INVITATION FOR BID (IFB)
BASICS
• In the invitation for bid (IFB), FAR Part 14, process, a public bid opening occurs when the bids are due and the prices are read to the public
– There will be no discussion
– No correction of mistakes in most cases
– Award is always to the low, responsive, responsible bidder
BASIS FOR AWARD
• FAR 14.101(e) After bids are publicly opened, an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.
• Must bid all items
• A bidder is determined to be responsible in accordance with FAR 9.104
WHAT IS THE CONTRACT
PERIOD?
Construction period is 150 calendar days after receiving the Notice to
Proceed.
This does not mean you have to take the entire period if the work can be accomplished in a shorter schedule.

Firm Fixed Price The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:
http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government Fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2014. Contractors may direct questions to the help desk at: http://www.ecmra.mil.

-Send to address in Block 7 of SF 1442 -Hand Carried Bids
- Deliver to address in Block 7, SF 1442 prior to bid due date
- Deliver to place of bid opening if hand carrying and attending the bid opening (125th FW, Bldg. 1006, LRS Class Room)
Mark the front of the envelope with, “Bid No. W911YN-17-B- 1000”, Name and Address of Bidder -Due Date/Time: September 11, 2018, 10:30 AM Eastern (subject to change through Amendment)
WHAT TO EXPECT AT
OPENING
• Official Time based on www.time.gov, bid opening officer (BOO) will announce exact time bids are due and that no more bids will be accepted
• Bids are opened and read out loud with no comment on responsiveness (FAR 14.301) of bids, and recorded
• BOO opens Government estimate, records
• Abstract will be certified and posted to www.fbo.gov as soon as practical. Low bidder determined in accordance with DFARS 252.236-7007 http://www.time.gov/ http://www.fbo.gov/
