75th Ranger Regiment, Military Intelligence Battalion, Cyber Electromagnetic Activities Company
Part 1
GENERAL INFORMATION
1. OVERVIEW: The 75th Ranger Regiment, Regimental Military Intelligence Battalion (RMIB), Cyber Electro-
(RSQC) is a fourteen week program of instruction (POI) designed to prepare SIGINT Rangers in the 75th Ranger Regiment for combat deployments as both SIGINT Collectors and SIGINT Targeters. This POI is designed to take Rangers with varying degrees of SIGINT experience and create a baseline throughout the unit that will increase individual competency and overall unit capability. This POI is developed and led by two senior OST personnel, and culminates in an all-encompassing exercise in Destin, FL. Due to the size and scope of this event, OST requires outside support in its development, planning, scripting, and execution. OST also requires one week of MODE 3 certification training, two weeks of MODE 1 and 3 Network Characterization training, and three weeks of MODE 6 training prior to the culminating exercise start date to better prepare OST Rangers for operations against these technologies. This external support will occur prior to the events at various planning milestones, and during the events overseeing the integration of the materials prepared for them. All training will take place on and around the Fort Benning, GA area. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide SIGINT training-related services and shall include the development of RSQC curriculum, one week of MODE 3 certification training, two weeks of MODE 1 and 3 Network Characterization training, and three weeks of MODE 6 training prior to the culminating exercise start date, a pre-event site survey of select signals, providing basic communications equipment for the OPFOR, scripting of SIGINT-related documents and communications, and in-person training support for script adjustment and exercise oversight. The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS and contract.
1.2 Background:
and determines suitability for attendance to other advanced training exercises. Training will take place in Destin, FL between 29 November and 12 December 2021. A three-week MODE 6 train-up will take place on Fort Benning, GA between 01 and 19 November 2021. A two-week MODE 1 and 3 Network Characterization train-up will take place between 12 and 22 October 2021. A one-week MODE 3 certification train-up will take place between 4 and 8 October 2021. Up to 8 Rangers will participate in the training. Training objectives at the CULEX event will include the prosecution of MODE 0, MODE 1, MODE 3, and MODE 6 technologies.
1.3 Objectives: The objective of this PWS is to provide OST with curriculum to meet RMIB Training Objectives, build a culmination exercise event with pre-event site surveys of select signals, resourcing of basic communications equipment for role players, detailed scripting of SIGINT-related documents and communications between role players on a day by day, hour by hour basis in accordance with the developed scenario, and in-person training support for script adjustment and exercise oversight. The core of the CULEX revolves around the use of role players and their associated infrastructure. The Contractor shall:
1. Provide the required training support in accordance with the specific mission requirements identified in this document.
2. Provide one instructor and 120 cumulative hours of training on MODE 6 theory, prosecution, and exploitation leveraging both Commercial Off the Shelf (COTS) and Government Off the Shelf (GOTS) tools.
3. Provide one instructor and 80 hours of instruction covering the passive application of MODE 1 and 3 technologies and the use of specific equipment to characterize and prosecute it in a dense signals environment. This course will prepare the student to use multiple GOTS and COTS systems against this technology during a sustained passive mission that will take place in Downtown Columbus, GA and culminate in a network characterization report, collection report, and out-brief. The Contractor must provide lodging in downtown Columbus for all days of training. The lodging will serve as a static-site training location. Lodging costs will be within the Government per diem rate.
4. Provide one instructor and 40 hours of instruction covering theory of MODE 3, Ground PGL, and the application of COTS and GOTS equipment. Training must incorporate the opportunity to fully certify students as MODE 3 Ground Operators in accordance with T&C standards. Training must include requisite targetable devices to accommodate up to eight students.
5. Contractor shall also provide SIGINT training- Services for this event shall include providing basic communications equipment and infrastructure for the OPFOR, scripting of SIGINT-related documents and communications, providing lodging for RMIB personnel participating in the event, and in-person training support for script adjustment and exercise oversight.
6. Contractor shall provide lodging for three role players in at least two geographically separate locations within the CULEX training area. The lodging for the role players must be planned according to a strict electro-provided lodging for RMIB personnel. Specifications for role player and RMIB lodging requirements are listed in PART 4 of this Performance Work Statement.
7. Contractor will perform curriculum development in support of the RSQC. Contractor will complete the curriculum development no later than 22 November 2021 for review by RSQC cadre.
