SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been modified:
CONTRACTOR Q&A
Q1. Reference Drawing E1.1. Are circuit conductors above ground or underground?
A1. Overhead.
Q2. Reference Drawing E1.4 Grid H6. On East S St, there are 2 double poles marked with bolded block similar to PF1. Not marked with fixture code. Are these 2 poles in the scope?
A2. You will see these fixtures referenced on E1.6.
Q3. Reference Drawing E1.9 Grid C2. 2 poles with bolded block, 1 a double fixture, other a single fixture. Are these in scope?
A3. Yes, if you would look at E1.10, you will find them referenced.
Q4. Reference Drawing E1.9 Grid F1. Single pole with bold block. Is this in scope?
A4. Yes, if you would look at E1.10, you will find them referenced.
Q5. Reference Drawing E1.9 Grids G1, H1. Single pole with bold block. Is this in scope?
A5. Yes, if you would look at E1.10, you will find them referenced.
Q6. Reference Drawing E1.9 Grids B3, D3 and others in project. Some of the PF1 flood fixtures are next to the existing street pole. Are these to be mounted on the existing street light pole? With or without removal of the street light? The symbol is different on these.
A6. If the notes on the drawings tell the contractor to mount to existing wood pole, then yes, and without removal of the existing street light.
Q7. Reference Drawing E1.10 Grids A5, D5. Double pole fixture and single pole fixture, not marked with fixture code. Are these in scope?
A7. Those are referenced on Drawing E1.9.
Q8. Reference Drawing E1.16 all fixtures. These WP1 and WP2 fixtures have a different symbol, and they are the same round circle on this sheet. Grid E3 denotes WP1 which is wall pack on wall. WP2 is wall pack on pole. Please confirm that the WP1’s noted are on a wall, not a pole.
A8. WP2’s are mounted to walls as well. These are ammunition bunkers that these are being mounted to.
Q9. Reference Drawing E1.3, E1.4. There is no sheet E1.3 and a duplicate sheet of E1.4.
A9. Duplicate E1.4 has been deleted, and E1.3 has been added.
Q10. Is it possible to obtain a whole grid map of the drawing set? There are very few street names and it’s difficult to piece together to see the distance between the work areas. Some drawing sheets I realized have 2 or 3 different site areas that were not clearly defined as separate locations. The distance will affect labor activity getting to each work area with the lifts.
A10. It’s fairly straight forward. The only areas that are not in the cantonment area are Range 29, ITTB Liberty, ITTB Freedom and the campground. All other areas are in the cantonment area and the building numbers can be used as a reference.
Q11. Reason we need to know about the poles bolded but not marked, is they could be a Remove & Discard. We cannot assume they are part of the scope, and won’t be counted until confirmed with a fixture type code.
A11. Those bolded fixtures are intentionally not marked on certain drawings because they are already referenced on other sheets. We do not want duplication. So if you look at the building numbers you will get an idea of where you are at and you will find that unmarked bold fixture on either the previous page or a subsequent page.
Q12. Reference Drawings. Does the scope include all poles that are not wood to be replaced with new poles as well as fixtures, and only the base remains code PL1?
A12. The poles that should be replaced and the poles that should remain are clearly defined within the drawings.
Q13. Reference Drawings. I do not see any designated heights of the wall packs, pole fixtures, etc. We need to know this for renting the lifts/booms to reach the fixtures.
A13. You will be replacing existing fixtures with new LED on the existing fixture boxes. For wall packs, assume between 8 & 12 feet. For pole fixtures assume anywhere from 15’ to 30’.
Q14. Since we just received this project, we would like to have a brief visit to see the panels and existing wiring. We are not able to make the short turn-around of June 11th site visit.
A14. This solicitation was made available on the FBO website on 01 June 2018, with a site visit on 11 June 2018. In accordance with page 5 of the solicitation, requests for additional site visits will be denied.
Q15. Reference Drawing E5.1 Detail 1. Can we obtain the concrete details for the Post Top poles to be replaced for code PT1. Similar to the detail provided for the code PL1 on sheet E5.1 detail 1 in which the scope is similar and poles being replaced.
A15. All concrete pole bases are existing. If poles are being replaced, it is the contractor’s responsibility to verify the bolt patterns and spacing prior to ordering the poles.
Q16. Reference Drawing E5.1 Detail 1. States to refer to site plan for conduit wire sizes and quantity. There is no reference of any type of sizes, wire and conduit on the site plans anywhere. Is there a general scope page missing in the front of the plan set which typically states all of these conduit, pvc types to be used on a project? Or notes on the individual sheets missing?
A16. That detail is admittedly deceiving and will be changed. All wiring relating to poles with concrete bases is existing, as are the pole bases. That detail is there more as a reference. We will change this detail to reflect what is really happening.
Q17. Reference Drawing E5.1 Detail 1. Site notes state on PL1 to replace new pole on concrete pad. Detail on sheet E5.1 has notes related to pvc/conduit/conductors/grounding. Please confirm that we replace all conduit/wire with new and detail drawings shows underground 24” outside of the concrete base? How far would that replacement go underground? And would it be on all PL1 poles, as some are on the conductor replacement, but it’s noted as above ground? In specs. Drawings notes do not show above or below ground conductor replacements especially in relationship to the PL1 poles.
A17. That detail is admittedly deceiving and will be changed. All wiring relating to poles with concrete bases is existing, as are the pole bases. That detail is there more as a reference. We will change this detail to reflect what is really happening.
Q18. Reference Drawing E.5.1 Detail 2. Grounding detail for all wood poles. Since the scope is suggesting new grounding materials, is it assumed there is no existing grounding/pvc to be removed on any of the wood poles? Specifically as well no quantity mentioned in linear feet on the conductor change outs or the pole change outs for PL1.
