies the LCATs of a Project Lead and Instructor Writer however, section 1.6.8.1.2 notes specific skillsets and training associated to a Training Developer.

Government response: Yes
24. Reference Technical Exhibit 1, CDRL A001 Issue “Labor (rates, total billet hours, burdened cost, matrix of actual hours versus planned.”
Question It is our understanding this contract is to be a Performance-based, Fixed
Full Price contract. We recommend removing, “Labor (rates, total billet hours, burdened cost, matrix of actual hours versus planned.” We do not believe WAWF offers this option.
Government response: Government requires this contract be staffed at 8 Instructors/Writers for the life of the contract.