1.4 Scope of Work: The contractor shall provide all services and equipment in order to support CEMA training
-depth scripting documents, curriculum development and exercise related transmissions no later than 22 November 2021. These scripting documents and exercise related transmissions will be available in digital and hard copy format, individualized to role players, and verbatim transmissions noting the exact time and place in which the scripting or transmission will occur across the full period of performance. The contractor shall provide select communications equipment, as noted separately in this PWS.
The contractor shall provide two SIGINT SMEs to remain on site during the CULEX for live exercise support. As previously noted, one SIGINT SME will remain collocated with the exercise control group and the second will remain on-site and available for scripting adjustments and support to exercise participants.
1.4.1. The contractor will leverage government resourced role players for the CULEX with established specific patterns of life for the duration of the exercise. The requirements outlined in this PWS will cover the scripting of role player communications and communications device use. The CULEX will require at least three role players.
1.4.2. The contractor shall facilitate exercise execution in order to support established training objectives for the OST platoon as directed by the Government.
1.4.3. The contractor shall provide one instructor prior to the culminating exercise start date to teach 120 hours of MODE 6 instruction between 01 and 19 November 2021. The first week of instruction must cover the fundamentals of MODE 6 theory, the prosecution and exploitation of this technology, underlying technical information to prepare for attacks and surveillance, and the use of multiple COTS and GOTS tools to aid in the process. The second and third week of instruction must include coursework covering the application of MODE 6 surveillance and attacks using COTS items and custom programming, how to build surveillance devices, and how to apply signature reduction techniques to exploit MODE 6 devices.
1.4.4. The contractor shall provide one instructor and 40 hours of instruction covering theory of MODE 3, Ground PGL, and the application of COTS and GOTS equipment. Training must incorporate the opportunity to fully certify students as MODE 3 Ground Operators in accordance with T&C standards. Training must include requisite targetable devices to accommodate up to eight students. The contractor must be able certify up to three MODE 3 Ground Operators in accordance with T&C standards and requirements. Training will take place between will take place between 4 and 8 October 2021.
1.4.5. The contractor shall provide one instructor and 80 hours of instruction covering the passive application of MODE 1 and 3 technologies and the use of specific equipment to characterize and prosecute it in a dense signals environment. This course will prepare the student to use multiple GOTS and COTS systems against this technology during a sustained passive mission that will take place in Downtown Columbus, GA and culminate in a network characterization report, collection report, and out-brief. 1.4.6. The contractor shall provide two SIGINT SMEs to identify MODE 6 equipment and lodging/business locations that can be provided to exercise role players. Additionally, the contractor will characterize the MODE 0, MODE 1, MODE 3 and 6 environments to determine the suitability for the exercise. All contractor personnel must have a valid TS clearance.
1.4.7. The contractor shall provide two SIGINT SMEs for the duration of the CULEX exercise. One SIGINT SME will remain collocated with the exercise control group for general exercise oversight and liaison activities with exercise backside support. The second SIGINT SME will remain on-site and available to support script adjustment, infrastructure tear down and setup, and general support and injects to exercise participants as needed. SIGINT SMEs must have prior experience developing training material for SOF within the last six months and prior experience in
SOF.
1.4.8. The Contractor shall maintain constant contact with CULEX scenario role players to ensure their compliance with scripting materials. The contractor must be available to meet directly with role players to assist in device troubleshooting and scripting adjustments. The contractor must ensure that role player devices are functioning and transmitting as planned via pre-execution checks. The status of these devices must be communicated back to the exercise control group.
1.4.9. The Contractor will not be responsible for exercise participant or role player transportation.
1.4.10. Storage at government facilities and other sites should be assumed to be minimal. The contractor may store materials on site if space is available.
1.4.11. Role player scripting documents and transmissions will be specific to MODE 0, MODE 1, MODE 3, and MODE 6 technologies. These scripting resources and transmissions should include voice/text communications, emails, and online personas pertaining to the aforementioned technologies. The script must extend from one week prior to the start of the exercise to the end of the exercise. The contractor must also provide detailed call data records that must extend from one week prior to the start of the exercise to the end of the exercise. Call data records must be players and at least five personalities in total, each with a device which will require call data records for specific dates which will be given to the contractor upon award. Three of the Five personalities will be acted by a role player for the duration of the CULEX. The other two or additional personalities may be acted out by exercise control group personnel.
1.4.12. The contractor will conduct a daily synchronization meeting with the RMIB SIGINT OIC at the start and end of each training day. During these synchronization meetings the contractor shall provide daily summaries of all major intel collection events that were or were not caught by the collection team. Additionally, the contractor will provide an Executive Summary to capture role player and vendor sustains or improvements for follow-on exercises.
