SCOPE OF WORK

The scope of the project includes, but is not limited to, the fabrication and installation of new embedded gate anchorages behind the existing embedded gate anchorages and the connection to the lock gate leaf at the MacArthur Lock which is part of the Soo Locks Complex in Sault Ste. Marie, Michigan. The Mac Lock is 80 feet wide by 800 feet long navigation lock which allows vessels to safely transit the 21 foot in drop in water elevation between Lake Superior and the lower Great Lakes. The scope includes the fabrication and installation of new primary and secondary embedded anchorages at Gates 2 and 5. The embedded gate anchorages distribute the top reaction of the leaf into the concrete lock wall. Each gate leaf is supported by two embedded anchorages, a primary and secondary embedded anchorage. The embedded anchorages are positioned adjacent to the top of the gate leaf, below the surface of the concrete lock wall.

Installation will require removal of concrete to install steel anchorage frames, drilling of concrete cores to accommodate concrete anchor rods, installation of steel anchorage frames and tensioned concrete anchor rods, and placement of new concrete. The contract will also include fabrication of steel embedded anchorage frames and anchor rods. Fabricated elements will consist of fracture critical members and applicable steel specifications. The top of the existing embedded anchorage will be removed to accommodate the connection of the new embedded anchorage to the existing gate leaf, the bottom portion of the existing embedded anchorage shall be abandoned in place. Contract award is expected in summer 2017. Steel fabrication shall begin in summer 2017. Concrete removal shall begin in summer/fall 2017, and placement of components of the new embedded anchorages will be allowed during the navigation season (01 May - 14 December 2017). The final installation of the embedded anchorages and connection to the existing gate leaf shall be completed during the Soo Locks winter shutdown period of 21 December - 30 April 2017. Weather conditions during the winter shut down at the Soo Locks are very harsh with low temperatures, heavy snow, and high winds.

Proposals shall contain only data essential for evaluation of proposals to expedite both the RFP preparation and evaluation. Data submitted must reflect the Offeror’s interpretation of criteria contained in the RFP. Proposals are to be on 8-1/2 x 11-inch paper, to the maximum extent practicable, and submitted in standard letter (8-1/2 x 11-inch) hardback loose-leaf binders. Proposal presentation shall be in a manner which allows it to “STAND ALONE” without need for evaluators to reference other documents. It is allowable to combine arrangements, layout plans, and notes on single sheets in order to simplify presentation, so long as there is maintenance of clarity. Elaborate brochures or other presentation materials beyond those sufficient to present complete and effective responses are unnecessary and may give the appearance of an Offeror’s lack of cost-consciousness. Elaborate artwork, expensive paper and bindings, and expensive/extensive visual and other presentation aids are neither necessary nor wanted.

2.4 Penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001.

2.5 Marking Proposals - Identifying Proprietary Technical Data & Privileged or Confidential Commercial or Financial Data: To protect trade secrets, privileged or confidential commercial or financial information incorporated in the proposal, each page, including each line or paragraph thereof, containing such information must be specifically marked to identify such data and the cover sheet must be marked with the following notice:

2.6 The restriction does not limit the Government’s right to use or disclose data obtained without restriction from any source, including the Offeror, and references to the aforementioned notice should be placed on each page to which the notice applies. The Government assumes no liability for disclosure or use of unmarked data and may use or disclose such data for any purpose.

This section must include a list including all items in excess of the minimum RFP requirements, and, if required to submit a Final Proposal.

Revision, all changes made to their original proposal that exceed RFP minimum requirements. Such items exceeding RFP requirements must include specific explanations concerning their nature, as well as why the Offeror thinks that they are necessary or appropriate;

3 SELECTION PROCEDURES

3.1 Technical Evaluation: There will be an evaluation of technical proposals for conformance with the minimum RFP criteria to determine if the proposal is technically acceptable. While there is intent to keep the Offeror’s pre-award proposal effort to a minimum, proposals must provide adequate detail for evaluators to determine if the proposal is technically acceptable.

3.2 There will be an evaluation of all technical proposals by a Source Selection Evaluation Board (SSEB).

The SSEB’s duty is the assignment of a fair, unbiased technical rating for each proposal based solely on the merits of the proposal. Proposals that do not conform to the terms and conditions contained in the RFP or those that include stipulations or qualifying conditions unacceptable to the Government are not eligible for award. There will be no consideration of pricing data during the technical evaluation.

3.3 Selection without Discussions: It is the intent of the Government to make selections based upon initial offers, without further discussions or additional information. Therefore, submit your proposal on the most favorable terms from a price and technical standpoint. Do not assume you will have an opportunity to clarify, discuss or revise your proposal. If selections are not possible from initial offers, discussions will be conducted as follows:

3.4 Competitive Range: The Contracting Officer may establish a competitive range comprised of all of the highest rated technical proposals. The range may be further reduced for purposes of efficiency, i.e., the Contracting Officer determines that the number of most highly rated proposals that might otherwise be included in the competitive range exceeds the number at which an efficient competition can be conducted.

