About this file

This document contains questions and responses related to a solicitation for replacing boilers at multiple buildings at Joint Base Lewis-McChord. The solicitation requires installing new boilers and related equipment in several buildings, replacing domestic hot water heaters and piping in three buildings, and integrating new equipment into the existing energy management control system and domestic control systems. It provides clarification on the scope of work, including requirements for removing old equipment, limitations on reusing existing components, acceptable locations for new equipment, and definitions of responsibilities between the contractor and government client. Precise responses are given to contractor questions on technical requirements, code compliance issues, and points of ambiguity in the original solicitation documents.

Ans: correct per Attachment #1 there is one building pump and one boiler pump.
CLIN 001 Please confirm 1.4.1.4 & 1.4.1.5 includes to alter the existing close couple tee’s n B1401
Ans: Per Attachment #3 the close couple tee is required to be 4 pipe diameters (max). If 1401 is out of this requirement then it shall be fixed
CLIN 001 please confirm it will be acceptable to use either copper or black iron in the event the piping is copper may we use dielectric fittings and transition to steel pipe in rooms piped in copper?
Ans: Per the SOW, piping shall match existing
CLIN 001 B12731, 12734, 12737, 12741 the boiler and water heater combine in the same flue. The existing water heart did not appear to have a barometric damper installed. Are we to install a barometric damper and tee on the existing boiler to confirm the new boiler or existing is not compromised during ignition?
Ans: Barometric dampers are used on negative pressure (category 2) venting systems such as a lined chimney. The venting for the five boilers should be Cat 4 Positive Venting with condensing. Barometric dampers are not used on Cat 4 venting. Per the SOW, refer to your boiler manufacturer installation for venting requirements

CLIN 001 12731, 12734, 12737, 12741 1401 are we to install a CO detector? If so, can this be a 120V hard wired detector or are we to tie into the existing fire alarm?

Ans: Yes per the SOW the contractor is to install a line voltage CO detector Not to be tied to Fire Alarm.

8) CLION004 11671, 11672, 11674 are we to install a CO detector? If so, can this be a 120V hard wired detector or are we to tie into the existing fire alarm
Ans: The SOW 1.4.1.9 instructs to install line voltage (no battery) CO detectors in mechanical room. Not tied into FA system
9) CLIN 004 are we to replace existing drain lines and reliefs on tanks?
Ans: Yes added to Revised SOW.
CLIN 004 on the job walk the domestic water tanks are showing signs of leaking, at unknown locations. Should we replace the failing domestic water tanks with new in buildings 11671, 11672, 11674?
Ans: yes see Revised SOW for added requirements.
CLIN 004 an apparent leak has flooded one mechanical room please confirm we are not to replace any dry wall in these mechanical spaces
Ans: Leak will be fixed by DPW. Drywall replacement is not required.

12a

Clin 004 1.4.4.8 states to paint gas piping yellow. Is this all gas piping interior and exterior or only the new piping in the mechanical space?
Ans: Painting requirement removed from SOW. Just label

12b

CLIN001 does not state to paint gas piping please confirm if this is required in CLIN 0001
Ans: no painting of NG required

12c

CLIN004 during the job walk it was noted the allowable space for a new DW boiler is limited. Can we re locate a boiler to a location allowing enough space to meet the manufacturers clearances and leave the existing pad if the space has one in place?
Ans: yes this is acceptable, as location of new heater is not specified in SOW. Pad is not required to be removed. Possible location for expansion tank.
it was stated that the performance period would be extended to one year. Based on product delays in the mechanical and plumbing industry can this be extended from 365 days to 450 days for performance?
Ans: the performance period will remain 360 days. After award the contractor may request a no cost time extension if the 360 appears to be not adequate.
CLIN 0005 will an attachment for how the boilers and takes be pipe be provided?
Ans: No attachment drawing will be provided. See SOW for statements on piping requirements.
CLIN0005 please confirm it will be acceptable to reuse existing components in the re piping of both tanks or are we to provide all new pipe and fittings?
Ans: yes the use of existing piping and fitting maybe reused if needed.
CLIN 0005 due to limited space can the use of balance valves be installed to allow each tank to be pulled from equally?
Ans: It is preferred equal piping lengths be the first solution. Balancing valves may be required if equal pipe cannot be completed due to space. The valves will require a water balancing contractor
CLIN 004 1.4.4.5 are we to only replace all failed piping and valves within the mechanical space or within the building as well?
Ans: Just the DHW system in the mechanical room
SOW does not state to balance the new system pumps after installation only states to balance boiler pump. Are we to Balance the new hydronic system pump? If yes, are we to only balance to what the existing pumps are providing or are we to balance the interior of the building as well?
Ans: Added to SOW. Only the replaced pumps shall be balanced either to manufactures requirements or the building as-built depending on the pump replaced.
CLIN002 does not include 1401 into the DDC; please confirm this building needs to be added to the DDC.
Ans; Paragraph 1.4.1.14 instructs to ingrate new boiler into existing EMCS.
1.4.2.2 states DDC attachment 4, attachment 4 is the fuel tank as-builts; please clarify intent.
Ans: Corrected in Revised SOW

Ans; Correct, SOW paragraph 1.4.3.2e instructs piping maybe abandoned. BLDG 1401 which is above ground shall be removed per CLIN 0001.
Attachment A indicates 2” boiler supply and return piping, the existing buildings are 3” now. Please confirm we are to pipe the boiler in 3” to maintain correct piping size.
Ans; Boiler loop piping per manufacturer requirements (TS EVA 500 MBH is 2”). Building loop pipe shall match existing.
Attachment A the MLWC has a 1” discharge on the test and check; confirm we need to pipe this 1” not ¾.
Attachment #3R has been revised to use full size drain piping.
Attachment A indicates the flue piping drain (Silbrade tubing ) this is corrosive condensate / discharge. Shouldn’t we not run this independently to the drain in CPVC sch 80?
Ans: Correct it should be separate piping to the drain for the Silbrade tubing. Attachment #3 drawing was combined for clarity.
1.4.1.12 are we to flush the strainers in the interior of the building or only the mechanical space?
Ans: Strainers in mechanical room
Would DPW be able to provide the temp trailer for CLIN 0004?
Ans: Per the SOW the contractor is provide the temp trailer.
Would it be acceptable for the contractor to provide a temp skid for CLIN 0004 with a smaller storage tank if it kept up with the building demand?
Ans Please follow requirements of the SOW.
Can the CO detectors be installed on existing circuits in the mechanical rooms, or should does the gov. want them on their own dedicated circuit?
Ans An existing circuit in the mechanical room is acceptable
There are large Jonson Controls cabinets for the DDC in mech. rms. 12731, 12734, 12737, 12741 that are not needed to house the required equipment. Should the contractor replace with smaller enclosures to house DDC equipment?