A18. It is safe to assume that there is no auxiliary equipment grounding at any of the wood poles.
Q19. Reference Drawing E5.1 Detail 2. All wood poles fixture replacements. There should be existing conduit/wire/conductor when we remove and replace the fixtures on the outside of the wood poles that will remain and not needed to be replaced, correct? Please confirm that adding the grounding is the only scope for wood poles.
A19. Unless otherwise specified on the drawings, all existing overhead wiring shall remain for the connection to the new fixtures being installed on the existing wood poles.
Q20. Reference Drawing E1.12 Grid H6. Remove Fixtures and Poles. Can we find out what type of poles? Wood/steel, size etc. for recycling purposes and adding these costs to bid and confirm these are the only 3 poles to be discarded from the site?
A20. Wood.
Q21. Reference Drawing E1.12 Grid C1. Qty 1 PF1 to be replaced, but the pole has 2 fixtures shown, with only 1 code marked and bolded? Please confirm the 2nd light shown on this pole is not in scope and not to be replaced.
A21. That is correct. The only fixture being replaced is the one facing the parking lot for building 2168.
Q22. Reference Drawing E1.1 Detail Note, Grids E5 and E6. Remove existing circuit conductors and replace with new along the entire length of the circuit. Please confirm this is only the conduit/wire between the poles (above ground) and not on the poles. Note there are quantity 2 PF1 code poles on this circuit route to replace conductors. Since all scopes of light fixture replacements only note to replace fixtures or grounding wire, please confirm that the wire/conductor is not being replaced on any poles? Or could these 2 poles be an exception due to the conductor replacement on this street and wiring would need replaced too?
A22. The drawings clearly state to replace the circuit conductors. What was not made clear is that the poles and light fixtures are remaining so will have to be reconnected to the new circuit conductors. The drawings will be amended to make this more clear.
Q23. Please confirm if pvc/conductor is being replaced on any with new poles PL1 and PT1 that these are the only poles to get new wiring and none of the other codes need new wiring.
A23. None of those poles should need new wiring unless the existing conductors within the poles from the base to the fixture are not able to be salvaged.
Q24. Reference Specs Sec. 16510, Part 2 Products. At the end of installation instructions seem to be for interior project as many other references throughout the whole specifications document. Specifically there is not enough information related to the conductors/wiring/pvc to be replaced.
A24. The contractor should verify the existing conditions. All of these conditions are observable as they are all exterior.
Q25. The light fixture specs show that the voltage is “multi-volt” (which is 120/277) but it seems some fixtures may be on high voltage electrical poles from what I can see on google. Please confirm there is no high voltage power used for light fixtures.
A25. There are no fixtures being fed with high voltage primary power.
Q26. Reference Poles, PL1 and PT1. We need more detail and exact specs on the poles to be replaced besides height, diameter, material, finish, color, etc. And suggested approved manufacturers similar to lighting? PL1 only states 30” round pole, and PT1 only states 15ft high. Also it would be helpful to get the specs or photos of the existing poles to be removed.
A26. The approved manufacturers for the light fixtures will also be the approved manufacturer for the poles.
Q27. Reference Specs Page 3. What are “overhead” conductors?
A27. Conductors that are mounted overhead on wood poles and are exposed to the elements.
Q28. Reference Specs Page 26. Does this project require hiring of an asbestos inspector, in all locations? Who is responsible for hiring and managing the ACM removal contractor?
A28. That is a standard statement that is included in our specifications and not always edited out of the specific project specifications. If there is no ACM on the project then disregard.
Q29. Reference Specs Page 29. Same questions as in Q28 for lead paint. Although we have an asbestos awareness program and safety plan, we have no expertise in evaluating and managing ACM sub-contractors. Any requirement to inspect, test, certify, and remove ACM or other hazardous waste such as paint or asbestos precludes us from making an offer.
A29. That is a standard statement that is included in our specifications and not always edited out of the specific project specifications. If there is no lead paint on the project then disregard.
Q30. Reference Specs Page 6C. States. All electrical work shall be supervised full time on site by a state certified and journeyman electrician. All electrical work shall be overseen by a state certified journeyman electrician. All electrical work shall be overseen by a state certified Master electrician. Proof of certification is required.
Question: Does the State of CA licenses and certifications comply with this requirement?
A30. Yes.
Q31. The amended drawings are still unclear as to a precise count of fixtures required. As an example. "Typ of 6" does not mean, per any established standard, that you intend to change out the 6 fixtures nearby the fixture you have associated with an arrow to the text.
As such, given the lump sum total bid price, you will have no idea if one bidder is bidding 88 total fixtures and another is bidding 288.
In order to avoid loss of time, protests, ambiguity and possible contractor claims, could you specify the total count of each fixture species, so all bidders will at least be on equal footing when the bids are opened?
Another way to address this issue is change the notes that appear as this note> (typ. of 9) >to a note that reads (total of 9) "typ" could be interpreted ambiguously.
A31. All of the light fixtures are clearly marked on the drawings and can be counted from there. The term "Typ." is an industry standard.
Q32. I spoke to Xcel Energy as well as forwarding the drawing set, Q&A etc. to the exclusive designer that handles Ft McCoy site. We are not allowed to work on the overhead conductors that is their scope of work.
A22. This portion of the project requirement has been removed. See revised drawings.
Q33. Reference Drawing E1.1 grid F1. The PL1 poles that need to be replaced. The notes states to remove existing lights and poles and replace. Are the lights being replaced with LED lights?
A33. The PL1 light fixture, as detailed on the drawings and specifications, is indeed an LED light fixture. In this particular instance, replace the pole as well.
