Question 1: The SF1442 states that this is a competitive 8a acquisition. Is it open to 8a contractors nationwide or is it restricted to those within a geographical region?

Answer 1: It is open to all 8(a) contractors.

Question 2: Amendment 1 was issued through FBO on 11/9/16, at least that is how the document showed up on FBO. It looks to be just a re-issue of the solicitation though with no attached SF-30. Is this technically Amendment 1 and if so, will a SF-30 be issued, or was this meant to be strictly a re-issue of the solicitation?

Answer 2: The initial SF1442 was a draft solicitation, the amendment in FBO is the released SF1442 thus an SF30 was not required.

Question 3: In part 6.2.1.4. it states that in the case of a Mentor/Protégé the arrangement has to be approved by the Contracting Officer. If we already possess an SBA approved 8a M/P agreement and a SBA approved JV agreement, and can provide those documents does the arrangement still need to be approved by the Contracting Officer? If so, do we just submit these 2 previously mentioned documents for review?

Answer 3: Yes, and please submit the two mentioned documents with your proposal.

Question 4: Please clarify why there is a 913 day completion term on this project. This seems to be excessive amount of time to complete this project. is there some outstanding reason that is not apparent in the documents that the Government is setting such a long completion time for this project?

Answer 4: This is the amount of time that was established during the design phase of the project.

Question 5: The solicitation contains the following requirement: "The Offeror and key subcontractor(s) (if being proposed) may submit no more than twelve (12) project examples to demonstrate the type/scope key features of work and complexity attributes identified in in the Evaluation Criteria." Along with the earlier question, can the Government confirm twelve (12) is the total number of projects that may be submitted, regardless of whether they represent the Offeror or proposed subcontractors' experience?

Answer 5: The Government confirms no more than twelve (12) project examples combined offeror and proposed subcontractor.

Question 6: The solicitation here identifies "Gatehouse or similar structure" as one of the "Type/Scope" of projects required for relavent experience. In a later sentence in this section, there is the following statement: "If the Offeror plans to self-perform any of the above key features of work, then the Offeror must demonstrate having self-performed this type of work on their example projects." For the purposes of this proposal, as it applies to "Gatehouse or similar structure", is the Offeror's experience as a prime contractor on "Gatehouse or similar structure(s)" acceptable to establish the required experience?

Answer 6: As it applies to "Gatehouse or similar structure" the offeror's experience as a prime contractor is acceptable to establish required experience.

Question 7: Tab C - Factor 2 - Past Performance, Submission Requirements, 6.3.1.2 "The Offeror and key subcontractor(s) (if being proposed) shall each submit a Past Performance Questionnaire f or each of their example projects submitted under Factor 1 - Specialized Experience in order for the Government to obtain those clients' observations on the Offeror's and key subcontractor(s)' past performance.

Question: Is it acceptable to submit previously completed government evaluations (i.e. CCASS or CPARS evaluations) in lieu of the Past Performance Questionnaire?

Answer 7: No, the requirement is to submit a Past Performance Questionnaire. If the Offeror or key subcontractor(s) is unable to obtain a completed PPQ from a client for a project, they shall at a minimum complete blocks 1-6 of the PPQ and submit it with the proposal.

Question 8: The solicitation contains the following requirement: "The Offeror and key subcontractor(s) (if being proposed) each (emphasis added) shall submit three (3) project examples for each key feature of work identified in paragraphs a. thru d. above." Is it the Government's intent that the Offeror and any key subcontractor both need to submit 3 projects? It appears the inclusion of the word "each" may be in error, if the Government's intent is to allow key subcontractors to bring the required experience to the Offeror's team.

Answer 8: The requirement is for the entity (i.e., Offeror or Key Subcontractor) who will be performing the key feature of work to submit three example projects to demonstrate their experience with this type of work.