1.4.13. The contractor shall be solely responsible for providing their own tools and/or equipment for the loading, transportation, delivery, and unloading of training materials at the training site.
1.4.14. The contractor shall identify a point of contact that can be reached at all times by the government technical point of contact. He or she will facilitate the coordination of services provided by the contract and be available to address any concerns regarding the support rendered by the contractor.
1.4.15. The contractor shall be able to obtain access to government training installations.

The surveys must directly tie into detailed call data records in accordance with role player patterns of life. The surveys must be completed 10 days prior to the exercise start date. The contractor will provide a detailed network characterization of the CULEX training area. The contractor will not have to conduct their own network characterization if there has been one completed in the training location within the last year.
1.4.17. The contractor shall perform curriculum development in support of the RSQC in order to ensure the training material for following RSQC iterations is prepared, organized, structured, and measurable. The content of the curriculum to be developed will be dictated by the RSQC cadre and will include content for courseware, construction and supervision of practical exercises, and development of evaluation metrics for each block of curriculum.
1.5. Period of Performance: The period of performance will be between 04 October and 12 December 2021 at Fort Benning, GA and Destin, FL. The Government POC will coordinate with the vendor following award of the contract to finalize details for key dates listed throughout this PWS, to include receipt of scripting materials and RSQC curriculum by 22 November.
1.6 General Information
1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-means by which he assures himself that his work complies with the requirement of the contract. The QCP will be submitted to the KO no later than 5 days out from the exercise start date. After acceptance of the quality control f any proposed change to his QC system.
1.6.2 Quality Assurance

This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Place of Performance: The work to be performed under this contract will be performed only at CONUS locations where training is approved to be conducted, IAW Realistic Military Training Policy, USSOCOM Directive 350-27, 31 July 2018, and relevant subordinate directives.
1.6.4 Type of Contract: The government will award a non-personnel services contract covering the aforementioned period of performance.
1.6.5 Security Requirements: The overall classification required for this requirement is TS/SCI.
1. All contractor employees, including subcontractor employees, requiring access to an Army or USSOCOM controlled installation, facility, or area shall complete AT Level I Awareness Training within 60 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The contractor shall submit certificates of completion for each affected contract employee and subcontract employee to the COR (or to the contracting officer, if a COR is not assigned) within 90 calendar days after completion of the training by all employees and subcontractor personnel. 2. Access and general protection policy and procedures. All contractor employees, including subcontractor employees, requiring access to an Army or USSOCOM controlled installation, facility, or area shall comply with applicable security policies and procedures (provided by the government representative). This includes policies pertaining to the use or prohibition of electronic recorders, devices, cameras, etc. If the Contractor is required to take photographs or videos on a Government Installation, the Contractor must obtain written permission from the Senior Commander. The contractor shall also provide all information required for background checks to meet installation and facility access requirements to be completed by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, USSOCOM, USASOC and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should Force Protection Condition (FPCON) at any individual facility or installation change, the government may require changes in contractor security matters or processes.
3. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. When issued by local authority the Contractor shall report departed employees and the dates their local identification cards were returned to the COR or the Installation issuing facility as of the last day of the month on a monthly basis. The report will include the names and circumstances of those departed employees whose local identification card was not retrieved. Negative reports are required.
4. The Vendor and all associated sub contractors shall brief all employees on the local iWATCH program (training standards provided by the government requiring activity Antiterrorism Officer (ATO)). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR or the designated security office. Training shall be completed within 60 calendar days of contract award and within 30 calendar days of new employees' commencing performance with the results reported to the COR no later than 90 days after contract award and new employees' commencing performance.
5. All contract employees with access to a government information system must be registered in the Army Training Certification Tracking System (ATCTS) at commencement of services and must successfully complete the DoD Information Assurance Awareness training prior to access to the information system and then annually thereafter.
6. The vendor shall develop an OPSEC Standard Operating Procedure (SOP)/Plan within 90 days of contract award, to be reviewed and approved by the responsible government OPSEC Officer per AR 530-1, Operations Security. This SOP/Plan will specify the government's critical information, why it must be protected, where it is located, who is responsible for it, and how to protect it. In addition, the vendor shall identify an individual who will be an OPSEC Coordinator. The vendor will ensure that this individual becomes OPSEC Level II certified IAW AR 530-1.
