QUESTIONS AND RESPONSES

1. Will the contractor have access to the Headcount function of AFMIS? If not, how is the contractor to report actual meals served?

Answer: No. Government shall report headcount to contractor’s manager and to the COR. Contract Manager’s Office and

COR will validate.

2. We are not quite clear on Paragraph C.1.2 of the PWS. Could the Government clarify the following requirements:

a. What level of background and security clearance check does the Government desire? Is this a NAC?

Answer: SAC (Special Agency Check) shall be required for all contractor employees. NACI (National Agency Check with Inquiries) shall be required for the managers. Security clearances are not required. Government will conduct appropriate investigation based on level of employment. SAC (Special Agency Check ) consist of 10 point fingerprint check in FBI data base. NACI (National Agency Check with Inquiries) consists of Extended Background

Check.

b. The PWS does not require a headcount to be provided by the contractor. Will the Government order Headcount services?

Answer: Contractor shall not be required to provide headcount services.

c. Administration – Paragraph C.5.1.2 establishes administrative requirements. Will any personnel performing these services require clearances? If so, what level?

Answer: C.5.1.2 is revised; Security clearances are not required.

d. What level manager would require clearance? What sensitive information would they have access too?

Answer: None; security clearances are not required.

3. The Qualifications in paragraphs C.1.2.1 and C.1.2.2 seem to be excessive for a DFA services contract. For example, why would the Contract Manager have to have management experience in cafeteria style or multi-entrée operations? The same is true for the Quality Control Manager. Do we have a correct understanding of the required qualifications?

Answer: This is the Government’s requirement.

4. The PWS at paragraph C.1.2.7 requires health screenings/examinations upon initial employment and annually. TB Med 530 is provided as the standard. Our review of TB Med 530, paragraph 2-4 does not require this somewhat expensive examination. The TB Med 530 is very specific about exclusions and restrictions and their removal and reporting. Does the

Government want/desire this medical examination considering the cost?

Answer: C.1.2.7 remains; standards removed.

5. Could the Government provide a copy of ATZK-DI-3105-R-E?

Answer: Request for support form ATZK-DI-3105-R-E is deleted from the standard

(C.1.9) training? These are not normally associated with DFA Services.

Answer: C.1.8.3, C.1.8.4, C.1.8.5, and C.1.8.6 are deleted.

7. Para C.1.5, what requirements do DFA Services have in the opening or closing of facilities? Should there be a CLINS for these ordered services?

Answer: Contractor shall provide expanded cleaning services in cases of opening a Dining Facility that has been closed for an extensive period and will provide pre-closing services, i.e., emptying salt & pepper shaker, sugar container, etc. Expanded cleaning services is annotated on the price schedule.

8. Para C.1.12.1 and C.1.12.4, what dining facility, dining facility property or any GFP, subsistence or controlled forms or funds does the contractor have access to?

Answer: C.1.12.1 is revised to state: “The contractor shall safeguard all government property and forms provided for contractor use.”

C.1.12.4 Deleted and Reserved

11. C.1.12.5 Does the contractor has access to any cash collection funds in the DFA services requirements?

Answer: No.

12. What requirement does the contractor have for the installation management of utilities? This is normally a management function.

C.3.8 is deleted and “Reserved” is added.

C.3.9 is deleted and “Reserved” is added.

C.3.10 is deleted and “Reserved” is added.

25. Reference TE 2, we are confused by the language used to specify hours of operation. An example, Building 4061 opens for breakfast at 0730, the contractor must begin operations at 0530. The dinner meal closes at 1830; the contractor should close operation at 2030. This is a 15 hour day. However, the workload day gives a “shall not normally exceed 17 hours”. Does the Government want a cost for 17 or 15 hours? Could you please clarify the government’s intent for hours of operation?

