Labor Categories: Can the government confirm that the labor categories to support this effort are: Medical Records Technician and Medical Records Clerk?
That is correct.
Can the government verify/confirm that there is only 1 FTE per LCAT? We believe that it will take 7 FTE to support in whatever mix of the labor category provided.
However, the goal is to fulfill what is outlined in the PWS with whatever staffing you deem appropriate in terms of FTE and labor category out of the two provided.
Proposing too few without an adequate reasoning may deem you technically unacceptable given the anticipated workload as stated in the solicitation.
Pricing: Will the government provide a pricing template , to include the estimated billable hours per LCAT? No, we did not intend to provide that. The contract will be written in a lump sum for the entire period. It is the vendors responsibility to ensure the number of hours quoted provides sufficient support for the entire POP and maintain an appropriate level of service.
When does the government anticipate funding for this effort? Funding should be available by the time the solicitation closes.
Is there an incumbent performing this work; if so, can the government provide a contract number and the name of the incumbent Company? Summit Technology Cage 050V0 was the previous contract holder for some of the previous functions however this contract is slightly different.
Can the government confirm that the only requirements for submission include a Management Volume, not to exceed 4 pages and pricing template? That is correct.
Assuming funding is available, work is expected to start on June 11, 2018, correct? Yes.
The solicitation states that questions are due by May 30, 2018 and answers will be posted via FBO. However, the due date for the proposal is stated as June 1, 2018. Are these dates correct? Yes
If so, does that provide enough time to for firms who are responding to the RFP to get the answers to questions and make any necessary revisions? Would it be possible to extend the due date for RFP responses? The questions received will be reviewed and a determination will be made whether an extension is necessary.
Is the place of performance to be at any specific facility or at the contractor’s facility? It is at our facility.
There is mention of what would be provided in Paragraph 3.1 in Raleigh NC but it is written as if it is a single person set-up – not for the entire team? The entire team will work out of Raleigh, NC. When you read “the contractor” don’t think of that as a single entity but as the entire workforce you as the contractor are providing for meeting all the goals outlined in the PWS.
Is it expected that the Contract Manager and the Alternate Contract Manager to be full-time positions separate from the Medical Records Clerks and Medical Records Technicians or is it possible that one of the Medical Records Technicians could function as the Alternate Contract Manager? We don’t believe those to be fulltime positions and yes if that is how you want to function as one of the Clerks serving as an alternate that is your prerogative assuming it allows you to meet everything outline in the PWS.
Since there is training for MEDPROS provided, is the requirement for MEDPROS experience a hard requirement? Yes, the goal is not to have to train someone from scratch but incorporate them into how we use the system in our organization.