7. Requirement for OPSEC training. Per AR 530-1, Operations Security, new contract employees must complete OPSEC Level I training within 30 calendar days of reporting for duty.
8. All contractor employees and associated subcontractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD, Army, USSOCOM and USASOC training requirements in DODD 8570.01, DoD 8570.01-M, AR 25-2 and published USSOCOM and USASOC requirements within 180 calendar days of employment.
9. The Vendor shall comply with FAR 52.204-2, Security Requirements for access to information classified "Confidential", "Secret", or "Top Secret". The Vendor must execute a Security agreement (DD Form 441), IAW the National Industrial Security Program Operating Manual (DoD 5220.22-M) and any revisions to DoD 5220.22-M (Note: A DD Form 254 will be required for any contract that requires access to classified information and/or a security clearance.)
10. All contractor employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials. The Vendor will coordinate with the COR and/or the facility security office for access when required. (Use when security clearances are not required, i.e. facility repair or construction)
11. All contractor employees, including subcontractor employees, who are not in possession of a current Common Access Card (CAC) will be vetted by the local security office to determine fitness and eligibility for access IAW DTM 09-012, paragraph 2.b(4) to include but not limited to an NCIC III and Terrorist Database screening. The Vendor will ensure that the government has sufficient biographical information to conduct said screening including, but not limited to the person's name, date of birth, and social security number.
12. The Vendor must obtain a Facility Clearance at the appropriate level (IAW the NISPOM DoD 5220.22-M) prior to the start of the contract awarded period of performance. Contractor personnel performing work under this contract must have the required security clearance at the appropriate level at the start of the period of performance. Security clearances and Facility Clearance (FCL) requirements are required to be maintained for the life of the contract in accordance with the DD254 attached to the contract.
13. Pre-screen applicants using E-Verify Program. The Vendor must pre-screen applicants using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The vendor must ensure that the applicant has two valid forms of government issued identification.
14. This contract does not require the contractor to have access to Communication Security Information.
15. This contract does not require use of COMSEC Key.
16. This contract does not require a COMSEC Account.
17. This contract does require the contractor access to Sensitive Compartmented Information (SCI).

1.6.5.1 PHYSICAL Security: The contractor shall be responsible for securing all equipment used to perform the requirements outlined in the PWS. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.6. Special Qualifications: SIGINT SMEs must have prior experience developing training material for SOF within the last six months and prior experience working in SOF for at least three years in a SIGINT work role.
1. Contractor shall have prior experience developing training material for SOF SIGINT personnel within the last six months.
2. Contractor shall have prior SOF experience.
3. Contractor shall remain within a 50-mile radius of the place of performance in order to quickly respond and support the training.
4. Contractor shall be able to obtain access to government training installations.
5. The contractor shall identify a point of contact that can be reached at all times by the government technical point of contact. He or she will facilitate the coordination of services provided by the contract and be available to address any concerns regarding the support rendered by the contractor.
6. The contractor shall be solely responsible for providing their own tools and/or equipment for the loading, transportation, delivery, and unloading of training materials at the training site.
7. The contractor shall participate in planning events associated with the training event, to include pre-deployment site surveys and planning conferences.
1.6.7. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.8. Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract;
perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.
1.6.9. Key Personnel: The follow personnel are considered key personnel by the government: The Contract Manager/ Exercise Controller. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0900-1700 Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons. The contract manager or alternate shall be available during the entirety of the agreed upon exercise dates.
1.6.10. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contracted personnel will be required to obtain and maintain identification badges IAW 75th Ranger Regiment Security Procedures and Policy.
1.6.11. Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.6.12. Contractor Travel: The Contractor is responsible for all travel related expenses incurred by contractor employees and representatives throughout the duration of this contract. The Contractor shall have the required support on site throughout the duration of the exercise.
PART 2
GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
2. GOVERNMENT FURNISHED ITEMS AND SERVICES:
2.1 GENERAL: The government will furnish individuals to serve as role players and transportation for exercise participants and role players. The government will also furnish the requisite equipment required by training and exercise participants to prosecute the MODEs outlined elsewhere in this PWS.
PART 3
CONTRACTOR FURNISHED ITEMS AND SERVICES
3. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
3.1 General: The Contractor shall furnish all supplies, communications equipment, and services required to perform work under this contract, unless otherwise noted in this Performance Work Statement. All materials will be delivered to various sites identified as the d contractor upon contract award. The Contractor should be prepared to support training locations noted in this PWS and surrounding areas throughout. This will be continuous throughout the contract on all identified training locations.