Answer: Contractor responsibility begins two hours before and ends two hours after normal operation/serving period. A normal day on average is 15 hours but contractor must be prepared to perform extended hours if required.

b. The task order will specify the service level (headcount range). The contractor will only be paid up to that level.

How will increased headcount (and range) be processed? Page 16, Ordering Procedures at c (1) states contractor will only be paid for services authorized. For example:

i. Building 4061, CLINS 0004 AC is ordered. However, they fed at the 0004 AG (highest level). Will the contractor be paid for this higher range, keeping in mind the continuation of Essential Contractor service clause?

Answer: See Paragraph 4(c) on Page 16.

39. Para C,1.2.4 states that DFA Supervisors and Alternates names will be submitted upon contract award. It is our intent (if we are awarded the contract) to interview and possibly hire the incumbent's current DFA Supervisors and Alternates because we have determined in our company's history, that it is best to maintain continuity. In most cases, we find that it is difficult to interview these personnel prior to contract award. Is it possible to change this requirement to five (5) days after contract award?

Answer: Revised.

40. Para C.5.1.4.32 Light Fixtures This paragraph states that the Contractor will replace and/or clean all light bulbs. Is there not a height restriction, (i.e: 10-15 feet) at Fort Campbell for contract employees to perform this action?

However, para C.1.8.5 requires the contractor to provide headcount/cashier training, para C.1.2 requires the contractor to hire headcount/cashier personnel and there are several other mentions of headcount/cashier functions throughout the solicitation which appear to be associated with contractor responsibilities.

Answer: Personal Processing Requirements – deleted from the workload data.

62. Para C.4.9. Vehicles requires the contractor to use refrigerated vehicles to transport all perishable food items. However, there doesn’t appear to be any specific tasking in the solicitation that would require the contractor to transport food.

Question: Is the contractor required to transport perishable food items? If so, under what circumstances would the transporting of perishable food be required?

Answer: No. Paragraph C.4.9 has been deleted.

63. The Price Schedule requires the contractor to provide line item pricing for Building 6919. The Workload Data sheet is not provided for this building.

Will the government please provide the workload data required to accurately price the requirements for this building? Note:

Holidays. Which meal hours are to be used for developing staffing?

Answer: Technical Exhibit 2 shows estimates, however this may change.

68. CLIN 0007 is for Building 6919, but there was no TE-2 provided for this building. Can we please be provided the TE for this

Building?

Answer: See Question 63 above.

69. Page 16 of 46. Ordering Procedures for Task Orders, paragraph a.(4). It states “the contractor shall provide the Contracting

Officer’s Representative (COR) a report of actual meals daily.” This is a DFA Services contract and the contractor would not have access to the AFMIS system. Is the government giving the contractor access to AFMIS? If not how does the government expect the contract to accomplish this?

Answer: See Question 1 Above.

70. On the Price schedule for each option year on the last page the last sentence starts “Unit pricing only is required for this fa”

PWS Section I Paragraph C.1.2.7, states “The contractor shall provide health screenings/examinations of each employee upon initial employment and annually thereafter.” What level of health screenings/exams does the government want the contractor have their employees go through? To properly place a cost to this requirement the contractor has to know the specific requirement the government expects in this area.

Answer: TB tine test, Chest X-Rays, and urinalysis are all required on an annual basis.

76. We believe the following paragraphs apply to full food service not dining facility attendant services and feel they should be removed.

C.1.8.3 Marketing

C.1.8.4 Nutrition

C.1.8.5 Headcount/Cashier

C.1.8.6 Equipment Operator/Maintenance – except for any equipment that would be applicable to DFA only

C.1.12.1 Physical Security

C.1.12.3 Access to Facilities – This should only apply if contractor has facilities that they have for storage, office etc, the rest would be government controlled

C.1.4.26 Minor Maintenance and Repairs – This function should belong to the government who are the building custodians.

