About this file

This solicitation is seeking proposals for a Programmatic Environmental Assessment with Air Quality and Noise Analysis to be conducted at Hill Air Force Base in Utah. Key details include:

  • The selected contractor will conduct noise and air quality modeling and develop a Preliminary Draft Environmental Assessment. Technical capability, mission capability, past performance, and cost/price will be evaluated. Proposals are due by March 30, 2022. The award will be a firm-fixed price purchase order issued by the U.S. Army Corps of Engineers Sacramento District. The solicitation incorporates FAR and DFARS provisions through September 2022. Questions must be submitted by March 25 and the agency point of contact is Joseph Warby.

The document provides additional clarification requested by potential offerors on preparation of responses to evaluation criteria and whether bidders can submit technical assumptions in addition to fixed prices. It also includes the current Range Management Plan and details that modeling input data will be obtained via interviews rather than a complete government data package. A one-week extension to the proposal due date was granted.

Text version

Evaluation factors for proposals were provided in the solicitation, but besides the requirements for a cover sheet no specific proposal instructions were provided. Are there any specific instructions to offerors such as separate technical and price proposal volumes, page and font size limitations for submittals, number of relevant project descriptions and CPARS/PPQs for past performance, key personnel resumes, etc.?

This RFQ is a Commercial Acquisition and will follow Simplified Acquisition Procedures. As such the RFQ’s provided should be commensurate with the size of the acquisition. At this time there is no limit or specific format other than the format required by FAR Clause 52.212-1 Instruction to Offerors-Commercial Products and Commercial Services.

The Performance Work Statement provided with the solicitation does not include a task to prepare and submit a Description of Proposed Action and Alternatives (DOPAA). Typically if AFCEC CZN and JAO need to participate in the NEPA process, they will require a separate DOPAA to review and approve prior to the development of the Preliminary Draft EA. Will Hill AFB or AFMC provide the contractor a stabilized DOPAA to use for developing the noise and air quality modeling and to use to develop the Preliminary Draft EA? If not, is the Contractor responsible for developing and submitting the DOPAA?

DOPPA is now available as part of the posted Solicitation.

If possible, please provide further instructions on preparation of responses to the evaluation criteria listed on page 41 of the PWS (i.e., Technical Capability, Mission Capability, Past Performance, Cost/Price).

Please refer to the posted DOPPA

Will a complete modeling input data package be provided by the government at the time of award, or will the contractor have to obtain the information via interviews, meetings, etc.?
