Answers to questions below in red text:

Q: Please clarify that only three of the eight students attending the course will continue to the certification phase? This is because T&C Training Standard requires a 1:3 instructor-to-student ratio, and certifying more than three will require additional instructors.

A: Can confirm. We only need them to certify 3 as we will be certifying the rest.

Q1. Paragraph 1.4.1 states, “The contractor will leverage Government resourced role players for the CULEX with established specific patterns of life for the duration of the exercise. The requirements outlined in this PWS will cover the scripting of role player communications and communications device use. The CULEX will require at least three role players.”

Is the Government providing all of the role players, or is the Government providing role players and the contractor providing three role players?

A: The government is providing all role players. This guidance was only for the contractor to understand that they will be writing scripts that are as complicated as writing the lives of 3 people for the duration of CULEX.

Q2. Is there an incumbent contractor? If so, who is the incumbent?

A: No

Q3. Paragraph 1.3.4. Will the Government provide “Rabbits” (role players) for the Mode 3 ground certification?

A: Yes

Q4. Paragraph 1.3.6. What is the desired end state/training objective for the Mode 6 training? Are the RMIB operators to be T&C certified?

A: T&C certification and the ability to prosecute Mode 6 signals using GOTS and COTS equipment.

Q5. Will the Government submit the Request to Transmit (RTT) for Columbus, GA and Destin, FL? Will the Government coordinate the RTT with NSA?

A: Yes

Q6. Must the contractor be NSA Tradecraft & Compliance certified to provide the instruction?

A: Yes during the weeks that we are certifying the students. They are not required to be T&C certified if they are teaching passive skills.

Q7. The period between proposal submission and contract start date is very compressed (3 weeks). What is the expected award date? When can the successful offeror expect to start coordinating with the RMIB for site surveys and curriculum development?

A: Immediately upon being awarded. RMIB is prepared to begin prior coordination with the successful offeror immediately upon the offeror being notified of successful award.

Q8. The period of performance starts on 4 October 2021. If the Government awards the contract before this date, can the successful offeror complete and charge site surveys, curriculum development, and pre-event coordination with RMIB before 4 October 2021?

A: Yes

Q9. Paragraph 1.6.5 sets security and AT training dates in the middle of or past the performance period. Should the successful offeror complete these requirements before the contract start date?

A: Yes, those dates are the “no later than” timeframe

Q10. Paragraph 1.6.5.21 states, “This contract does require the contractor access to ALTERNATIVE Compensatory Control Measures (ACCM).” What are the qualifications for ACCM read-on? Who will complete the ACCM read-on? Also, reference paragraph 1.6.5.17; please provide the same information for SCI read-on.

A: Our unit will give the read-on. Qualifications are Secret security clearance

Q11. Paragraph 1.6.6.7 states, “The contractor shall participate in planning events associated with the training event, to include Predeployment site surveys and planning conferences.” Are there additional events that the successful offeror must attend that are not listed in the PWS? If so, when and where are these events? This question also applies to paragraph 1.6.7.

A: Yes, these events will happen at both Columbus, GA and Destin, FL. They will happen no later than 2 weeks before the CULEX. They will be planned by the unit.