Answer: C.1.8.3 is deleted

Answer: C.1.8.4 is deleted

Answer: C.1.8.5 is deleted

Answer: C.1.8.6 is deleted

Answer: C.1.12.1 is deleted

Answer: C.5. 1.4.26 is revised

77. PWS paragraph C.1.16 states “Payment for pre-cleaning services will be at the rate established for CLIN “Pre-cleaning

Service” and only to the extent ordered and performed. We have not been able to find the stated CLIN will the Bid Schedule be revised to add this CLIN? On the pricing schedule we do not see a Pre-cleaning Services; we only see extended operations and expanded cleaning services. Will the Pre-cleaning services be added?

Answer: Statement is revised.

78. PWS paragraph C.1.17 Man-hour Report. This section requires a report listing all job classifications, the number of employees and total hours worked will be submitted to the KO each monthly. What is the basis for and intent of this requirement in connection with a performance based work statement?

Answer: Paragraph C.1.17 is deleted.

PWS paragraph C.1.12.5 describes cash deposits - We have recently been made aware of DFAS letter dated June 21, 2012, subject Contractors and the use of Over the Counter Application (OTCnet) Deposit Services. This letter appears to move the requirement of Contractor personnel making cash deposits, to a government function. Could we receive further clarification?

Answer: Paragraph C.1.12.5 is deleted.

82. We did not see in the contract where the government provides all expendable and durable supplies needed to perform this contract. Could we get clarification on this? Who will supply expendable and durable items such as the dishes, flat ware, coffee cups, glasses, etc?

Answer: See Question 27 Above.

83. Section I paragraph C..1.1 states “The contractor shall provide all resources to perform Dining Facility Attendant (DFA)

Services when applicable, at Fort Campbell, Kentucky, in accordance with the Army Food Service Program and applicable regulations and specifications and standards defined in this contract, except for government-furnished property and services.

In Section 3 Government-Furnished Property it appears that the function of detailed work in regards to government furnished property is the responsibility of the contract. Since this is a DFA contract doesn’t the primary responsibility for GFP belong to the government? We note that we have a small list of GFP in TE 3, and understand that would be the contractor’s responsibility. We request clarification in the entire area of government furnished property, so that we, the contractor have a clear understanding as to our responsibilities.

Answer: Section C.3 is revised.

84. Is the contractor responsible for all of the GFP in the dining facility even if the contractor is not on site in the middle of the night with Army?

Answer: No. Contractor will not be responsible for GFP at dining facilities other than lockable storage cabinet(s), lockers, and/or storage closet/room.

Answer: Paragraph C.3. is revised.

86. C.3.5.2 Contractor shall furnish all transportation required to accomplish turn-in. Could you please tell us what type of vehicle the current contactor uses for this purpose?

Answer: Not required. C.3.5.2. is revised.

87. C.3.9 Supplies The contractor shall purchase and maintain an inventory of expendable durable supplies adequate to sustain normal facility operation without delay. Could you please provide a list of the items, the usage and identify the TE that lists the items?

Answer: Paragraph C.3.9 is deleted.

88. C.3.11.1 Maintenance, Major Maintenance, repair, and replacement of GFP will remain the responsibility of the government with the exception of minor user level preventive. Contractor shall maintain equipment maintenance. So far all comments related to GFP have been very confusing. On the one hand this states GFP will remain the responsibility of the government, but then it states contractor shall maintain equipment maintenance. Could we get clarification in this very important area?

Answer: Paragraph C.3.11.1 is revised.

89. 89. C.3.11.2 AFMIS Training. AFMIS Training. The government will furnish initial training in the use of AFMIS to the

Contract Project Manager, Quality control supervisor(s) and each dining facility manager. What is this sentence referring to?

Since the contractor’s role in regards to the contract is limited, to non-existent, could we get clarification on this?

Answer: Paragraph C.3.11.2 is revised.

90. 90. C.4.9 Describes vehicles for the movement of transporting food, supplies, equipment, expendables, except for unit field feeding.
