Q. What wage rates will be used for this requirement?
A. This is a service type requirement, therefore the wage rate for this requirement will be determined by utilizing the Service Contract Act (SCA) for Lewis, Pierce, and Thurston Counties.
The wage determination number is 2005‐2567.
Q. Will there be a site visit to look at the tanks?
A. Yes. There will be a site visit to be scheduled at a TBD date and time. Location information, date(s), and time(s) will be made available to interested parties once it becomes available.
Q. Do you have an example of the bid schedule to be used in the procurement?
A. The bid schedule has not yet been finalized. However, you may refer to Technical Exhibit 3 of the PWS for an example of what the bid schedule may resemble.

Q. What is the anticipated cost of Anti‐Terrorism Level I (AT‐Level I) and iWatch training per employee?
A. Both trainings are offered at no cost to the contractor.
Q. How many days/hours per employee should be expected to complete the training?
A. AT‐Level I training will take approximately 2 hours to complete; iWatch training will take approximately 1 hour to complete.
Q. How and where is the AT‐Level I and iWatch training conducted?
A. iWatch training can be accessed and completed online at https://www.bliss.army.mil/iWATCH/; AT‐ Level I can be accesses and completed online at http://jko.jten.mil/courses/atl1/launch.html.
Q. Should we expect to travel or can this training be performed online?
A. iWatch training can be accessed and completed online at https://www.bliss.army.mil/iWATCH/; AT‐ Level I can be accesses and completed online at http://jko.jten.mil/courses/atl1/launch.html.
Q. Will we need to expect to use sediment containment bags for each tank?
A. No. However, anticipate less than 1/4 inch with the exception of the McChord water storage tanks.
With new pumps there might be some rocks and added debris from cleaning out pipes.
Q. Will discharge from each site ever exceed 300' from tank to point of discharge?
A. No. Discharge will generally be dumped on the ground near the tank. The discharge will either go into a grass area or concrete. The greater the flow area the less chlorination required.
Q. Are all entry hatches 24 inches or greater?
A. Yes.
Q. What is the maximum distance (miles) between tank sites?
A. Tanks are “clustered” throughout JBLM. It is difficult to get an estimation of the maximum distance between the tank sites. Google Earth shows all tanks, including those under construction.
Q. Will local or federal prevailing wage rates apply?
A. Both. The rates are complementary to one another.
Q. If both, which will have precedence?
A. The FLSA rate will take precedence over local rates if those rates are not at the federal minimum of $10.10/hr.
