A site visit is scheduled for July 11, 2018 at 10:00 AM Local time. Interested attendees are asked to meet in the Contracting Office located in Bldg. 1108. South R Street, Fort McCoy, Wisconsin. The POC for the project is Melissa Gore at (608) 388- 1251. See Site Visit in Section 00100. This will be the only site visit conducted, requests for additional site visits will be denied.
For Site Visit information, see Site Visit clause 52.236-27, Alternate 1 in Section 00100. Unless you already have a permanent vehicle pass, you will be required to obtain a one-day vehicle pass. You will be required to present the following information at the Visitor’s Center: (1) vehicle registration, (2) valid driver’s license, (3) or car rental agreement (if applicable). It is highly recommended that bidders plan to arrive at the Visitor’s Center at least an hour prior to the scheduled time for the site visit. The conference will begin promptly without considerations for late or lost bidders; no subsequent site visits will be considered. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.
Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to the Government POC identified herein no later than Noon, local time on July 19, 2018. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. PROJECT MAGNITUDE
The magnitude of this project is between $1,000,000 and $5,000,000.
EVALUATION FACTORS
The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. Bidders shall submit a price for each item specified in the solicitation. All prices bid in response to this solicitation must include all costs associated with work elements, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.
BID GUARANTEE
A Bid Bond/Guarantee is required for this contract if it exceeds $150,000. The Bid Bond amount shall be twenty percent (20%) of the bid price or $3 Million, whichever is less.
Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee.

QUESTIONS
1. Specifications 10280-2.01-D, E and G refers to soap dishes, robe hooks and towel bars, where and how many of these are to be installed in each bathroom?
GOVERNEMENT RESPONSE: Two (2) robe hooks, two (2) soap dishes, and two (2) towel bars. See attached PDF Sleeping Quarter Addtion Bath Accessories 7-23-18.
2. Specification 10280-2.01-F Clothes Hanger Unit references to see Drawing A-2, there is not a Drawing A-2 in the Bid Set. Is there any detail showing what is expected for the clothes hanger units?
GOVERNEMENT RESPONSE: Disregard the clothes hanger unit, it is not included in this project.
3. Is there any backing and/or contractor installed FF&E required?
GOVERNEMENT RESPONSE: Backing as required for toilet accessories. No FF&E to be contractor installed.
4. Will the asphalt driveway need to remain operational while it is partial demolished for underground utility connections?
GOVERNEMENT RESPONSE: The asphalt driveway shall remain operational.
5. Are there redline or current construction drawings available for the new building under construction to the east of this project?
GOVERNEMENT RESPONSE: There are construction drawings available of the fitness center.
6. Sheet E3.0 key notes 1 and 2 involve making panel alterations in regards to the remodel. Because the Sleeping Addition was lumped in with the building remodel last time it was out to bid, and the government only accepted the remodel as an alternate and elected not to do the addition, would these 2 notes still apply? We believe they have already been completed in the addition remodel project. Can you confirm?
GOVERNEMENT RESPONSE: Note #1: Panel B has been changed out. Install a 150A/3p circuit breaker. Note #2: disregard. See attached PDF of Panel B.
7. Are there any keynotes on sheet C1.2 that have been completed already with the remodel? In talking with our electrical sub we believe that Notes 9 and 14 have already been completed. Can you confirm? Also can you confirm if any other notes on this sheet have been already completed?
GOVERNEMENT RESPONSE: The underground electrical has not been relocated and the transformer has not been installed.
8. Specification section 01031 Part 2, 2.01 A. indicates the contractor is to test all buildings assigned to the contract for asbestos containing material and lead based paint. Part D of this section notes all asbestos to be removed before start of construction but no quantities are provided. Can areas of testing be clarified along clarification on the quantities of lead paint and asbestos materials to be removed under this contract?
GOVERNEMENT RESPONSE: The contractor is to test the area that will be affected by construction for asbestos and lead paint.
9. Drawing C1.2 calls out underground electrical and gas service to be rerouted with coordination and installation with DPW and each utility. Who is responsible for cost associated with utility relocated? If the contractor, can contact information be provided for each utility requiring relocation?
GOVERNEMENT RESPONSE: The Government is responsible for the cost of the relocation of the utilities. The contractor is to coordinate with Xcel.
10. Drawing A2.1 detail 1 appears incorrectly sized as the building is shown with 6 windows, whereas drawing A1.0 shows 4 windows on the south elevation. North elevation on drawing A2.2 appears to be incorrectly sized as well.
Can clarification be provided?
GOVERNEMENT RESPONSE: The number of windows on the elevation drawings are incorrect. The floor plan shows the correct number of windows.
11. SPEC, DWG/SECT. 1 Section 06410, DWG A5.2 Detail #3 show Solid Surface Sills, Plan calls out Plastic Laminate Please advise preference?
GOVERNEMENT RESPONSE: The sills shall be Plastic Laminate.
12. Section 16160, DWG E3.0 (Electrical riser diagram) keyed notes #1 and #2 indicate work done on a previous remodel, Is this a correct statement?
GOVERNEMENT RESPONSE: Note #1: Panel B has been changed out. Install a 150A/3p circuit breaker as per note #1. Note #2: disregard. See attached PDF of Panel B.
