09 August 2019 W91242-19-Q-0077 Questions and Answers
Q1: What is the incumbent contractor's name?
A1: Quality Staffing Solutions Inc DBA Quality Staffing Specialists
Q2: What is the incumbent contract number/amount?
A1: W91242-18-P-0060, awarded on 29 June 2018 in the amount of $132,570
Q3: What is the expected contract start date?
A3: 1 Sept 19
Q4: Is there currently incumbent staff in this position?
A4: Yes
Q5: Will the government accept a qualified candidate with different state licensure as long as said candidate can and will obtain NC licensure?
A5: Please reference 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS Addendum to 52.212-1; Technical proposal shall address how you intend to meet or exceed the scope of work as stated in the PWS. If you do not have a candidate with the licensure, this fact, along with your plan to rectify this technical piece of the PWS by the start date, will be taken into consideration during the evaluation. Note: This contract is also subject to 52.222-17 Non-displacement of Qualified Workers.
Q6: Are we to submit candidates for a Program Coordinator and a Lead Clinician? Do you require resumes for both positions with the proposal submission?
A6: The PWS is only for Lead Clinician; the title was inadvertently not updated prior to soliciting. If there is still a part of the solicitation that refers to "program coordinator", please advise specifically where. In terms of what to provide for the technical proposal, please refer to 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018) Addendum to 52.212-1: Limit your past performance/technical/price proposal to 15 pages. Technical proposal shall address how you intend to meet or exceed the scope of work as stated in the PWS. This contract is subject to 52.222-17 Non-displacement of Qualified Workers; however, contract award will not be made unless the Government has full confidence a qualified candidate is ready to begin performance immediately upon contract award.
Q7: The solicitation states that the Lead Clinician is responsible for five other clinicians and three case managers. Will the contract company that wins this award acquire all of these additional eight positions?
A7: The quantity of the clinicians/case managers may change over time due to those also being contracted positions, under a separate contract. This solicitation is not for those clinician and case manager positions; it is solely for the Lead Clinician role.
Q8: Is the Program Coordinator a full-time position?
A8: This is a performance based contract; the government does not dictate the number of FTEs; however, the contractor is responsible for providing acceptable performance of the full scope of work. Also, “Program Coordinator” is the incorrect title for the position; we will refer to the position as “Lead Clinician”.
Q9: Is the incumbent contract company eligible to bid on this opportunity?
A9: Yes
Q10: The Q&A posted on 1 Aug is not accessible and is showing an error when selected, can this be reposted?
A10: All questions and answers for this solicitation are included in this cumulative document. Older questions will be at the top of page 1.
Q11: Does the Lead Clinician candidate have to have security clearance prior to contract award?
A11: Reference PWS 1.4.7.3 and 1.4.7.4 (these sections have been updated with clarity on the topic). Updated PWS dated 9 Aug 19 is uploaded as an attachment to this solicitation.
Q12: Is the incumbent employee an option to keep onboard with the new contract?
A12: Yes.
Q13: If this is an SCA contract governed by Federal Wage Determination, please provide the occupation code and title.
A13: The Government reviewed the subject Wage Determination; the labor category similar to "Licensed Clinical Social Worker" is not listed. Please see attached the US Dept of Labor Prevailing Wage Resource Book – SCA Conformances, as well as your local DOL Wage and Hour Division Representative for direction surrounding this topic.
Q14: Will the Contractor need to attend the post award conference/period meetings in person (page 7)? Or can the contractor attend the meeting telephonically?
A14: Reference PWS 1.4.8 (this section has been updated with clarity on the topic). Updated PWS dated 9 Aug 19 is uploaded as an attachment to this solicitation.
Q15: How often are the periodic meetings (page 7)?
A15: Reference PWS 1.4.8 (this section has been updated with clarity on the topic). Updated PWS dated 9 Aug 19 is uploaded as an attachment to this solicitation.
Q16: Regarding the 24 Hour Helpline; is the Lead Clinician expected to be on-call 24 hours?
A16: Reference PWS 5.1.12 (this section has been updated with clarity on the topic). Updated PWS dated 9 Aug 19 is uploaded as an attachment to this solicitation.