3.2. The contractor will provide the following equipment to serve as personal communications equipment focused on MODEs 0, 1, 3, and 6 technologies.
3.2.1. The contractor shall provide 8x service plans for AT&T or T-Mobile sim cards to satisfy training requirements for 29 November through 12 December 2021.
3.2.2. The contractor shall provide 3x service plans for WiFi Portable Access Points to satisfy training requirements for 4 through 8 October 2021 and for 1 November through 12 December 2021.
3.2.3. The contractor shall provide Separate housing locations for White Cell, BLUFOR, and OPFOR personnel for the Destin, FL CULEX event. The Contractor shall ensure lodging is ready for participants to occupy NLT 1500 on Day 1 of the CULEX. Lodging will consist of the below:
1. One rental house for six (6) students. The house must have a garage and be separate from other houses.
2. One rental house for six (6) O/C/T cadre.
3. Three separate rental properties to accommodate three separate role players. One of these properties must be a hotel room.
3.3. The contractor will be responsible for all travel and lodging for contracted personnel. The contracting company will ensure that all rates are IAW the JTR in all designated cities for lodging, per diem, flight reservations, travel to and from the training sites, and any other associated costs. Travel arrangements will be included in the overall bid
PART 4
SPECIFIC TASKS
4. Specific Tasks:
4.1. Basic Services.
objectives during RSQC and at the RSQC CULEX.
4.2. Backside Support / Logistical Support
Required Tasks:
4.2.1. The contractor will conduct a joint, thorough pre-exercise overview of the designated geographic locations area with key RMIB, and external contracted personnel in order to identify meeting places, residences, and any other planning considerations.
4.2.2. The contractor will be prepared to brief the findings of the aforementioned SIGINT survey of all training areas during a follow on planning conference through Video or Tele-Conference. The final date for this conference will be relayed to the contractor the week prior to execution.
4.2.3. The contractor shall provide a scripter and exercise lead to prepare all documents such as MESL and SIGINT specific scripts, as mutually agreed upon and completed in coordination with other scenario planners. This support includes five days of writing/production support. This should include voice/text communications, emails, and online personas, primary related to MODES 0, 1, 3, and 6 technologies. The full script will be submitted to RMIB personnel for review no later than 22 November 2021. The contractor will provide detailed call data records that will extend from one month prior to the start of the exercise to the end date of the exercise. This scripter and exercise lead must have supported a full spectrum SOF SIGINT validation exercise in the past. Resume required. Additional qualifications must include:

4.2.4. The contractor shall provide no fewer than two support personnel to provide live scripting adjustment throughout each exercise, daily summaries of all major intelligence collection events that were or were not caught by the collection team, and general oversight and troubleshooting of all SIGINT activities. At least one support person will remain co-located with the Exercise Control Group (ECG) throughout the duration of the exercise. One ications. 4.3. Intelligence Requirements:
4.3.1. Intelligence Execution Training Requirements:
4.3.1.1. The Contractor shall be familiar with the scenario, general situation and exercise intelligence summaries as directed by the Government from Government exercise control in accordance with the Concept of the Operation
(CONOP).
4.3.1.2. The Contractor shall support the implementation of exercise storylines as directed by the Government CONOP and in accordance with external contractor resources and products.
4.3.1.3. The Contractor shall assist the Government in providing flexible role playing feedback to drive the exercise to ensure that all training goals and objectives are achieved or enhanced.

4.4. Contractor Management Reporting (CMR) The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall completely fill in all the information in the format using the following web address https://dodcmra.hqda.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, (COR); (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor's name, address, phone number, e-mail address, identity of Contractor employee entering data; (5) Estimated direct labor hours (including sub-Contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-Contractors); (7) Total payments (including sub-Contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub- Contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information); (11) Locations where Contractor and sub-Contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of Contractor and sub-Contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. 4.6 SPECIAL CONTRACT REQUIREMENTS: The health and safety of the total force (Service Member, Civilian, and Contractors) is essential to mission success. In the event of a declared DoD public health emergency or pandemic, all contractor personnel performing or traveling under performance of this contract are required to follow the latest issued DoD, state, and local guidance regarding Force Health Protection and Public Health. The Contracting Officer must approve any reasonable change in contract performance that results from following the latest health protection guidance. 5. DEFINITIONS AND ACRONYMS:
5.1. DEFINITIONS:
5.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
5.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
5.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
5.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
5.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
5.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
5.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
5.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
5.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
5.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
5.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
5.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