13. Section 16050, DWG C1.2 (Utility Plan) keyed notes #9 and #14 do not apply to this project is this correct?
GOVERNEMENT RESPONSE: Key notes #9 and #14 do apply to this project.
14. Section 1616160, DWG E3.0, Keyed note #! Calls out for new panel Board B with 150/3 sub feed lugs to serve new panel G. Can the government provide a panelboard schedule for the New panelboard B?
GOVERNEMENT RESPONSE: See attached PDF of Panel B.
15. Section 16160, DWG E3.0, Shows the one-line riser for the electrical panels and feeders. The plans call for a new panel board G installed in new mechanical room 118. The riser for new feeder conduit and wire extending from existing Panelboard B location which is in mechanical room 134 in the fire station building. Can the government identify/show the physical location of the existing panel board B in room 134 in the old building?
GOVERNEMENT RESPONSE: See attached PDF Panel B Location.
16. Section 16160 DWG E3.0, Shows the one-line riser for the Keyed plan note #2 indicates that Existing panelboards D,E and F along with the associated feeders shall be demolished during remodeling of the existing fire station. Are the existing branch lines circuits associated with the panel boards being demolished required to be extended to a new feed location? Or would the branch circuits be capped and abandoned in place? Is additional electrical work required in kitchen 126 as a part of the sleeping rooms addition?
GOVERNEMENT RESPONSE: Panelboards D, E, & F have been removed along with associated circuits. There is no work required in Kitchen 126.
17. Section 07213 DWG A5.3 Detail #3 Vapor impermeable air barrier calls out to be applied on the exterior of the 2 inch foam, Detail #4 calls out Vapor impermeable air barrier calls out to be applied on CMU wall. Please advise of Government's preference?
GOVERNEMENT RESPONSE: Vapor impermeable air barrier shall be applied on the CMU wall.
18. Section 03300, DWG S1.0 Column line G Line 4,5 and 6 Footing is not called out? Please advise F1 or F2?
GOVERNEMENT RESPONSE: This footing shall be “F2”.
19. Do you have an existing geotechnical report from a 3rd party engineer to review soil conditions and understand ground water?
GOVERNEMENT RESPONSE: We do not have Geotechnical Report for the Sleeping Quarters Addition.
20. Does DWP have any constraints on dates, duration for the contractor to conduct ultility demoloitions that might impact adjacent or existing buildings?
GOVERNEMENT RESPONSE: Not at this time.
21. Does MICC require a SWPPP Permit for required excavations? Does MICC submit and bear the cost of the SWPPP permit or is that by prime contractor? If required is there a base permit authority or does it get handled off base?
GOVERNEMENT RESPONSE: No permit is required.
22. Is the Gas provider a public works company or can the gas utilities be furnished and installed by Prime's subcontractor?
GOVERNEMENT RESPONSE: The gas provider is a public company, all relocation of utilities will be done by Xcel.
23. A1.0 North wall tag 101 against existing building does not have a detail for demolition and connection to new facility. F1.1 shows a 'future feed to existing sleeping quarters'. Please advise if there will be a demo'd path to the new facility from the existing.
GOVERNEMENT RESPONSE: See wall section 1/A5.1. FP Main is capped in the new addition. See key note #3.
24. 01000-6 Please confirm if the Prime need to have a full-time on-site supervisor at all times that the work is contructed or if prime can have super run other projects on base simultaneously.
GOVERNMENT RESPONSE: Yes. In accordance with Clause 52.236-6, Superintendence by the Contractor, At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.
25. If you look at the floor plan (sheet A1.0) there are 9 windows shown. If you look at the building elevations (sheet A2.1) there are 12 windows shown. The floor plan on sheet A1.0 says the south wall is 72’-8” in length.
When I dimension the south wall on sheet A2.1 I get 102’. I suspect what happened was when the plans were posted, they just kept the first drawings from when this project was first out to bid with the building remodel and only the building remodel got accepted and some of the remodel work that has already been completed has gotten lumped in with these drawings. I suspect that 3 of the windows on the building elevations were part of and completed in the building remodel projects scope of work and is not a part of this project. Can you confirm? Also if this is the case, can you confirm any other scope of work that has already been completed with the building remodel?
GOVERNMENT RESPONSE: The number of windows on the elevation drawings are incorrect. The floor plan shows the correct number of windows.
26. Section 06410, DWG A5.2, Detail #3 show Solid Surface Sills, Plan calls out Plastic Laminate Please advise preference?

40. Division 16, C0.2/1.2, Notes 16/C0.2 & 9/C1.2, are these electrical lines Xcel's underground line? If yest, will Xcel complete the relocation? If yes, will Xcel charge to relocate the lines GOVERNEMENT RESPONSE: The Government is responsible for the cost of the relocation of the utilities. The contractor is to coordinate with Xcel.
41. Division 16, C1.2, Electrical contractors are unclear why the additional new transformer, Note 14, is required.
Please provide information as to why the additional transformer is required.
GOVERNEMENT RESPONSE: The electrical engineer is requiring one, bid the project as per the drawings.
42. Do we need Arc Fault breakers in the panels?
GOVERNMENT RESPONSE: Yes, Arc Fault breakers are required by the NEC. Reference Spec Section 16050 requires all work shall meet the requirements of the NEC, latest edition.
