The Offeror shall provide the names of all personnel performing under this contract and proof of their certifications, security clearances, and other qualifications required for their designated positions…”

The Offeror shall provide the names of all personnel performing under this contract and proof of their certifications, security clearances and other qualifications required for their designated positions.
Subfactor 1B page 101 Evaluation. The proposal clearly demonstrates that the Offeror has offered properly qualified personnel in the appropriate labor categories to perform this requirement.
Statement: This requirement results in undue restriction of competition most favorably to the incumbent and will limit the viability for proper competition amongst an already limited pool of SDVOSBs. This is further emphasized with just a 2-week window from RFP release to proposal submission. Suggest this to be changed to at contract award.
Government Response: This is a new requirement; however, there is a short suspense due to Government training requirement.
