STATEMENT OF WORK
1. GENERAL
1.1 SCOPE OF WORK
The contractor shall furnish all labor, materials and equipment necessary to deliver propane in bulk to various locations at The United States Military Academy (USMA), West Point, NY 10996. Period of Performance shall be one year from date of award. Delivery locations on USMA include locations adjacent to Highland Falls and Central Valley.
1.2 HOURS/DAYS OF OPERATION:
The contractor shall provide deliveries Monday through Friday between the hours of 8:00 AM and 4:00 PM, excluding Federal Holidays.
1.3 KEY CONTROL:
At times when delivering to locations on the ranges and training areas of the USMA military reservation the contractor may be required to sign out a key from Range Control located in Building 1403 on Route 293, to gain access to the delivery location. It shall be the contractor’s responsibility to return this key to the Range Control office. If lost the key shall be replaced by the contractor at no cost to the Government.
The contractor shall provide deliveries Monday through Friday between the hours of 8:00 AM and 4:00 PM, excluding Federal Holidays.
1.4 SAFETY:
The contractor shall be responsible for instructing his employees in safety measures and standards as set forth by current Occupational Safety and Health Act (OSHA) standard and NFPA 58. Due to the diverse nature of the USMA Reservation with it’s training, housing and recreational areas (i.e. Lake Fredericks, Camp Buckner, Round Pond, Morgan Farm and Fort Putman etc) all being intertwined, as well as being a National Historical Landmark with more than two million tourists visiting each year, it is imperative that contractor observe the posted speed limits throughout the reservation.
1.5 UPGRADEING OF EXISTING TANKS AND NEW INSTALLATION:
The contractor shall install and maintain all contractor owned tanks for the changing conditions as needed and as determined. Installation and maintenance shall be in compliance with NFPA 58. All contractor owned tanks shall be kept in clean condition and shall be freshly paint once each spring as needed.
1.6 INCIDENT / SITUATION:
The Contractor shall report to the Contracting officer (KO) or the Contracting Officer Representative (COR) any incidents or situations within one (1) hour which hinder the performance of service, such as parked cars obstructing tanks, snow blocking tanks etc.
2 DEFINITIONS:
Terms used throughout this contract shall have the meanings set below.
2.1 CONTRACTING OFFICER REPRESENTATIVE (COR):
The Government person, appointed in writing, to ensure contractor compliance with the terms of the contract.
2.2 CONTRACTING OFFICER (KO):
The contracting officer is a government person, with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.
2.3 SEASONAL AUTOMATIC PERIOD:
The period of time as determined by the KO for automatic deliveries to specific locations (i.e. Camp Buckner, Tentatively May – September, Ski Slope, Tentatively November - February) which may not be in use on a year round basis.
2.4 AUTOMATIC BASIS:
A delivery system established and maintained by the contractor that shall assure that the propane level in each tank at all time is never less than 30% of the tanks capacity.
The history of usage will be supplied to the contractor upon award and request.
2.5 ON CALL BASIS:
The contractor will be contacted by the COR when this service is required.
2.6 NORMAL WORK HOURS:
Normal work hours shall mean Monday thru Friday from 8:00 AM – 4:30 PM
3.0 GOVERNMENT OWNED PROPERTY AND SERVICES:
3.1 Safety cages are located at various locations for the storage of 100 lb cylinders.
3.1.2 The Government will supply the contractor with one (1) vehicle pass, which shall be displayed in the vehicles windshield at all times when making deliveries to USMA.
4 CONTRACTOR FURNISHED PROPERTY AND SERVICES:
4.1 The contractor shall provide all storage tanks, cylinders, and other materials, supplies and equipment necessary to fulfill the requirements of this contract unless otherwise noted.
4.2 See Appendix A for tank/cylinder locations and descriptions.
4.3 Contractor shall be required to furnish and install such tankage as may be required for temporary shower units, for summer training, at Camp Natural Bridge and/or Camp Buckner complex.
C.5 DELIVERY AND TANK INSTALLATION, MAINTENANCE, REPAIR AND REPLACEMENT REQUIREMENTS:
5.1 For deliveries made to USMA the contractor shall check in and out with the COR in Building 667A, West Point, NY to get delivery tickets signed. Delivery tickets are required for each delivery and shall be furnished to the Government for signature on the day of delivery.
5.1.1 Delivery tickets shall have the following information on them: (A) The location where delivery was made identified by name and building number. (B) The date of the delivery. (C) The contract number. (D) The item number. (E) The total number of gallons delivered to that location.
5.2 All bulk propane deliveries shall be on an automatic basis to maintain a minimum of 30% of tank capacity (See 2.4) in all tanks.
5.3 Deliveries to Buildings 1354, 1364, 1580, 1666, 1670, 1701, 1800, 1806, 83502 and 83504 shall be on a Seasonal Automatic basis (C.2.3) with the exception of Buildings 1585 and 1701. Both of which shall be filled every Friday during the Seasonal Automatic period. The Contractor will be advised by the COR one (1) week in advance as to the start and finish dates for the seasonal type of delivery period.
5.4 The contractor shall respond to the site of a propane run-out within two (2) hours of being notified by the COR.
5.5 The contractor shall replace or service the 100 lb. Cylinders located at Buildings 707 and 905 within 24 hours notification by the KO that service or replacement is required.
5.6 The contractor shall invoice against contract item numbers on a calendar month basis.
5.7 The contractor owned tanks shall be installed by the first day of the contract period and shall be connected to the system on that date. When contractor’s equipment is replacing equipment already in use the exchange of equipment shall be accomplished without interruption of the gas supply to the using activity.
6 APPLICABLE DOCUMENTS
6.1 Documents applicable to service to be performed under this contract are listed below. The documents that are mandatory are ones that the contractor shall follow only to the extent specified in this contract.
a. Pamphlets, Compressed Gas Association, Inc (Advisory)
b. National Fire Protection Association Standard 58 (Mandatory)
c. Occupational and Safety and Health Act (OSHA) standard (Mandatory)
d. Code of Federal Regulations (CFR 49), (Mandatory)
7. ORDERING INFORMATION
Ordering: As requirements arise, the contractor shall receive “Propane contract orders” from the authorized ordering personnel, Denise Conklin, Contracting Officer. Propane contract order shall consist of the following:
1. Authorized caller’s name
2. Order number and date of order
3. Contract Number
4. List of items requested and date of service
All payments shall be made utilizing the WAWF electronic pay system (see contract).
