FY18 Poe & MacArthur Locks Stoplog Lifting Assemblies

PART 2 PRODUCTS

2.1 RECYCLED/RECOVERED MATERIALS

Government procurement policy is to acquire, in a cost effective manner, items containing the highest percentage of recycled and recovered materials practicable consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing suppliers' employees to undue hazards from the recovered materials. The Environmental Protection Agency (EPA) has designated certain items which must contain a specified percent range of recovered or recycled materials. EPA designated products specified in this contract comply with the stated policy and with the EPA guidelines. The Contractor shall make all reasonable efforts to use recycled and recovered materials in providing the EPA designated products and in otherwise utilizing recycled and recovered materials in the execution of the work.

PART 3 EXECUTION

3.1 FABRICATION PLANT REQUIREMENTS

The fabricating plant shall be certified under the AISC Quality Certification Program for the Major Steel Bridges (CBR) category with Fracture Critical endorsement (F) according to the requirements of Section 05 05 60 STOPLOG LIFTING BEAM FABRICATION, paragraph "QUALIFICATION OF

STRUCTURAL STEEL FABRICATOR".

3.2 STORAGE AND HANDLING

The lifting beam, and lifting beam components shall be protected from rust, dirt, grit, and foreign matter. If the lifting beam is to be stored in an equipment yard, measures shall be taken to protect it from damage. Any damage sustained prior to delivery shall be repaired by the Contractor at no cost to the Government.

The lifting beam shall be stored so water drains and does not collect in compartments formed by structural members.

3.3 SCHEDULING

3.3.1 General

It shall be the responsibility of the Contractor to schedule and execute the work, incorporating the necessary requirements set forth in these specifications. The Contractor shall develop and submit a schedule in accordance with the following items:

(a) The Contractor shall, within five work days after receipt NTP or another period of time determined by the Contracting Officer, prepare and submit to the Contracting Officer for approval three copies of a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period.

SECTION 01 00 00 Page 4

(b) Evidence that the Contractor has started procurement of materials and other preparatory work will satisfy the requirement that work commence within ten (10) calendar days after receipt of Notice to Proceed.

(c) On a weekly basis, or as directed by the Contracting Officer, the Contractor shall enter the actual progress on the chart, and upon doing so shall immediately deliver three copies of the annotated schedule to the Contracting Officer. If, in the opinion of the Contracting Officer, the Contractor falls behind the approved schedule, the Contractor shall take steps necessary to improve its progress, including those that may be required by the Contracting Officer, without additional cost to the Government. In this circumstance, the Contracting Officer may require the Contractor to increase the number of shifts, overtime operations, days of work, and to submit for approval any supplementary schedule or schedules in chart form as the Contracting Officer deems necessary to demonstrate how the approved rate of progress will be regained.

(d) Failure of the Contractor to comply with the approved schedule, as stated above, shall be grounds for a determination by the Contracting Officer that the Contractor is not prosecuting the work with sufficient diligence to ensure completion within the time specified in the contract. Upon making this determination, the Contracting Officer may terminate the Contractor's right to proceed with the work, or any separable part of it, in accordance with the default terms of this contract.

3.3.2 Acceptance, Delivery, & Payment

This Contract is for fabrication and delivery of the stoplog lifting beam.

All cost associated with the lifting beam shall be included in the base task order, including delivery to the Soo Area Office. The lifting beam shall be ready for inspection at the fabrication facility within 200 calendar days after award of contract.

Delivery drawings providing descriptions of delivery methods for the completed lifting beam, including details for support during shipment to prevent distortion or other damages, and orientation and location on transport barge or truck shall be submitted 30 calendar days prior to scheduled delivery.

3.3.2.1 Inspection Schedule

The Contractor shall allow for one Government site visit during fabrication to inspect progress and the Contractors quality control plan implementation.

The Contractor shall allow for one additional site visit by the Government for final acceptance prior to delivery. Site visits shall be scheduled at least 14 calendar days in advance with the Contracting Officer.

3.3.2.2 Delivery

The Contractor shall deliver the completed stoplog lifting beam within 30 calendar days of Government inspection and acceptance at the fabrication facility. Delivery dates may be adjusted with mutual agreement of the Contractor and Government.

SECTION 01 00 00 Page 5 performing all operations necessary for fabrication and delivery of the stoplog lifting beam as shown and specified. The contractor shall demonstrate that all components of the lifting beam function properly prior to acceptance at the Contractors fabrication site. All incidental costs shall be included in the line item to which it pertains. Payment shall be made upon successful fabrication and timely delivery of the undamaged lifting beam as defined in the specifications. The Contractor is responsible for storing and protection of the lifting beam until final delivery. The Contractor is responsible for repair of any damages (paint or structural) to the lifting beam at no cost to the Government until final delivery and acceptance. Partial payments will not be made for the stoplog lifting beam. 100% payment shall be paid upon successful and timely delivery of the undamaged lifting beam to the Government at the Soo Area Office, Sault Sainte Marie, MI.

1.3.1 Weld Tracking Log Template

Submit for approval a weld tracking log template, a minimum of 30 calendar days prior to commencement of fabrication, to identify all necessary components to be addressed in the tracking of all welds for the structures in question. A weld-tracking log will be developed and maintained as described in the following paragraphs.

1.3.2 Weld Tracking Log

Submit a log capable of individually identifying and tracking every weld on the project. Member identification shall follow the numbering scheme shown on the shop drawings. The log shall include the member to be welded, member type (FCM and Non-FCM), type of weld including temporary and tack welds, welding position, applicable WPS reference, AWS joint preparation designation, name or stamping designation of welder, welding operator or tacker, date and time of completion of welding and/or tacking, name and date of CWI visual inspection, NDT testing performed, including the type of inspection, date(s) of inspection, inspector name, and the acceptance criteria used, description of defects found and reason for non-compliance, corrective action taken, or whether the weld is acceptable. Weld identification on the shop drawing shall match weld tracking log identification. A completed log shall be bound together for each structure and two copies shall be submitted to the Contracting Officer immediately upon completion of the fabrication of each structure. Draft copies of NDT testing shall be furnished to the Contracting Officer upon request and shall be available on the shop floor during any inspection.

1.3.3 Welding Procedure Specifications (WPS)

Submit a Welding Procedure Specification (WPS), with attached PQR and supporting test documentation on forms similar or equivalent to the sample forms in AWS D1.5M/D1.5 , Annex III, for each weld, including prequalified welds, in accordance with paragraph Welded Connections approved before fabrication is commenced. Welding Procedure Specifications shall be individually identified and shall be referenced on the shop drawings. In case of conflict between this specification and AWS D1.5M/D1.5 as applicable, this specification governs.

1.3.4 Fracture Critical Members (FCM)

FCM are shown on the Contract Drawings and include all attachments and connections to these members as defined in AWS D1.5M/D1.5 . All materials to be welded shall be ASTM A709/A709M , grade as specified or shown on the drawings, using killed fine-grain mill practice, unless otherwise shown or specified. Mill repairs of base metal are prohibited. Toughness shall meet the requirements of ASTM A709/A709M , Table 11, for Zone 2, unless otherwise indicated or specified. All materials used for the construction of fracture critical components shall meet the requirements of section 10 of ASTM A709/A709M and shall include mill certification showing that the material meets the necessary toughness requirements. Welding for fracture critical members shall meet all requirements of AWS D1.5M/D1.5 Section 12, including:

1.3.4.1 Welding Processes

All procedures shall be qualified as required.
