SECTION 00010 - SOLICITATION CONTRACT FORM

The following have been added by full text:

QUESTIONS AND ANSWERS

Contractor Question Q1. The Contractors are requesting clarification on whether this is a repair or replace of HVAC and Back Up Generator.

Government Response A1. The project “Building 1564 Replace HVAC Systems” requires the replacement of mechanical and electrical systems (refer to Attachment 1 Revised Specifications, Section 01 10 10 (revised 13 August 2019) and Drawings. The Contractor must provide demolition, removal, and proper disposal of all of the following items: all HVAC systems including CRAC units, condensing units, furnace system, and connected components; generator system; roofing system; and all electrical and mechanical equipment identified for demolition on the Drawings and as specified in revised Section 01 10 10. \ The Contractor must provide new HVAC systems including CRAC units, condensing units, furnace system, and connected components; generator system; roofing system; and all electrical and mechanical equipment identified for demolition on the Drawings and as specified in revised Section 01 10 10.

Contractor Question Q2. There will be numerous power outages during the rework process. What is the allowable downtime and duration for power outages?

Government Response A2. Refer to Attachment 1 Revised Specifications Section 01 10 10 Paragraph 1.11 E. and E.1 (all). The Contractor must minimize the duration of all utility outages through planning, coordination, and advance preparation.

The Contractor must provide temporary power during power outages to maintain continuous power supply for all building systems at Building 1564. The Contractor must coordinate through the COR and schedule all outages to meet the requirements of the NEC Customer. In addition, one CRAC unit must remain in operation at all times to provide cooling in the Server Room.

The Contractor is responsible to provide load banks as needed to maintain stable temporary power during off peak times.

Contractor Question Q3. There will be numerous power outages during the rework process. What is the allowable downtime and duration for power outages?

Government Response A3. Refer to the Government Response A2 above.

Contractor Question Q4. The existing metering (Xcell) system in place is no longer supported by Xcell, would DPW consider converting the electrical service to the current standard, perhaps switching to underground?

Government Response A4. No, replacing Xcel Energy overhead distribution and metering equipment is not included with this project. DPW owned equipment extends from the connections at the mast head to the interior Main Switch. The service conductors extending from the exterior mast head to the interior Main Switch must be replaced as part of the work.

Contractor Question Q5. Will a freeze Alarm be required?

Government Response A5. Yes, a freeze alarm is required for Building 1564.

Contractor Question Q6. Can the LPS be surface mounted on the building exterior‐avoiding thru roof / thru wall penetrations?

Government Response A6. The Contractor must provide the Lightning Protection System (LPS) in compliance with NFPA 780, Drawings and Specifications and roofing system manufacturer’s requirements for LPS installation. The Contractor must be in compliance with the metal roofing system manufacturer’s requirements for LPS installation methods, surface mount and penetrations, attachments, equipment, materials, and warranty requirements, and must provide all work, materials, equipment and labor to protect the metal roofing system.

Surface mount must not damage the roofing panels or materials. Penetrations must be minimized and in compliance with roofing system manufacturer’s requirements.

Before and during construction, the Contractor must carefully coordinate all LPS installation methods, penetrations, attachments, equipment and materials through the roofing system manufacturer and certified roofing system installers.

The Contractor must obtain approval from the roof system manufacturer for the LPS installation methods, surface mount and penetrations, attachments, equipment, and materials.

The LPS must not contain any types of metals that react with the metal roofing system materials to avoid any type of galvanic corrosion. LPS system attachments to the roof and building must be designed to withstand high winds.

The LPS must be installed by manufacturer certified installers and the roofing system must be installed by manufacturer certified installers.

Contractor Question Q7. How many minutes/hours can the power be off at one time?

Government Response A7. Refer to Government Response A2 above.

Contractor Question Q8. Can we penetrate the wall next to panel “PP” from server room to the outside for temporary power cables? Then restore the wall back to the original origin when the job is completed.

Government Response A8. Use an existing opening or existing conduit penetration and avoid any new wall penetration.

This solicitation is a 100% HUBZone Small Business set-aside under NAICS code 238220 with a size standard of $15 Million.

PROJECT MAGNITUDE

The magnitude of this project is between $500,000 and $1,000,000.

A site visit is scheduled for August 6, 2019 at 10:00AM Local time. Interested attendees are asked to meet at the Contracting Office; Bldg. 1108. South R Street, Fort McCoy, Wisconsin. The POC for the project is Jim Hubert at (608) 388-1251. See Site Visit in Section 00100. This will be the only site visit conducted, requests for additional site visits will be denied.

For Site Visit information, see Site Visit clause 52.236-27, Alternate 1 in Section 00100. Unless you already have a permanent vehicle pass, you will be required to obtain a one-day vehicle pass. You will be required to present the following information at the Visitor’s Center: (1) vehicle registration, (2) valid driver’s license, (3) or car rental agreement (if applicable). It is highly recommended that bidders plan to arrive at the Visitor’s Center at least an hour prior to the scheduled time for the site visit. The conference will begin promptly without considerations for late or lost bidders; no subsequent site visits will be considered. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.

Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to the Contract Specialist identified herein no later than 4:00 PM, local time on August 13, 2019. Please include Michelle Harvey, Contract Specialist michelle.m.harvey3.civ@mail.mil on all questions to enusre questions are received. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.

In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Biobased Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. If your company is not already registered, please register in the CCR database at https://www.sam.gov/

a. A DUNS number is required for SAM registration. If your company does not have DUNS #, obtain one by calling 800-333-0505.

b. Whether your company is a current or new registrant in the SAM database, your registration must indicate that you are a provider of NAICS 238220 under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.

SAM REQUIREMENT: Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2018) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2015) in SAM to be eligible to receive an award for this solicitation.

EVALUATION FACTORS

The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. Bids shall be evaluated using the quantities set forth in the solicitation. All prices bid in response to this solicitation must include all costs associated with work elements, applicable State sales taxes, permits, and licensure.

BID GUARANTEE

A Bid Bond/Guarantee is required for this contract if it exceeds $150,000. The Bid Bond amount shall be twenty percent (20%) of the bid price or $3 Million, whichever is less.

Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee.
