The following have been added by full text:
ADDITIONAL GOVERNMENT RESPONSE
1. Vendor Question: Question 29 of Amendment 0001 states that the Program Manager cannot also be an instructor on the contract? Why is that not permitted since Section 5.2 has tasks for Program Management that would exceed the 5-hours per month allotted hours (60 hrs. per year)? And isn’t that up to industry to provide their approach to meeting the PWS?
Government Response: Please refer to Section 1.6.11.
2. Vendor Question: Questions 3, 4, 16, and 26 all inquire about mode of proposal submission. However, it does not clearly state what mode of submission is acceptable. Would the Government please clarify which of the following modes are acceptable: a. Email submission only. b. Hard Copy(s) only. c. Both email and hard copy(s).
Government Response: In addition to submitting hard copies of the proposals, electronic copies shall be provided via email.
3. Vendor Question: Questions 12 and 17 talk about names of all personnel being proposed. The two Government answers to Question 12 directly contradict each other with the first answer saying the "Government will accept names and proof of certifications upon award" and then the second answer says "...but names of all personnel performing under this contract shall be provided with their proposals". Then in Question 17 the Government clearly states "Yes" as the answer to question 17 which asks if the names can be submitted after contract award and upon vetting and hiring. Please clarify if all personnel names are required upon contract award, and with the proposal just the Key Personnel resumes – Program Manager and Alt. Program Manager.
Government Response: Please refer to Addendum 52.212-1: SUBFACTOR 1B: Management Approach & Staffing Approach.
4. Vendor Question: Can the Alt. Program Manager be an instructor?
Government Response: No.
