QUESTIONS AND ANSWERS
Question 1: We are wondering if The Rock and Brush layering techinquie called out in this job are a set fix? We have a product that has been used and is really liked. We were wondering if we might be able to bid this job using our product?
Answer: The synopsis provided for the announcement of the project does not clearly reflect the requirements provided in the announcement. The requirements of the project were revised to meet internal review requirements, and there are references to work in the synopsis that do not appear in the specifications and plans. As such, please review the plans and specifications provided in order to develop your bid. The streambank protection typical sections shown on sheet C-3004 are the final design for the project.
Quantities from the application of the typical sections to the existing site conditions were developed into the bid schedule. The bid schedule should be used to develop the bid.
Question 2: Does the town of Worthington, WV have a city B & O Tax, and if so, is this rate known?
Answer: Unknown
Question 3: Will contractor need to obtain NPDES Permit for the project?
Answer: Water Quality certification has already been obtained by the Government. A NOI is being filed with the WV DEP.
Question 4: What type of material is the existing 8” sewer line made up of?
Answer: As-built drawings show the sewer line as PVC.
Question 5: Technical Specifications: Section 01 32 23 Page 3, 1.5 Qualification and Experience: “Contractor shall have a licensed professional land surveyor on staff”. Is it acceptable to procure the services of a professional surveying firm for this scope of services rather than the contractor have a surveyor on staff?
Answer: The subcontracting of the project is up to the individual contractor. As long as the contract requirements are met, then a subcontracted surveyor would be acceptable.
Question 6: Can a portion of the excavated material that will be excavated along the streambank be screened of debris and reused on the project as topsoil?
Answer: Specification Section 31 32 00 identifies the requirements for using the existing Topsoil. The bid schedule is conservative in assuming that all topsoil will have to be brought from offsite in order to meet the requirements of the project.
Question 7: Is there an anticipated export of material (other than trees, stumps, brush and trash) to be removed from site or can material be dried, screened, graded and reused in slopes before the seeding and mulching process?
Answer: Specification Section 31 32 00 identifies the requirements for using excavated Fill. It is anticipated that no soil will be removed from the site.
Question 8: Technical Specifications: Section 01 45 01 Page 5, 3.4.2 CQC Manager, “Manager must be a graduate engineer or a graduate of construction management.” Is it acceptable that CQC person could be eligible if they have taken, passed and become the qualified individual in both the Business and Heavy Highway Licensed Contractor testing procedures for both the State of WV and the Commonwealth of Virginia Contractor Licensing Boards? Both of these qualifications should meet the requirements of a construction management person.
Answer: The Business and Heavy Highway Licensed Contractor testing does not Specifically qualify to meet the requirement. There are two requirements for the CQC
Manager. One is education and the other is the Construction Quality Management for Contractor’s class. The class if a definite requirement, but the education requirement can be waived if adequate experience is shown.
Question 9: Solicitation Page 58 Paragraph (C)” (Longshoreman and harbor workers insurance “may” be required for this work)”. Can this be clarified as to whether or not it is required on this project?
Answer: Work is intended to be completed from land. This statement is a standard statement for US Army Corps of Engineers work that is adjacent to water.
Question 10: Technical Specifications: 01 35 26.00 08, In Specifications and Submittals, a crane critical lift plan and credentials of crane operator must be included as part of the Accident
Prevention Plan (APP). If there is no anticipation of utilizing a crane on this project, will there be a requirement for these submittals on crane and operator?
Answer: If no crane is required, then no credentials will be required.
