PACIFIC BASED TRAINING EXERCISE
QUESTIONS & ANSWERS
19 May 2017
Q1) The PWS states in task 1.0 that at least three CSTs, backfill members from mainland CSTs, and some local, federal, and military partners may participate. Does the government know how many participants will be involved in the exercise?
RESPONSE: There will be three (3) CSTs, 11 State Agencies, and 6 Federal Agencies participating.
Q2) The PWS states in task 1.0 that local, federal, and military partners may participate. Does the government has a list of participating partners?
RESPONSE: See answer to question 1.
Q3) Will the CSTs provide any of their own controllers or evaluators for the exercise?
RESPONSE: Yes.
Q4) Will the local, federal, and military partners provide any of their own controllers or evaluators for the exercise?
RESPONSE: They may, but do not assume that they will.
Q5) The PWS states in task 2.1 that the scenarios must include “elaborate chemical, biological, and home-made explosive clandestine labs or processes”. Can you provide more specifics on how “elaborate” this is intended to be?
RESPONSE: All chemical/Biological/Radiological/Homemade explosives labs will be elaborate enough to test all CST issued detection equipment.
Q6) The PWS states in task 2.1 that the scenarios must include “elaborate and realistic radiological scenarios”.
Can you provide more specifics on how “elaborate” this is intended to be?
RESPONSE: See answer to question 5. All radiological sources used will not be in the form of “check sources” with low yield. Necessary coordination with the likes of RAP or DNDO must be conducted in order to provide isotopes strong enough to allow the CST’s detection equipment to be tested.
Q7) The PWS states in task 2.2 that the contractor will provide staff to act as role players and identifies at least six potential roles. Does the government require a dedicated role player for each of the identified roles or could a single actor role play all roles?
RESPONSE: The contractor must provide individuals to fulfill every role player outlined in the SOW.
Q8) How many role players, including role playing victims, will be required for the exercise?
W911YU-17-T-1002 QUESTIONS & ANSWERS
RESPONSE: See answer to question 7. Role playing victims will include, at a minimum, 5 personnel dressed with necessary moulage.
Q9) The PWS states in task 8.4 that the contractor will provide the suitable number of staff needed to prepare all target sites and facilitate the 36-hour exercise. Can the government share the number of staff required to support solicitation W911YU-17-T-1001 which had a nearly identical PWS?
RESPONSE: The Government will only provide the Exercise Director who is qualified as a Master Exercise Practitioner (MEP).
Q10) The PWS states in task 6.0 that the government will provide all training facilities/classrooms required outside of the scenario at no cost to the contractor. Will the contractor have to lease additional space or if the government provided space adequate to support exercise play and target sites?
RESPONSE: The Government will provide venues for planning meetings and AAR only. Target/venue sites will be acquired by the Contractor.
Q11) The PWS states in task 3.0 that the contractor will ensure locations/buildings meet the requirements for target location, vehicle footprint, communications equipment, egress, and functioning utilities and in task 3.1 states that the contractor will acquire all target venues. But it also states in task 6.0 that the government will provide all training facilities/classrooms required outside of the scenario at no cost to the contractor. What specifically will the contractor be required to provide?
RESPONSE: See answer to question 10.
Q12) The deliverable listed in task 5.1 is a scenario summary no later than ten days prior to exercise execution.
That is May 29. Does the government want to provide input to the scenario or is it entirely incumbent for the contractor to develop the entire scenario with no government input?
RESPONSE: It is incumbent for the contractor to develop the entire scenario and approved by the Exercise Director.
Q13) When does the government anticipate awarding this contract?
RESPONSE: As soon as possible.
Q14) Task 3.1 states that the contractor must possess the ability to transport HAZMAT, or contract for said services. Task 2.1 states that the contractor must utilize controlled isotopes that will test radiological detection equipment beyond check/button sources. Has the government already coordinated with another government partner, like the Department of Energy (DOE) Radiological Assistance Program (RAP) or the Domestic Nuclear Detection Office (DNDO), to provide radiological sources?
RESPONSE: No, the Government has not made any coordination at this time.
Q15) Task 3.1 states that the contractor must possess the ability to transport HAZMAT, or contract for said services. Task 2.1 states that the contractor must utilize controlled isotopes that will test radiological detection equipment beyond check/button sources. Does the government anticipate coordinating with another government entity, like the Department of Energy (DOE) Radiological Assistance Program (RAP) or the Domestic Nuclear Detection Office (DNDO), to provide radiological sources?
W911YU-17-T-1002 QUESTIONS & ANSWERS

Q16) Is there a template or preferred format for the price proposal?
RESPONSE: No, refer to paragraph C of the solicitation for the requirements of the price proposal.
Q17) Is this a Firm Fixed Price or Time and Materials contract?
RESPONSE: The government anticipates entering into a firm-fixed price contract.
Q18) What planning meetings have already occurred for this exercise?
RESPONSE: The government has conducted an initial and mid-planning meeting thus far.
Q19) If planning meetings have already occurred for this exercise, has there been a contractor involved in the exercise planning process thus far?
RESPONSE: No.
Q20) If exercise planning meetings have occurred, can documentation from those meetings be shared with prospective bidders?
