Lynnhaven –

1. SECTION 01 57 20: Page 6 and 7, delete sub-paragraph 1.7.1j and substitute therefore the following new subparagraph:

“j. An erosion and sediment control plan which identifies the type and location of the erosion and sediment controls to be provided. The plan must include monitoring and reporting requirements to assure that the control measures are in compliance with the erosion and sediment control plan, Federal, State, and local laws and regulations.”

2. SECTION 01 57 30: After the last page of the SECTION, delete the Environmental Permits in their entirety and substitute therefore the attached new Environmental Permits.

3. SECTION 01 60 00: Delete this SECTION in its’ entirety. At any locations referencing this SECTION insert “ This SECTION not used.”

4. SECTION 35 20 23:

a. Page 4, paragraph 3.1.1, at the end of the paragraph, change the referenced dredging and required placement area locations in their entirety and substitute therefore the following:

(a) Entrance Channel - Cape Henry Beach Placement Area

(b) Mooring and Turning Basin - Cape Henry Beach Placement Area

(c) Long Creek Side Channel - Cape Henry Beach Placement Area

(d) Channel to Broad Bay Sta. 0+00 to 93+50 – Maple Street Upland Placement Area

(e) Channel to Broad Bay 93+50 to 164+59 - Cape Henry Beach Placement Area

b. Page 4 and 5, delete paragraph 3.1.2 in its’ entirety and substitute therefore the following new paragraphs:

“3.1.2 Government Furnished Upland Placement Area

“The interior and exterior of the placement area, dikes, spill boxes and associated piping are expected to be adequate for the placement of dredged material, except as specified otherwise below. The Contractor is responsible to insure all portions of the placement area, dikes, drainage piping and spill boxes are adequate and in proper working order before commencement of placement operations. The alignment of the dike, along with a typical section view showing existing and required finished horizontal details of the dike construction, are indicated on the drawings. The Contractor shall excavate materials to the maximum extent practical from the South cell of the placement area for the finished dike construction. The required dike shall be constructed to a minimum height elevation of +14.0 feet MLLW and the entire placement area blade-graded smooth to allow positive drainage to the spill box. Dike height elevations above the +14.0 feet MLLW are acceptable. Placement area construction shall be conducted in such a manner as to avoid damage to trees and other natural features outside the diked area, with due regard to the safety of employees and others, and in compliance with EM 385-1-1. Backfilling adjacent to spillbox and drainage piping shall be performed such that materials are placed and compacted uniformly in a manner as to prevent wedging action or eccentric loading upon or against the structure. Slopes bounding or within areas to be backfilled shall be stepped or serrated to prevent sliding of the fill. Diversion ditches, dikes, and grading shall be provided and maintained as necessary during construction. Excavated slopes and backfill surfaces shall be protected to prevent erosion and sloughing. Excavation shall be performed so that the site and the area immediately surrounding the site and affecting operations at the site shall be continually and effectively drained. During backfilling operations and in the formation of dikes, equipment that will overload the structure in passing over and compacting these fills shall not be used. A walkway shall be constructed from the +14.0 feet elevation on the finished dike to the spill box at the location as indicated. The walkway shall be constructed with pressure treated wood or other materials approved by the Contracting Officer in writing. Walkway shall be treated in accordance with American Wood Preservers Institute Standard (AWPA) C2 with waterborne preservatives listed in AWPA P5 to a retention level recommended for water contact use. The walkway shall be framed and braced to provide safe access to the spill box. The walkway shall have a minimum deck width of 4 feet and have well made continuous hand rails on both sides of the walkway deck. At the terminus of the walkway and the spill box a stepladder shall be constructed on both sides from the deck to the ground. The contractor shall be responsible for the design and construction of the walkway, specifically including the framing, bracing, and sufficient footings. All work shall meet the requirements of the Life Safety Code, EM 385-1-1 and OSHA regulations governing location and use. The Contractor shall replace all weir boards (minimum of four for this contract), make corrections to the existing dikes, clear debris from spill box and piping, provide access walkway and weir boards, and all other work to prepare the placement area for dredged material placement is the Contractor's responsibility and shall be provided as part of the Contractor's mobilization expenses. Any required repairs to the spill box or drainage piping not otherwise specified will be considered a differing site condition and paid for in accordance with the “CHANGES” CLAUSE.

All materials repaired or replaced shall be in sizes and type to match existing as approved by the Contracting Officer. All trash and debris shall be removed and disposed in approved landfills at the Contractor's expense. Prior to commencing dredging operations, the weir boards shall be set at a height to assure a minimum ponding depth within the placement area of two feet measured at the spill box.

Additionally, for the duration of the contract the Contractor shall be responsible to maintain the placement area dikes and operate the spillbox by keeping spillway weirs at the correct level and free of trash and debris at all times to maintain:

(1) the minimum required ponding level;

(2) specified freeboard; and

(3) specified effluent and other water-quality standards.”

c. Page 5, paragraph 3.1.4, insert as the first sentence of the paragraph the following: “The discharge pipe and associated plant and equipment shall not be placed on the beach West of Jade Street. The Contractor shall insure employee work practices do not encroach upon properties West of Jade Street.”

Contractors are strongly advised to bid the solicitation, specifications, and plans as posted unless changed via an Amendment.