3.5 Discussions: The Government intends to make a selection without discussions. However, there may be written or oral (i.e., telephonic) discussions with all Offerors in the competitive range. As a result, Offerors may be asked to revise their initial offers. If an Offeror's proposal is eliminated or otherwise removed from the competitive range during discussions, further revisions to that Offeror's proposal will neither be accepted nor considered. Discussions will culminate in a request for Final Proposal Revisions, the date and time of which will be common to all Offerors.

3.6 After discussions and the subsequent receipt of final proposal revisions, the SSEB will evaluate supplemental information provided by offers, adjust previously assigned technical ratings, and provide a recommendation to the Contracting Officer. The Contracting Officer will consider the SSEB’s findings and perform a best- value analysis.

4 DEBRIEFINGS

Post-award: In accordance with FAR 15.506, Unsuccessful Offerors may request a post-award debriefing within three (3) days after the date on which the Offeror received notification of contract award. There will be no point-by-point comparisons with other Offerors’ proposals and debriefings will not reveal any information that is not releasable under the Freedom of Information Act (FOIA).

5 EVALUATION CRITERIA

5.1 Factor 1 and Factor 2 will be evaluated using a Combined Technical/Risk Rating. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, significant weaknesses, uncertainties, and deficiencies in determining technical ratings. Combined technical/risk evaluations shall utilize the combined technical/risk ratings listed in Table 3 shown below:

Combined Technical/Risk Ratings Method Color Rating Description Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Red Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.

5.2 Factor 3, will be evaluated using the Past Performance Relevancy Ratings and the Performance

Confidence Assessments shown below:

Past Performance Relevancy Ratings Adjectival Rating Description Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Performance Confidence Assessments Rating Method

Substantial Confidence Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.

Satisfactory Confidence Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

5.3 Factor 5 and Factor 6, will be evaluated using the Small Business Acceptable/Unacceptable definitions shown below:

Small Business Acceptable/Unacceptable Ratings

Acceptable Proposal indicates an adequate approach and understanding of small business objectives.

Unacceptable Proposal does not meet small business objectives.

5.4 The Offeror’s conformance with the specified format and submission requirements will be considered during the technical evaluation. Material omission(s) may cause the technical proposal to be rejected as unacceptable.

5.5 The Offeror’s adherence to prescribed page and formatting limitations prescribed will be strictly adhered to and enforced. Information submitted which exceeds the specified limit will NOT be evaluated. For example, the Government will not evaluate excess information. If four pages are submitted in response to an item with a three page limitation, the information of the fourth page will not be evaluated.

5.6 Proposals will be reviewed for compliance with the technical specifications. Non-compliance with the technical specifications will be considered a deficiency and an Unacceptable rating will be assigned.

5.7 Order of Importance

6.1 FACTOR 1: TECHNICAL CAPABILITY (EXPERIENCE AND ORGANIZATION)

The Experience and Organization evaluation will consider such things as an Offeror’s previous relevant experience with similar projects, the qualifications and organization of key team members, and other considerations as described in the sub-factors and elements. If the Offeror does not assume all roles in this contract, then the Offeror must clearly demonstrate that its major subcontractors have the relevant technical experience for the role they are assuming of the scope and complexity required in the Specifications. The sub-factors are described below:

6.1.1 SUBFACTOR 1: RELEVANT EXPERIENCE IN KEY CONSTRUCTION AREAS

Submittal for Evaluation:

If the prime contractor proposes self-performing the onsite construction, ensure the proposal is clear which work the Offeror will be performing. If the prime contractor proposes to subcontract some or all of the onsite construction the Offeror must submit a Letter of Commitment from the subcontractor with the proposal.

The Offeror shall demonstrate relevant experience by providing project examples of relevant work performed in the key construction areas. Submit projects that are at least 50% construction progress completed or completed and turned over no longer than ten (10) years preceding the date of this Solicitation. Submitted projects must have been performed by the Offeror as either the prime contractor or major subcontractor to be considered relevant. Any project that was less than $1,500,000.00 will not be considered relevant. If any firm has multiple functions or divisions, limit the project examples to those performed by the division or unit submitting the offer or by the team member. Limit each project description to 1 page.

Contractor Performance Assessment Reporting System (CPARS) and Past Performance Information Retrieval System (PPIRS) are the required sources of past performance information, when available. In addition to CPARS and PPIRS, the contracting officer may use Past Performance Questionnaire (PPQ) to collect relevant and recent past performance information on prospective offerors for use in source selections.

An Offeror shall provide evidence of experience on at least three but no more than five construction projects performed in the United States. The submitted projects must demonstrate relevant work experience in the following key construction areas:

(auto or ship).

In addition to the project examples, the Offeror may provide a supplemental narrative (not project lists), not to exceed two pages, explaining how any corporate experience that is not directly related to the specific projects above is applicable to this project and how the Government will benefit.

The above information is limited to projects that are at least 50% construction progress completed and turned over no longer than the past ten years preceding the date of this solicitation.

The Government reserves the right to verify the experience record of cited projects or other recent projects by reviewing the Government Contractor Performance Assessment Reporting System (CPARS), or other Government appraisal systems or to interview owners or references.

The Government may check any or all cited references to verify supplied information.

The contractor shall also provide a copy of the steel fabricator subcontractor’s current certification that they meet AISC Certification, Certified Bridge Fabricator - Advanced (ABR).
