STATEMENT OF WORK (SOW) LAUNDRY SERVICE

BORDER SUPPORT

CAMPO, CA AND EL CENTRO, CA

Concept: Provide Laundry facility trailer(s), to include, washing machines, clothes dryers, water supply, grey water disposal, power generation to equipment, set up and tear down, with enough equipment to support 400 personnel at the Campo, CA location and 200 at the El Centro, CA location from 8 March 19 through 7 April 19 as outlined in this Statement of Work (SOW). These Laundry Trailers will be delivered and ready for use per the period of performance. The Laundry Trailers will be delivered according to the dates and locations provided in paragraph 3.0. on SOW.

1.0 PERIOD OF PERFORMANCE

1.1 8 March 2019 through 7 April 2019

2.0 SCOPE: Provide Laundry equipment for government personnel to wash and dry uniforms deployed under field conditions in support of US Customs and Border Patrol in Southern California. Trailers shall provide enough equipment and supplies to support 300 personnel at the Campo, CA location, 250 personnel at Boulevard CBPS, CA and 200 personnel at the El Centro, CA location. One trailer, with 16 washers and 16 dryers per trailer, at each location, 3 total. Equipment should be available to use twenty four (24) hours a day for the entire period of performance. Each trailer or facility will house standard washing machines and clothes dryers at no cost to the individual user(s). It is expected that each person will generate approximately seven (7) pounds of laundry every other day, and will wash clothes every other day. Contractor needs to calculate amount of water needed, based on machines that will be used if each person washes every other day. The contractor needs to be ready with that amount of fresh water and grey water disposal.

2.1 The contractor shall be responsible for furnishing all materials, labor, and equipment necessary to deliver and set-up the Laundry Trailers directly to place of performance identified in paragraph 3.

2.2 The equipment must also be able to withstand sustained 35 mph winds and 70+mph wind gusts associated with the high desert regions of Southern California.

2.3 The contractor shall provide all necessary generators, water / water storage and daily cleaning services.

2.4 Laundry facilities must include fresh and gray water removal in accordance with state, local, and federal laws and regulations.

2.5 Laundry facilities must include JP8 fueled generators able to power the Laundry facilities and receptacles maintenance support and daily cleaning of the facilities.

2.5.1 The items must be delivered with full fuel tanks. The Government will provide fuel for the duration of the contract. The contractor shall ensure all Laundry Trailers are delivered with all necessary parts in accordance with (IAW) the operators’ manual, and generators must have a full tank of fuel. The Government will not be responsible for returning equipment with a full tank of gas or paying to refuel the equipment at the end of the Period of Performance.

2.5.2 The Government will return the generators with any unused fuel and are not responsible for refueling nor pay of any fees/cost associated with refueling of generators at the end of the Period of Performance for each location.

2.6 The contractor shall provide daily service and all necessary parts, equipment and maintenance necessary to assure proper and continuous, 24 hour, functioning of the equipment including weekends and holidays.

2 .6.1 The Contractor must acknowledge all repair calls within four hours of initial call from the COR and complete all necessary repairs within 24 hours.

2.6.2 The Contractor will provide sufficient laundry detergent required to support the number of personnel served at location assuming that each individual performs a wash cycle every other day.

2.6.3 The Contractor provides fresh water supply and resupply.

2.6.4 The contractor is responsible for collecting and appropriately disposing of all grey water IAW with applicable federal, state, and local laws and regulations.

NOTE 1: Location(s), Dates and/or quantity may be subject to change.

NOTE 2: The Government does reserve the option to vary quantities by+/- 30% due to operational requirements and to make multiple awards to meet said requirements.

4.0 SAFETY

4.1 The contractor shall be responsible for furnishing all safety equipment necessary to operate the laundry facility. The contractor will provide 2 ea fire extinguishers and shall be at least 10Lbs in size in each laundry trailer.

5.0 REMOVAL OF PROPERTY

5.1 Contractor shall remove all contracted/leased equipment from the specified locations within 48 hours after the period of performance ends. Should contracted/leased equipment remain in place beyond 48 hours, the Government is not liable for usage, theft, lost, damages, or replacement cost due to contractor's negligence to take possession of owned items. If for some reason the contractor is unable to pick-up the equipment, please notify the Contracting Specialist and/or Contracting Officer in writing of when you will remove your equipment.

5.2 All pre- and post-inspection/acceptance sheets must be provided to the Contracting Specialist and/or Contracting Officer.

5.3 If a claim is submitted, it will require the joint inspection pre-and post- inspection/acceptance sheets to accompany the claim form. Both must be provided to the Contracting Officer at the time of claim submission. The pre-and post-inspection/acceptance sheets must only be signed by the authorized receiving representative that is indicated in the contract. Inspection/acceptance sheets must be signed and dated. Both parties’ names must be printed legible and signed.

If a claim is submitted without the pre-and post-inspection/acceptance sheets, the claim is subject to be denied.

6.0 POWER GENERATION AND ELECTRICAL

6.1 All electrical connections are to be made in the structures’ interior, where possible. Power cables are to be buried, as needed, under roads, access ways or as designated by the Contracting Officer. Electrical generation and all electrical components shall meet applicable requirements of the National Electrical Code (NEC) for temporary out of doors, wet and windy locations. All electrical power generation and any distribution equipment systems shall be grounded according to NEC requirements. To reduce downtime and outages, twist lock connections are required of all 120v AC electrical wiring and components.

7.0 CONTRACTING OFFICER’S REPRESENTATIVE AND THEIR AUTHORITY

7.1 The Contracting Officer may designate individual(s) to act as the Contracting Officer's Representative(s) (COR) under this contract. Such designations will be made by letter from the Contracting Officer with an information copy furnished the Contractor. The COR staff will represent the Contracting Officer in the administration of the contract but will not be authorized to change any of the terms and conditions of the contract.

7.2 No oral statements of any person, whosoever will in any manner or degree modify or otherwise affect the terms of this contract. The Contracting Officer shall be the only person authorized to approve changes in any of the requirements under this contract, notwithstanding any provisions contained elsewhere in this contract, and said authority shall remain solely with the Contracting Officer. COR's shall be limited to the appointment letter authority.
