Q&A #2 for W91242-18-R-0004

1. Will the government please provide the name, contract number AND task order(s) under which these services are currently being provided.

** Summit Technologies, Inc. (Cage 050V0) is the current contract holder for some of the previous functions however this requirement/contract is slightly different. W912JB-12-D-4001**

2. Are all positions currently filled or are there any vacancies?

** All positions currently filled **

3. Will the government consider selecting a more appropriate NAICS code including 541513 or 651611?

**No**

4. Technical Exhibit 2 does not include reference to the Quality Control Plan. Please update the exhibit to describe when the QCP is first required to be provided to the government.

** See amendment 001**

5. PWS 1.4.7 – Do Medical record Clerks have to have Bookkeeping/Accounting experience or is that requirement restricted to the Medical Record Technician?

** See amendment 001 for updated experience requirements**

6. PWS 1.4.8 – How would the government like to see offerors demonstrate OSHA & HIPAA compliance?

**HIPAA training will be completed prior to contractors receiving system accesses and COR will complete spot checks on compliance**

7. PWS 1.6 - What level FCL is required by the offeror? Will the gov’t provide a DD 254?

** FCL not required **

8. PWS 5.1.1 – Will the government please clarify this requirement? Is this requiring a SyS Admin? If not, will training be provided to successful awardee? Please clarify.

** Not system admin role/position. MEDPROS has regular updates and code changes throughout the system. The contractor is responsible in familiarizing themselves with these updates and code changes**

9. PWS 5.5.1 – Will employees have time post award to complete this training and gain access to the systems?

** See question #8, not applicable **

10. PWS 5.5.2 – This appears incomplete. Please clarify this requirement.

**MEDPROS has regular updates and code changes throughout the system. The contractor is responsible in familiarizing themselves with these updates and code changes**

11. Are the hours and records reflected in TE 3 describing annual requirements or total program POP estimated workloads?

**Annual estimated workload**

12. Please provide historical data for level of effort mapped to PWS. Without the information, there is no equal access to information and the incumbent contractor has an unfair advantage. In this LPTA RFP this is critical to level the playing field.

** There are currently 7 FTEs supporting the requirement; however the goal is to fulfill what is outlined in the PWS with whatever staffing you deem appropriate in terms of FTE and labor category of the two provided. Proposing too few without an adequate reasoning may deem you technically unacceptable given the anticipated workload as stated in the solicitation. **

13. In order to meet SCA WD requirement, please provide the dates of service for each of the employees by PWS.

Incumbent #1: 6 years Incumbent #2: 4 years, 7 months Incumbent #3: 11 months Incumbent #4: 9 months Incumbent #5: 8 years, 5 months Incumbent #6: 1 year, 2 months Incumbent #7: 7 years

** SF 1449 is not allowed with a combined synopsis/solicitation. Block 10 however refers to the NAICS code, size standard, and small business set-aside. Page 1 of the combined synopsis/solicitation provides this information **

23. PWS 1.4.6 states that “Contractor travel is estimated to be twice per year per individual. Funding is provided as a Not to Exceed (NTE) contract line item on the contract and contractor will be reimbursed in accordance with Joint Force Travel Regulations”, however there is no Contract Line Item (CLIN) shown in Section B (Supplies or Services and Prices) for such travel. Will this be amended?

** A travel CLIN will be added to the contract award**

PWS 1.5.7 states that “All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment”, however, Technical Exhibit 2 (Deliverables Schedule) requires that these requirements be met “within 1 day of period of performance start”.
